QUESTION/ANSWERS

1. What are the work hours at this facility? Is there anticipation of 2nd. or 3rd. work shifts under this contract…? ANSWER: Work hours Mon -Fri 0700 to 1600 (Local) No weekends or holidays.

2. Is any clearance required for each technician and subcontractors for gaining access to the facility?

ANSWER: None required.

3. Is there a controls contractor at this facility who manages the existing controls systems? ANSWER:

No

4. Does the scope of work include the installation of a duct smoke detector and its integration into the existing fire alarm system? ANSWER: No, these are single zone dedicated units.

5. Can the Government provide a submittal or technical cut-sheet of furnished GFM-OAS 2,5 HVAC

Controller? ANSWER: Yes, see attached literature for Ggovernment-furnished HVAC controller.

6. On drawing number ATL-20015144-M002, Note-1 reads: “During the replacement of the HVAC units, the contractor shall furnish and install a temporary HVAC system. The temporary HVAC unit shall have a cooling capacity of 10 Tons (nominal) and shall be powered from the facility as directed by the FAA” Can the Government clarify how the temporary unit will be powered? Is there an existing spare circuit breaker available in the electrical sub-panel? ANSWER: Upon demolition, after feeder cables have been removed from panelboard LP to existing CU-1 disconnect switch, the contractor can use existing branch circuit breaker no. 25,27,29 (208 v/ 3phase/ 90amp) from the panelboard LP to power the temp HVAC. Please note that the temp power cables shall run from panelboard LP to a temp free standing fused disconnect switch that will supply power to the temp

HVAC. A facility shut-down permit will be required.

7. On drawing number ATL=20015144+M002, Note-7 reads: “Contractor to replace one system at a time”. Does this mean the temporary cooling system needs to be turned ‘ON’ only if the Air

Conditioning is completely lost? ANSWER: Correct, the temporary HVAC is a back-up system only.

8. If the lead time on the equipment extends the project into the winter season, do we need to provide temporary heating? ANSWER: Temporary heating is not required.

9. Is a Test and Balance (TAB) required for each Air Conditioning system? ANSWER: Yes, a system start-up condition checklist must be performed.

10. Does the temporary flex supply duct get suspended from the ceiling or can we place it on the floor?

ANSWER: The temporary flex supply duct can be placed on the floor but in a location that does not limit access to FAA equipment, create a tip hazard or block the remaining means of egress. For the contractor’s convenience the flex duct can be suspended from the ceiling

11. Related to Q10. If suspended from the ceiling, can the contractor drill hole in the ceiling to facilitate the suspension of flex ductwork for the temporary cooling system? ANSWER: Drilling holes in the ceiling to support temporary ductwork will be allowed, dust mitigation with HEPA vacuum will be required. Drilling above electronic equipment will not be allowed except if absolutely necessary. If needed, safeguards must be approved by FAA COR and established to ensure that no debris or shavings will fall into the equipment racks. All ceiling holes must be fully restored (spackled and painted) after no longer needed.

12. Is there a requirement to always keep a specific indoor temperature, please confirm? ANSWER:

Yes.

13. For the anticipated electrical work, the facility cannot experience any power interruption(s), correct?

ANSWER: Reference block 13, page 1 of the SIR, B. “An offer guarantee is not required.”

18. Can the Government furnish specifications for the concrete to be used for the service disconnect switch rack concrete pad? ANSWER: (4000 PSI average compressive strength blend of Portland cement, sand and gravel or stone.)

19. Are there any tests required to be performed post-curing for the concrete? ANSWER: No.

20. Section 01, Part 1, A, Point-10 reads “Replace existing AHUs outside air intake damper actuator and controls.” Can the government provide specifications of the damper control system which controls the outside air damper? ANSWER: The outside air damper must be interlocked with the enable command from the thermostat controller. An end switch must be provided with the damper actuator to energize the system after the outside air damper is fully opened.

21. Section 01, Part 1, A, Point-6 reads “AHUs must be interlocked with new supply-side motor driven isolation damper(s)”. Can the Government clarify if there is an additional supply side damper in addition to the outside air damper? If yes, can you provide specifications of the existing damper?

ANSWER: This is an error, there is no need for a supply-side motor driven isolation damper(s).

22. Special Notes No 2 reads “Permit required”. Can the government clarify what types of permits will be required for this contract? ANSWER: Supply-side motor driven isolation dampers are not part of this project.

23. Can the Government provide any special requirements/recommendations for the protection of all electronic equipment from construction debris and water infiltration? ANSWER: The contractor is to protect the electronic equipment from any risks from debris, water infiltration and the dropping of tools overhead. The protection of equipment must not block air flow to the equipment.

24. Page E004 notes say 90Amp fuses. M006 states AHU-1,2 is fused at 15Amp and CU-1,2 are fused at

80Amps. Can you clarify if they knew fuses are 80A or 90A? ANSWER: CU-1, 2 are both fused at

80Amps (per manufacturer’s recommendations) (Dwg M006). AHU-1, 2 are both fused at 15Amps

(per manufacturer’s recommendations) (Dwg M006).

25. Where is the SPD currently located now? It says breaker 52. Does it need to be relocated or installed as brand new? It shows no feeder size. ANSWER: This SPD is not part of this project, and it is located inside the facility (equipment room) at the Essential Main Distribution Panel “LP”. This

SPD is different from the SPD that will be installed outside the facility to protect the condensing units CU-1,2 from lightning transient. Does it need to be relocated or installed as brand new? No, it does not need to be relocated. It shows no feeder size. This is an existing feeder, not part of this project.

26. Page E003 shows the TVSS and disconnect NOT clouded and not part of construction. Point #17

(Section 01, Part 1) reads furnish and install new TVSS as shown on drawings. Can the Government clarify? ANSWER: This TVSS is not part of construction. Point #17 (Section 01, Part 1) reads furnish and install new TVSS as shown on drawings. Can the Government clarify? This is a new

TVSS; Here, it is called “SPD” and is located outside of the facility. See DWG. M004.

28. Do the Air terminal Wire clamps need to be stainless? ANSWER: No. Clamps can be galvanized, same as the rack post.

29. ACU-1 and ACU-2 can have separate services, so you have redundancies. The drawing Is showing the TVSS on one circuit supplying the TVSS, ACU-1 and ACU-2? ANSWER: ACU-1 and ACU-2 do not operate simultaneously. Yes, they have separate services. The drawing Is showing the TVSS on one circuit supplying the TVSS, ACU-1 and ACU-2? The TVSS (Rayvoss SPD) is on a separate feeder, being fed from a 100Amp circuit breaker and a 100 Amp disconnect switch; ACU-1 and

ACU-2 are fed from separate feeders.

30. E003 says the wire size for the outdoor units is to be 4AWG. The code says it should be #3 AWG or bigger? Can the Government please clarify. ANSWER: Per NPFA 70, Table 310.16 , the correct wire size for 80Amp is #4AWG.

31. E003 says AHU-1-2 service wires to be #12 AWG. Code requires it to be #10 AWG or bigger. Can the Government please clarify? ANSWER: Per NPFA 70, Table 310.16, the correct wire size for

15Amp is #12AWG

32. E001 # 28 states conduit entrances are not to be top entered. The one-line diagram on E005 shows the top entrance to the disconnects. Can the Government please clarify? ANSWER: Top entrance to disconnect switches is permitted.
