About this file
This document contains questions and answers from a pre-solicitation conference for a federal-aid highway project in Wyoming. The project involves pulverizing and repaving approximately 7 miles of Kortes Road to Natrona County Road 408 northeast to Alcova, Wyoming. Minor shoulder widening and safety improvements such as drainage work and signage are also included. Questions from potential offerors covered the use of steel versus wood posts, seed mix specifications, availability of an XML file, and environmental monitoring requirements. Contact information was provided for obtaining the seed mix standards and XML file. No actual reporting is needed for archaeological, biological or tribal monitors unless finds are discovered or nesting birds disturbed. It is the contractor's responsibility to locate an appropriate water source as water from nearby reservoirs and rivers cannot be used due to endangered species constraints.

Questions and Answers during Advertisement for WY FLAP 407 (1) Kortes Road
October 19, 2021
Questions Answers 1 Will the government consider using steel post in place of wooden posts?
No, but a value engineering proposal may be considered after contract award. See 52.248-3 Value Engineering -Construction clause
2 Where can you find an approved seed mix for this project?
The SCR’s provide the specifications (SCR 713 & 625); however, we do not typically dictate the means and methods of securing the seed mix. The Contractor will need to source the appropriate seed mix.
3 Can we get the XML file? Due to the file size, the XML file is available by emailing CFLContracts@dot.gov
4 Would the government please provide more information regarding the reporting requirements for Archeologist, Biologist, and Tribal Monitoring. Are there specific forms to fill out? The information in the SCR’s is very general.
There are no actual reporting requirements unless something is found, or we have birds abandoning their nests. The people that are doing the monitoring must have credentials for what that they are monitoring. The tribal monitor will be provided by the tribe and will report back to their employer.
5 Could the government provide any information regarding who to contact regarding the proper procedure and permits needed if any to take construction water from Alcova Reservoir?
It is up to the contractor to locate a water source. It is unlikely water can be pulled from the reservoir or from the North Platte River due to the downstream endangered species.
