Summary
This is a Request for Information (RFI) and Sources Sought notice issued by the Pipeline and Hazardous Materials Safety Administration (PHMSA), a division of the Department of Transportation, with a submission deadline of November 16, 2026, at 11:00 am. PHMSA seeks information from vendors and systems integrators regarding implementation of a web-based Digital Repository Platform integrated with Physical Library Management functionality to serve as a centralized hub providing standardized access to industry consensus standards, regulatory documentation, and reference literature applicable to LNG facility safety. The classified NAICS codes are 541512 (Computer Systems Design Services) and 519210 (Libraries and Archives) with Product Code R499 (Support-Professional: Other).
The platform must support four primary user communities—DOT Inspectors/Employees, Non-DOT Federal and State Inspectors/Employees, External Non-Federal Users, and McNeese State University Students—each with distinct access controls and geographic requirements, plus PHMSA Administrative Staff with full system access. Core technical requirements include a 100% web-hosted solution with 99.9% uptime, advanced full-text search and indexing, Digital Rights Management (DRM) with granular publisher controls, Role-Based Access Control (RBAC) via SAML 2.0/OAuth/SSO integration, and scalable architecture supporting high-volume concurrent users. The vendor must deliver three custom modules: a Physical Book Check-In/Check-Out Request System, a Virtual and On-Site Visitor Logging System, and a Metrics and Analytics Reporting Dashboard. Respondents must provide corporate overview and qualifications, detailed technical architecture and security protocols, custom development strategy with concrete implementation plans, project management timeline including testing and user training, and itemized cost proposals covering software licensing, custom development, hosting, infrastructure, technical support, and ongoing maintenance. Appendix A lists 223 reference standards and documents spanning industry consensus standards from ABS, ACI, AGA, AIChE/CCPS, API, ASME, ASTM, AWS, BSI, CGA, DNV, DOT, EEMUA, ICC, IIAR, ISA, ISO, NACE, NFPA, OSHA, OGP, and others applicable to LNG facility safety.

Request for Information (RFI) and Sources Sought
Title: Digital Repository Platform and Physical Library Management System
NAICS Code: 541512: Computer Systems Design Services; 519210 Libraries and Archives
Product Code: R499: Support- Professional: Other
Issuing Entity: Department of Transportation | Pipeline Hazardous Materials Safety Administration
Date of Issue: October 20, 2026, Submissions by: November 16, 2026, 11:00 am
1. Introduction and Purpose
The Pipeline and Hazardous Materials Safety Administration is seeking information from interested parties and potential vendors and systems integrators to implement a web-based Digital Repository (Virtual Library) Platform integrated with specialized Physical Library Management functionality. The primary purpose of this platform is to serve as a centralized hub providing standardized access to industry consensus standards, regulatory documentation, and reference literature applicable to LNG facility safety. The platform should allow access through IP verification or username/password, support concurrent users, and not require any additional software to be installed on the user’s computer or server.
The solution must seamlessly handle distinct tier-based access controls across geographically dispersed stakeholder groups, support concurrent platform usage, enforce digital rights management (DRM), track visitor engagement, and provide administrative reporting for PHMSA management.
2. Organization and User Community Overview
The platform will support four primary user communities, each with specific operational workflows and geographic requirements:
● Department of Transportation (DOT) Inspectors/Employees: Requires high-availability virtual access from anywhere within the United States. Users must be capable of viewing and downloading approved repository assets (subject to publisher permissions).
● Non-DOT Federal and State Inspectors/Employees: Requires high-availability virtual access from anywhere within the United States. Users must be capable of viewing and downloading approved repository assets (subject to publisher permissions).
● External non-Federal Users: Virtual access granted in a strictly controlled, read-only format for reference and educational purposes.
● McNeese State University (McNeese) Students: On-site access granted in a strictly controlled, read-only format. File downloading or local duplication must be restricted by default.
● PHMSA Administrative (PHMSA Admin) Staff: Full administrative rights to manage assets, enforce permissions, process physical book requests, monitor visitor logs, and generate analytics reports.
3. Scope of Work and Detailed Technical Specifications
3.1 Core Digital Repository and Asset Management
● Centralized Asset Repository: Ability to index, organize, catalog, and store diverse document formats (PDFs, technical manuals, regulations, video/multimedia files). See Appendix A.
● Advanced Search and Indexing: Full-text indexing, metadata tagging, faceted search filters (e.g., author, date, publication type, regulatory body), and keyword search optimization.
● Digital Rights Management (DRM) and Publisher Controls: Granular feature toggles per asset to enable or disable downloading based on publisher copyright rules.
● Scalability and Concurrency: Architecture engineered to handle high-volume simultaneous virtual user access across the United States without system latency or performance degradation.
3.2 Custom Modules and Specialized Functionality
Module Name Functional Requirement Description and Workflow
Customization A Physical Book Check-In / Check-Out Request System
A custom portal interface allowing users to search physical book inventory located on-site at the National LNG Center of Excellence facility. Includes automated reservation workflows for physical item check-out/check-in requests and an administrative queue for PHMSA Administrative
Module Name Functional Requirement Description and Workflow staff fulfillment.
Customization B Virtual and On-Site Visitor Logging System
An integrated tracking module that logs user check-ins and session visits across both virtual and physical library entry points. Enables PHMSA Administrative staff to maintain accurate visitor logs for institutional reporting.
Customization C Metrics and Analytics Reporting Module
A comprehensive dashboard enabling PHMSA Administrative staff the ability to track asset utilization (views, downloads, search terms), monitor concurrent sessions, export custom reports (CSV/PDF), and analyze user demographics.
3.3 Technical Architecture, Security and Access Control
● Hosting and Infrastructure: 100% web-hosted solution ensuring 99.9% operational uptime.
● System Maintenance & Support Operations: Provision of long-term ongoing maintenance and technical support, including regular software/platform updates, routine IT infrastructure maintenance, system performance optimizations, bug fixes, and security patch management.
● Authentication and Role-Based Access Control (RBAC): Integration with enterprise Identity Providers (IdP) via SAML 2.0 / OAuth / Single Sign-On (SSO). Permission enforcement structured as detailed below:
