About this file

This document contains questions and answers regarding a solicitation for the Campo Road project in San Diego County, California. The project involves intersection and safety improvements at State Route 94 and Millar Ranch Road, including extended turn lanes, improved sight distance, centerline rumble strips, and new pavement markings. It will also construct a new parking lot for the adjacent San Diego National Wildlife Refuge. Major work includes roadway excavation, borrow material, subbase, aggregate base, asphalt pavement, an ultra-thin bonded wearing course, and pavement markings. The project allows up to 20 minute delays during construction with no full road closures. Weather permits work from late summer through winter. The Notice to Proceed is anticipated in late summer 2019 at the Federal Highway Administration's discretion. Significant quantities include 3,400 cubic yards of roadway excavation, 2,500 cubic yards of unclassified borrow, 2,000 cubic yards of subbase, 2,430 tons of aggregate base, 1,222 tons of hot asphalt concrete pavement, and 470 tons of ultra-thin bonded wearing course.

Questions and Answers during Advertisement for CA FLAP SD SR94-1, Campo Road

November 19, 2019

Questions Answers We logged in to the new website for Contracting Opportunities and there is no ability to view or print the Interested Vendors List anymore.

Can you forward the Interested Vendors list so we can solicit the subs and suppliers?

Currently beta.sam is experiencing technical issues with the interested vendors, please check back regularly on the site for updates.

Section 107.lO(e) state that the archaeologist is to be provided by US Fish & Wildlife. Section 107.02 requires the contractor to submit one to the CO. Please clarify who will be required to prove the archaeologist and the Native American Monitor as well.

Please disregard Section 107.10(e). An amendment will be made to the SCR’s.

2 of the 4 pipe locations are simply extensions of existing pipe and appear to be fully designed. Will pipe plots be required for these 2 extensions?

Pipe plots will be required. Locations in plans are approximate. Pipe plots are required to ensure size, length, alignment, and to ensure fit to field conditions.

The specs require no traffic control for 2 hours before school. Will this requirement be reinforced when work is only behind the k-rail or on-site? Are there any requirements when school lets out?

Any work can proceed during this time frame as long as there are no traffic restrictions on SR94.

The specs require an on-site lab to be provided. There is no available space on site for that isn't in the way of the proposed improvements. Is there any area on the preserve that can be utilized for the trailer, preferably near a power source as the concrete curing will require 24/7 power?

The specs require a contractor-furnished lab. There is no on-site requirement. Requirements for contractor-furnished lab are shown in SCR 154.04A.

Likewise, there is no space available to store the 1500 cy of topsoil on the project site. Is there any area on the preserve for the storage of topsoil? The NWR Parking Lot and Access road will not suffice in area or timing.

The contractor is obligated to phase and schedule the work, and to make provisions for stockpiling of materials. They are free to approach adjacent property owners if additional areas are needed for staging and stockpiling.

All permitting and environmental requirements for those areas outside of the project limits, if required, are the responsibility of the contractor.

What will be the NTP date? With a fixed completion of April 17, 2020 this date is needed to schedule and estimate the project.

The NTP date is not definite, but is anticipated to be mid- to late December or very early January. The NTP date depends on contract award date, submission/review/ approval of insurance and P&P bonds, and scheduling of pre-construction conference. NTP is often issued the day of the pre-construction conference if successful bidder had made submittals required in the contract documents.

Will rain days be counted for a time extension? No

The strip topsoil areas appear to be laden with weeds. Is it the intent of the project to spread this topsoil on-site?

As observed in the following comment, there is more topsoil available than required. The soil is desired; not the weeds. How the contractor can separate the two is up to you.

The topsoil stripping areas far exceeds the place topsoil areas. Is it the intent of the project to utilize all of the topsoil in these remaining areas?

Unsuitable materials that are not used on the project become the property of the contractor to dispose of.

Will 107.l0(c) be enforced on all equipment used on the project? For example, will they paving equipment which will be used outside of the NWR require this effort?

All equipment will be inspected. Paving equipment does not typically have weeds on it… These requirements are similar for the entire project site. For the paver, the key phrase would be “leaking oil”.

