About this file
This document contains questions and answers from a pre-bid meeting for a federal transportation project. The project involves widening US 50 and constructing a new access road to the Round Hill Pines Beach Resort near Lake Tahoe, Nevada to improve safety and accessibility. Work includes widening US 50 to add a median left turn lane and acceleration lane, milling and overlaying the existing roadway, and building a new access road between the US 50 intersection and the Forest Service parking area. Large fills up to 30 feet are required near the intersection. Additional improvements involve roadway drainage, signing, and striping. Questions addressed topics such as the pre-bid meeting, HUBZone price preference process, erosion control products, seed mix requirements, fertilizer use, sign coloring, the NDOT encroachment permit, utility pipe depths, interested vendors lists, asphalt quantities and mix types. Clarification was provided on these project aspects.

Questions and Answers during Advertisement for NV FLAP US50(1) Round Hill Pines Access
March 15, 2022
Questions Answers 1 Is there a pre-bid meeting for this project?
Refer to Provision 52.236-27 Site Visit (Construction) on pages B-11 and B-12 of the solicitation.
2 The Invitation For Bid for this project shows the Solicitation Type as "Full and Open Competition with HUBZone Price Preference". Would you please define this and explain how the HUBZone Price Preference works?
“Full and Open Competition with HUBZone Price Preference” means that any contractor (LBC or SBC) may bid on this project, but if the contractor is a HUBZone, a price preference will be applied when evaluating the bids.
This process is outlined on page A-ii of the Invitation For Bid (IFB), in the section titled “This Solicitation Contains a Price Evaluation Factor.”
3 Please advise which Rolled Erosion Control Product is specified for 62901-0000? What kind of staple/stakes and length should are to be used?
Rolled Erosion Control Product, Type 4. Staples type/length according to manufacturer’s recommendations (see note 1 on T13).
4 The seed mix specifies seed stock from a local high elevation seed source. Please note that this requires special collection and availability pending this year’s harvest.
The USFS approved the use of the seed mix. Please bid according to what is in the plans and specifications.
5 Please specify what type of fertilizer and rate of application?
Refer to Amendment A002 A001. Fertilizer not allowed due to close proximity to Lake Tahoe.
6 Natina is specified as a “weathering agent” to be applied to various galvanized metals on this project. I see in the list of items the backs of signs are to be colored. Our product does not work on the back of signs because these are aluminum and our weathering agent does not work with aluminum (only galvanized). Please advise.
Please refer to Amendment A002.
7 Special Contract Requirement 107.01 Laws to be Observed states Comply with the requirements of the NDOT encroachment permit. A copy of the permit will be provided once obtained and prior to bid opening. Since this permit often dictates Limitations of Operations, will the permit be available for review prior to bid?
Yes, the draft permit will be provided in a future Amendment.
8 Is there a known or estimated depth of the 8” asbestos pipe to be encapsulated by lean concrete backfill? See Plan Sheet T7.
The utility owner does not have depth records for this section of pipe.
9 Can you please provide an Interested Vendors list? There is an interested vendors tab on SAM.gov. You have to be signed in and have tied your entity to your registration when you signed up.
Otherwise, the interested vendors list tab won’t be visible.
We don’t maintain a separate plan holders list.
You can call the federal service desk if you need further assistance. The number is1‐866‐606‐7828
10 The 18” CMP quantity at Sta 21+53 is listed at 101 LF. However, the cross section on D1 shows the requirement to tie to 67.2 LF of existing pipe and it appears that the existing pipe is included in the total quantity of 101 LF. Please clarify if removal/ replacement of existing pipe is required or if the quantity is in error.
There was an error. Please refer to Amendment A002.
11 In reference to Section 403 Asphalt Concrete and the project plans, only two inches of dense grade are required to be replaced following the two-inch milling operation. NDOT typically requires a 1-inch open-graded friction coarse on highway routes in the Tahoe Basin. Is an open-graded course required? If so, please advise if it is in addition to the 2-inch structural section?
Our plans do not call for an open graded friction course. Only the 2” of HMA are required. We worked with NDOT on the structural section and what is shown in the plans was approved by them. NDOT has a future project where they will be milling and overlaying through our project limits, at that time they will do the open-graded friction course.
12 Referencing 403.02 (a) Composition of Mix (JMF) Type I, NDOT typically utilizes a Type 2 or Type 2-C mix for US 50. Both mix types are relatively coarse graded. Is there a preference for this project?
No preference, per the FP-14 the mix should be approved by NDOT in the last 12 months and be commonly used in the area.
13 Is the same HMA mix intended to be used for both the Round Hill Pines access road and US 50?
Yes, the intention is to use the same mix for both roads.
