About this file
This document contains questions and answers from a pre-bid meeting for a federal-aid highway project. The project will widen and reconstruct 7 miles of Kortes Road in Natrona County, Wyoming to address fatigue in the existing pavement. General scope of work includes pulverizing the existing road section, placing 3 inches of hot mix asphalt concrete pavement over 6 inches of reclaimed base, and raising the vertical profile by 3 inches. Minor shoulder widening, alignment adjustments, drainage improvements, and signing and striping enhancements are also included. Questions covered permitting for water use, waste disposal requirements, erosion control plans, asphalt requirements, DBE documentation, bridge work, culvert details and replacement sizes. Clarification was provided on seed mix specifications, disturbed area limits, temporary stabilization, and allowed delineator post materials and reflector colors.

Questions and Answers during Advertisement for WY FLAP 407 (1) Kortes Road
October 19, 2021
Questions Answers 1 Will the government consider using steel post in place of wooden posts?
No, but a value engineering proposal may be considered after contract award. See 52.248-3 Value Engineering -Construction clause
2 Where can you find an approved seed mix for this project?
The SCR’s provide the specifications (SCR 713 & 625); however, we do not typically dictate the means and methods of securing the seed mix. The Contractor will need to source the appropriate seed mix.
3 Can we get the XML file? Due to the file size, the XML file is available by emailing CFLContracts@dot.gov
4 Would the government please provide more information regarding the reporting requirements for Archeologist, Biologist, and Tribal Monitoring. Are there specific forms to fill out? The information in the SCR’s is very general.
There are no actual reporting requirements unless something is found, or we have birds abandoning their nests. The people that are doing the monitoring must have credentials for what that they are monitoring. The tribal monitor will be provided by the tribe and will report back to their employer.
5 Could the government provide any information regarding who to contact regarding the proper procedure and permits needed if any to take construction water from Alcova Reservoir?
It is up to the contractor to locate a water source. It is unlikely water can be pulled from the reservoir or from the North Platte River due to the downstream endangered species.
October 20, 2021 6 Item A0420 - Waste, where does the wasted material go?
Per Section 204 of the FP-14, it is the contractor’s responsibility to dispose of the waste material off of the project site.
7 The specification states only 8 acres can be disturbed at a time, does that include the road, for just the stripped area? Also, does the area have to be seeded before moving on to the next area?
The disturbed area should not include the roadway. Seeding isn’t required to be completed before moving on, but temporary stabilization that will protect the slopes from erosion will be needed if they aren’t permanently stabilized as part of the Lump Sum erosion and sediment control.
8 What BMPs are required for soil erosion control and SWPPP?
This is the contractor’s responsibility to determine. Refer to the Stormwater Manual cited in Section 157.
9 Is a shuttle buggy (MTV) required for placing the asphalt?
No it is not required.
10 Does documentation for DBE good faith need to be included in the bid package?
Refer to Appendix D for Subcontracting requirements and Notice To Bidders page A-iv of the Solicitation.
11 Is there paving on the bridge? No 12 What is the size and material of removal of pipe culverts? See tabulations and information on the plan sheets 13 Do you have soil samples and an application rate for the line item
A1400 (Biotic Soil Amendment, Hydraulic Method)? After talking to my manufacture this is a custom order material made specifically for the soil conditions on the project. As of now I think we want to use their organics material, since you are planning on covering it with a bonded fiber matrix?
We have been using a biotic soil amendment at an application rate of about 3500 lbs per acre and then about the same for bonded fiber matrix on recent projects. We did not submit any soil tests to see what other additives might be needed, but we are planting native seeds that should be able to grow in less than ideal conditions.
See section 625 and 713 of the SCR's.
14 The drawings provide a delineator summary sheet and there is also a delineator detail sheet (C633-51). On this sheet is shows both a steel delineator with a reflector and it shows a flexible delineator. I don't see anywhere on either of these sheets or any other sheets of what you would like to use. Do you want a steel post or a flexible post? On the delineator summary report it states (White) and (Blue). Is that the color of reflector that you want?
Posts can be steel or flexible. As for the colors those are the quantity of the reflectors on the delineators. Per the signing and striping plan the blue delineators are at the culverts and the rest are assumed to be white. Detail C633-5 in the plans shows the spacing, etc that was used to layout the design shown in the signing and striping plans.