Section 107.lO(d) requires all imported material to be certified weed free. The majority of the embankment is in the Caltrans ROW and a short section of Millar Road which are not in the NWR. Will this requirement be enforced in these areas?

This requirement will be reinforced throughout the project limits.

Table 108-2 requires no work between December 23rd and January 2nd• This is a very short duration project and all of those days are not all Holidays. Can the contractor work on those days with the exception of the Holidays?

Requirements in table 108-2 are clear. Please note that the second paragraph after table 108-2 states, “Exemptions to scheduled days off may be granted by written approval from the CO for specific project operations and/or for periods of limited duration.”

Topsoil stripping under fills (1494 ccy) is not paid under Roadway Excavation per 204.16 {2) (n). Under which item will this work be paid?

Paid under item 62405-0400, “Placing Conserved Topsoil, 6-inch depth”.

On Sheet B5, Note 2, it seems like the Asphalt Removal is included in the Roadway Excavation quantity. There are 2 bid items for this work.

Please clarify.

Asphalt removal is paid under Pay Item Numbers 20303-1900, “Removal of Pavement, Asphalt, 3-inch depth”, and Pay Item Number 20303-2200, “Removal of Pavement, Asphalt, 6-inch depth.”

On Sheet B5 the plan designates 2,522 bcy as unavailable for embankment. Deduction the asphalt and topsoil, there is over 1,000 bcy deemed "unsuitable". Can you clarify why this material is unsuitable for embankment and are we to include costs to dispose of this material off site?

The material may be unsuitable if the CO deems the material to be incapable of being compacted to specified density. As an example, the soil may contain substantive amounts of organic material (weeds). Unsuitable material shall be disposed of according to FP-14, 204.14.

Is there any irrigation required for the proposed planting or will USFW maintain these plants? If it is to be the contractor requirement, please clarify.

The USFWS will maintain plants

Who will be responsible to pay for COZEEP? If this is a contractor item please add a bid item as this is impossible to estimate the number of hours required.

Whether or not a COZEEP is used, and how often, depends on the contractor’s operation. If the CO directs the use of a COZEEP, a contract modification will be executed to cover the cost. There will not be a bid item added to the contract.

Sheets A6 and A7 do not define the clearing limits like Sheet A8. Can you clarify the clearing limits on A6 and A7?

Sheets A6, A7, and A8 all show seeding limits that extend 5 feet beyond the disturbed area. All disturbed ground shall be seeded; therefore, the clearing limits coincides with the seeding limits.

On Sheet A6, does the 6" Asphalt include the 1" Ultra Thin Course or is the total Asphalt Section7"?

The total section is 7”. The are 6” of asphalt concrete pavement, and 1” of ultra-thin bonded wearing course. The arrow on the bottom cross section on sheet A6 is misleading. Please refer to Detail B on sheet A6.

Is the DG in the parking area and access roads to be stabilized DG? Refer to SCR 302.01.

The Traffic Control Plans require 2 Radar Feedback Trailers. Where will these items be paid?

The project requires two Radar Feedback Trailers. They will be added to the Bid Schedule by amendment, with an SCR included.

The bid schedule allows for 2 Changeable Message Signs. The Traffic Control Drawings indicate 4. Please clarify.

The project requires two CMS, one approaching the project from each direction on SR94. The phase 1 plans incorrectly show four callouts (two different names). Each phase will use two signs.

Drawing D3 indicates 6" Depth for the Minor Concrete Pavement.

Please confirm 8" depth is required.

Minor Concrete Pavement Depth is 8”. The depth shown on sheet D3 (6”) is in error. (See amended plan sheet D3)

Will surveyed cross sections by a registered land surveyor be required to determine roadway excavation, topsoil, and borrow quantities?

Only if quantities are disputed by the contractor, survey data will be needed to prove their case. Cross sections were developed with data collected by a registered land surveyor, and quantities determined by Professional Engineers.

Will FHWA waive the MTV requirement for asphalt paving? MTV is required for Pay Item Number 42901-0000, “Ultra-Thin Bonded Wearing Course (1-inch thickness)”, and will not be waived. MTV is not required for asphalt paving.

Will concrete trucks be required to be weed free and leak free prior to entrance to the site?

All vehicles and equipment entering the project area are subject to the requirements of SCR 107.10(c).
