693KA8-21-R-00008: FAA Responses to INet Building Automation System (BAS) Training

– SIR Questions

Question #1: Section L – PDF page 2: Volume 2/section 3 is requesting a “Syllabus” for each of the 4-curriculums. We understand this to mean an outline of the course subject matter for each. As we understand it, at this time, there is no request for actual student materials (PowerPoints, labs, test, etc.) for each subject matter. Please confirm our understanding is correct.

Answer: The course syllabus is an outline or summary of the subjects in the course of study to include the training modality and the time of the delivery. See the two pictures below for generic examples of typical FAA course syllabuses.

Example #1

Example #2

The course syllabus is considered an essential product that must be delivered to each student no later than the first day of class. However, the syllabus does not contain actual PowerPoint presentations or training materials. It is a very high-level “schedule.”

Question #2: Section B.5 / PDF page 1, Year one table and also applicable to options 1-4.

CLIN 0001: In the column “Est Qty” has a value of 120 labor hours. Are we to assume this is the minimum labor hours for this task line and our price per hour should be based on this minimum? Or is this a best estimate the FAA can provide at this time?

Answer: For the Base Year, for the row named CLIN 0001 Program Management, the 120 labor hours specified in the Estimated Quantity column are the total number of hours that Offerors are to price for that year. In that row, Offerors are to enter a unit price or hourly rate in the Unit Price column and are to multiply the 120 hours times the hourly rate to calculate and enter the Total Estimated Amount that is to be entered in the column that has that name. The 120 hours are the required amount to be priced and are the maximum number of hours that the government may order on one or more task orders during the base year. The awardee will be required to justify the hours actually worked during the periodic program management reviews. This same entering of a unit price or hourly rate and calculation and entering of total estimated amount will need to be performed for each of the contract’s five contract years in the respective CLIN rows numbered CLINs 0001, 1001, 2001, 3001 and 4001.

Question #3: Pricing per student: To accrue a per student proposal cost, we feel more information is required to provide better accuracy.

Answer: Because the FAA program team does not know the vendor’s capabilities, we anticipated that the awardee would use the minimum annual throughput listed in the SOW to prepare a minimum and maximum class size that accounts for the capabilities and limitations of their training program.

Examples: If the FAA requested 48 students to attend virtual/online training and the vendor is capable of instructing a maximum of nine (9) or a minimum of six (6) students at a time, then we would then be able to build a quota management strategy to accommodate the vendor’s capabilities.

a. Based on a maximum of class size of nine (9) students, the FAA would require five (5) classes of nine students, thus totaling 45 students leaving the remaining three (3) students to be absorbed the following year.

b. Based on a minimum class size of six (6) students, the FAA would require eight

(8) classes of six students, thus totaling 48 students and satisfying the annual requirement.

Question #4: Would the FAA anticipate providing as-built documentation and existing system database files to the successful Offeror prior to ordering a facility specific training course?

Answer: In accordance with C.14 Access to FAA Data and Facilities Support of SIR Section C, Statement of Work: The Contractor and the Contracting Officer’s Representative (COR) or other designated official will coordinate to ensure the Contractor has access to the following FAA data and facilities support:

• Access to FAA drawings, specifications, and other data.

• Access to FAA facilities to include a conference room and large monitor.

Explanation:

Each facility-specific training evolution will be hand-tailored and administered by the Environmental Out of Agency Training Program Team (EOATPT). The awardee will receive the facility as-built drawings and other data; however, the conditions of that material and data transfer will be in accordance with the local facility security protocols.

Question #5: The FAA references INET as being manufactured by Honeywell. It is our understanding that the INET system at the FAA facilities are INET manufactured by Schneider Electric. Please Confirm.

Answer: Depending on the date of installation, either CSI or TAC manufactured the INET equipment. We know TAC merged with CSI in 2000; afterward, Schneider Electric purchased TAC in 2003. It is possible Schneider Electric installed some INET BAS systems after 2003, but we don’t have those records in this office.

Question #6: The FAA has posted a due date of August 15th, as August 15th is a Sunday. Will the FAA extend the due date to the next business day, August 16th?

Answer: The Sunday due date was selected to balance Offerors’ needs for as much time as possible to prepare proposals with the program’s need to have an award made by August 31, 2021. There are no plans to extend the due date at this time.
