About this file

This document contains questions and answers from a pre-bid meeting for a federal transportation project in Wyoming. The project involves widening and resurfacing approximately 7 miles of Kortes Road to improve safety and address pavement deterioration. Work includes pulverizing the existing road base, placing 3 inches of asphalt concrete, conducting minor alignment adjustments, improving drainage structures, and enhancing signage and striping. Bidders must source their own seed mix and water, and are responsible for waste disposal and developing erosion control measures. Attendees requested extensions for bid deadlines and clarification on issues like surveying methods, delineator specifications, and whether an MTV is required. The contracting agency provided responses to address compliance with contract terms and preferences for completion of the work.

Questions and Answers during Advertisement for WY FLAP 407 (1) Kortes Road

October 19, 2021

Questions Answers 1 Will the government consider using steel post in place of wooden posts?

No, but a value engineering proposal may be considered after contract award. See 52.248-3 Value Engineering -Construction clause

2 Where can you find an approved seed mix for this project?

The SCR’s provide the specifications (SCR 713 & 625); however, we do not typically dictate the means and methods of securing the seed mix. The Contractor will need to source the appropriate seed mix.

3 Can we get the XML file? Due to the file size, the XML file is available by emailing CFLContracts@dot.gov

4 Would the government please provide more information regarding the reporting requirements for Archeologist, Biologist, and Tribal Monitoring. Are there specific forms to fill out? The information in the SCR’s is very general.

There are no actual reporting requirements unless something is found, or we have birds abandoning their nests. The people that are doing the monitoring must have credentials for what that they are monitoring. The tribal monitor will be provided by the tribe and will report back to their employer.

5 Could the government provide any information regarding who to contact regarding the proper procedure and permits needed if any to take construction water from Alcova Reservoir?

It is up to the contractor to locate a water source. It is unlikely water can be pulled from the reservoir or from the North Platte River due to the downstream endangered species.

October 20, 2021 6 Item A0420 - Waste, where does the wasted material go?

Per Section 204 of the FP-14, it is the contractor’s responsibility to dispose of the waste material off of the project site.

7 The specification states only 8 acres can be disturbed at a time, does that include the road, for just the stripped area? Also, does the area have to be seeded before moving on to the next area?

The disturbed area should not include the roadway. Seeding isn’t required to be completed before moving on, but temporary stabilization that will protect the slopes from erosion will be needed if they aren’t permanently stabilized as part of the Lump Sum erosion and sediment control.

8 What BMPs are required for soil erosion control and SWPPP?

This is the contractor’s responsibility to determine. Refer to the Stormwater Manual cited in Section 157.

9 Is a shuttle buggy (MTV) required for placing the asphalt?

No it is not required.

10 Does documentation for DBE good faith need to be included in the bid package?

Refer to Appendix D for Subcontracting requirements and Notice To Bidders page A-iv of the Solicitation.

11 Is there paving on the bridge? No 12 What is the size and material of removal of pipe culverts? See tabulations and information on the plan sheets 13 Do you have soil samples and an application rate for the line item

A1400 (Biotic Soil Amendment, Hydraulic Method)? After talking to my manufacture this is a custom order material made specifically for the soil conditions on the project. As of now I think we want to use their organics material, since you are planning on covering it with a bonded fiber matrix?

We have been using a biotic soil amendment at an application rate of about 3500 lbs per acre and then about the same for bonded fiber matrix on recent projects. We did not submit any soil tests to see what other additives might be needed, but we are planting native seeds that should be able to grow in less than ideal conditions.

See section 625 and 713 of the SCR's.

14 The drawings provide a delineator summary sheet and there is also a delineator detail sheet (C633-51). On this sheet is shows both a steel delineator with a reflector and it shows a flexible delineator. I don't see anywhere on either of these sheets or any other sheets of what you would like to use. Do you want a steel post or a flexible post? On the delineator summary report it states (White) and (Blue). Is that the color of reflector that you want?

Posts can be steel or flexible. As for the colors those are the quantity of the reflectors on the delineators. Per the signing and striping plan the blue delineators are at the culverts and the rest are assumed to be white. Detail C633-5 in the plans shows the spacing, etc that was used to layout the design shown in the signing and striping plans.

10/22/2021 15 Due to the large amount of information to process in Addendum

#1 we are requesting a time extension for the bid date in order to give ourselves, our subcontractors and suppliers time to review and understand the new provisions. We also may need time to solicit new subs since so many are now refusing to bid the project after seeing the Addendum #1.

See Amendment A002, the bid opening has been extended.

16 What is the minimum dollar amount for sub contractors and suppliers to fall under the new Covid Mandate?

The subcontracting plan has not been modified, please refer to Appendix D

17 Is the quantity of aggregate base for the approach roads included in the pay item for aggregate base or is it incidental?

The aggregate base for approach roads is included in the pay quantity.

18 Can the government explain why Section 152.05(f)(1)AMG Method in the SCRs has been deleted? The conventional survey methods for blue topping will be much more expensive and time consuming.

AMG is usually only used on more 4R type work. The cost the contractor is referring to can be contractor specific. It might be cheaper for them but not others. The contract documents are the same for all proposers at this point.

19 Is there a phone number available to verify that email/fax modifications have been received?

See page A-iii Notice To Bidders

20 The October 19th answer to question #9 regarding the MTV in the addendum conflicts with SCR 401.05 (b) . Please clarify if an MTV is required.

As there is no pay item for MTV therefore it is not required. This SCR is providing information on the MTV if the contractor chooses to use one.

File details come from the government source that posted it. Updated .
