Soledad Canyon Road Question & Answer (Q&A) 11/19/2018

NOTE: Amendment (Addendum) A001 should be posted on 11/20/2018 and will minor change to a Bid Tab Item, an addition to the SCRs, and correction to the Plans as a result to the Bid Tab item.

1. Bid Item A0520 Full Depth Reclamation, Method 1: FP-14 states that this work shall consist of pulverizing an existing pavement and potential underlying base in-place to produce a base, possibly also requiring additional aggregate base.

Is it the intention that the resulting material is to be used as aggregate base course (Bid Item A0500) or is the material to be the subgrade that will then have virgin (purchased) aggregate base course (33,000 TN) applied on top? Please clarify.

A: The intent is for the material prepared from Full Depth Reclamation to be used within the subgrade. Aggregate base will then be placed on top of the prepared subgrade.

2. My understanding of the drawings and specifications is such that general order of work is as follows:

pulverizing the existing roadway, followed by the excavation, then installation of the aggregate base course (assumed to be virgin material), prime coat and finally the asphalt paving.

A: Pulverize the existing material. if required, excavate/grade the area to proposed grades. There is potential that a portion the pulverized material is moved to other locations/areas to achieve the proposed grade (like at low-water crossings). Grade the subgrade to the proposed elevations, place four inches of aggregate base, prime coat, and then place asphalt concrete pavement.

3. If this is in fact correct, I foresee the pulverized material be excavated and potentially exposing the native undisturbed soils in some areas, which would create a varying subgrade material. My confusion lies with the pulverized material and what the intention for it is. If the intention for this material is in fact to be used as the aggregate base course, will the material need to be stockpiled exposing the native underlying soils, and then perform the excavation to subgrade elevation and then said stockpiled material be placed back in the roadway 4” in thickness? This is the only circumstance that I can see the importance of applying additional aggregate base to the pulverized material to create a homogenous/spec material, because it is being reused for aggregate base course. Please clarify.

A: There is potential for varying subgrade due to the proposed grades. There is NO intention for this material to be used as the aggregate base course.

4. Bid Item A0400 Waste: FP-14 states that this material is excess and unsuitable roadway excavation that cannot be used. Bid Item A0380 Roadway Excavation has an estimated quantity of 23,000 CY, and the Waste estimated quantity is 11,300 CY. Is the total quantity of excavation 23,000 CY, with 11,700 CY being utilized as fill throughout the project and 11,300 CY being wasted offsite, or is there a total excavation quantity of 34,300 CY (23,000 + 11,300), 23,000 CY being utilized as fill and 11,300 being wasted offsite. Please clarify.

See sheet B7 for the summary. There is 20,888 CY of excavation in Schedule A. There is a need of 10,117 of potential embankment for Schedule A. For waste in Schedule A: 20,888 minus 10,117 results in 10,771 CY of Waste. There is NOT 34,300 CY of excavation.

Please note for Option Y, there is 940 CY of excavation and a need for 1900 CY Embankment. 1900- 940 = 960 CY of embankment could come from Schedule A as long as it is suitable material. So, there could be 9811 CY of waste (more or less). There is 11,300 CY provided in the quantities for estimating.

5. Permits: What permits does the Contractor need to get?

A: Please see section 107 in the Special Contract Requirements. The successful bidder will need to file the Notice of Intent for Storm Water Pollution Prevention Plan (SWPPP).

6. What fees are associated with each of the required permits?

A: There is no fee associated with the SWPPP but there is a 14-day waiting period.

7. On days/holidays when no work is taking place, do Observer Fees apply?

A: Please define Observer Fees.

8. Who’s the party responsible for easements?

A: All easements will be obtained by the Government. The contractor will not have to do anything with the easements.

9. Does EEBACS require in-person training and if so, where is it located?

A: No, EEBACS training will be conducted using a computer through an online training session.

10. Is there a fee for the EEBACS, 4-hour training?

A: No. It is free to the successful bidder.

11. The CO is required to be invited to the Preparatory Phase and Start-up Phase meetings. Will the CO travel to the project or is their attendance expected to be via tele-conference?

A: The CO will assign a Contracting Officer’s Technical Advisor (COTA) that will be physically assigned to the project full time. The COTA performs the required duties for the CO and will coordinate and run all the preparatory phase and start-up phase meetings. The COTA will be the first point of contact for all construction operations.

12. Does 153.05 (b) Testing section apply if Contractor is using a third-party testing company who meets or exceeds the requirements?

A: Yes.

13. How does the Contractor acquire the seeding provided by the County & BLM? Is there a lead-time on this?

A: The seed has already been collected and will be given to the contractor when they are ready to seed the project.

14. Does the CO require temporary mailboxes be installed?

A: Temporary mailboxes were not included, but an amendment/addendum will be added to address the need for temporary mailboxes. The amendment will make the temporary mailboxes incidental to the remove and reset mailbox bid item.
