DESIGN SCOPING REPORT
I. PROJECT DESCRIPTION
A. Purpose and Need for the Project
1. General Project Description and Nature of Work (see attached Location Map):
Summary:
Heavy rains on July 11, 2016 resulted in numerous roadway, culvert, and bridge washouts on roadways within the Chequamegon – Nicolet National Forest (CNNF) in Bayfield, Ashland, and Sawyer counties in Wisconsin. Temporary repair work for many of these roads has been performed by the Forest and local municipalities. Damage Survey Reports (DSR) from an Emergency Relief of Federally Owned Roads (ERFO) were performed by FHWA and the Forest in August of 2016 and a Scoping Field Trip was performed in June of 2017. Several sites were identified within the DSRs and were broken into four separate projects. This project consists of roadway repair work such as aggregate resurfacing, ditch repair, and small culvert replacement that requires minimal design and can be delivered in an expedited manner.
For sites latitude and longitude coordinates, see the attached Scoping Cost Estimates.
Within the DSR names, individual damage sites are identified using the following convention for the first character: B = Bridge, C = Culvert, S = Stream, large drainage structure, T = Trail, and W = Washout.

Is lane widening required?
B. Special Purpose Use/Areas
1. Attractions/Other Developments of Concerns:
Are there any roadside developments such as point of attractions, visitor centers, motorist facilities, lodging, private property access, or other notable development that might affect design decisions?
YES NO
2. Off-Street and Pull-Off Parking Areas
Are existing parking layouts and configurations in need of improvement?
3. Visitor Amenities
Will any picnic areas, entrance gates, concession areas, rest areas, bus shelters, etc. be required?
4. Accommodation for the Disabled
Are additional improvements needed to meet US Access Board standards (street crossings, wheelchair accessible ramps, truncated domes, pedestrian signals, trail access, etc.)?
C. Safety
1. Traffic Compliance
Are there reports of traffic not obeying with signs and other traffic regulations?
There are reports of vehicles traveling beyond “road closed” signs.
Are there reports of traffic speeding?
Forest personnel observe many vehicles speeding.
2. Seasonal Traffic
Is the project in a high recurring or seasonal traffic area?
YES NO
Peak seasonal traffic in the Forest is between mid-summer to late fall, for the color tour and hunting season. However, ADT is still expected to be well below 400 vehicles per day which is the threshold for the application of the AASHTO Guidelines for Geometric Design of Very Low-Volume Local Roads.
3. Pedestrian/Bicycle Accommodation
Are there pedestrian/bicycle activities?
There are pedestrian and bicycle activities, but not enough to require accommodation.
Are there any concerns with the interaction between vehicles and pedestrian/bicyclists?
Pedestrians/hikers should be able to walk around work on trails.
4. Roadside Safety
Are clear zone guidelines met along all roadways within the project limits, for adjacent and opposing traffic?
Per the AASHTO Guidelines for Geometric Design of Very Low-Volume Local Roads, the minimum clear zone is 0-6 feet on low volume roads.
Are roadside/median barriers and sign supports that are located within the clear zone crashworthy?
Per the Forest, the guardrail does not meet standards but is not within the scope of an ERFO project to replace them. Per the Forest, sign supports located within the clear zone are the breakaway type and are therefore crashworthy.
5. Sight Distances
Are there adequate stopping sight distances along the roadway?
YES NO
While there were several locations observed that likely do not meet stopping sight distance requirements, improvements are outside the scope of ERFO-funded work.
Are there safe opportunities for vehicle passing; are passing sight distances adequate?
All roads observed during the scoping trip were very low volume roads with no centerline markings.
Vehicle passing marking improvements are not appropriate for these roads and are outside the scope of ERFO-funded work.
Are there adequate sight distances (stopping, decision, approaching and departing) at intersections?
While there were several locations observed that likely do not meet intersection sight distance requirements, improvements are outside the scope of ERFO-funded work.
6. Traffic Control Devices/Barriers
Are existing traffic control devices adequate, properly located, and visible? Are they functionally meeting current and anticipated traffic conditions?
YES NO
If the scope of the project is 3-R and the profile of the roadway(s) is raised, will the height of roadside and median barriers need to be corrected?
YES NO
Is the guardrail height less than 27 inches?
7. Pavement Edge Are existing pavement edge drop-offs, and future drop-offs created by the project, less than 2-inches in height?
YES NO
8. Railroad Crossings
Are there any railroad crossings along the route?
YES NO
There is a railroad crossing along FS184. However, no work is anticipated along or adjacent to the railroad crossing.
D. Historical, Natural, Architectural, or Aesthetic Controlling Features:
1. Historical Features Any existing historic structures and features that must be considered in this project? (attach photos)
YES NO
An archaeological monitor will be required to monitor for archaeological impacts during construction.
The Forest has requested that these services be included in the construction contracts as a pay item.
2. Natural Features Any existing unique natural features (e.g., vistas, view shed, vegetation) outside the limits of pavement, that define the context of the roadway environment that should be preserved or avoided? (attach photos)
YES NO
3. Architectural/Aesthetic
Any special architectural, decorative or aesthetic aspects to be incorporated in the design (e.g. stone masonry guardwall, stone curb)?
YES NO
The Forest stated that while they have an aesthetic preference for rounded river rock rip rap, they understand and accept using an angular rip rap for this project because angular rip rap is a more effective stabilization material.
E. Permanent Traffic Management
Describe any special permanent signing considerations, special signs, sign supports, traffic signal requirements, or changes in traffic patterns
None required.
F. Temporary Traffic Management
1. Maintenance and Protection of Traffic
Can the roadway(s) be closed to traffic?
YES NO
Most roads can be closed for a short period if warranted by cost or schedule savings. Contractor is responsible for proposing detour to Forest at least two weeks in advance so that the Forest can coordinate bus and timber routes accordingly. Roads that are closed due to impassible conditions at the time of construction may remain closed
Are lane closures required to perform the work?
Lane closures will be utilized as appropriate during construction.
Will the road(s) be open to all types of traffic without restrictions of use?
Project contractor must coordinate with timber sales contractors to phase and schedule work.
Will work be restricted by time/day to accommodate traffic, e.g., rush hours, weekends and holidays?
Work will not be allowed on holidays. Work will generally be allowed at night and on the weekends.
The Forest may identify weekend work restrictions for certain roads during the peak visitor season.
Are traffic detours necessary?
Detours will only be required for roads that are not currently closed to traffic and that require a full closure of more than 24 hours.
2. Transportation Management during Construction
What type of Transportation Management Plan (TMP) will the project include? (traffic control strategies/operational improvements/public information) be required to address traffic operations and/or travel recreation affected during construction?)
Basic Intermediate Significant All repair sites within the projects are along rural, low-volume roads. The TMPs for the projects are anticipated to be basic.
2.1 Where is the project located?
Rural and/or remote area (See 2.2) Urban (See table below and identify TMP type based on ADT)
2.2 Is there a commuter road within the project limits and/or residential or commercial development near the site?
YES (See table below) NO (Then a basic TMP is sufficient)
G. Adjacent/Previous/Future Projects
1. Current Projects Is this project part of a series of projects or a completion of a defaulted Contract?
YES NO
This Design Scoping Report is intended to cover project 1(4) derived from the Damage Survey Reports (DSRs) identified in the ERFO Program of Projects (POP) for the WI ERFO 2016 event.
Are there any other current projects, under design or construction, by any agency, which may affect or be affected by this project?
YES NO
The Forest and the local towns have already completed some of the work that was initially requested in the ERFO POP. There is a chance that some of the remaining work may be completed by another entity prior to starting construction on these projects.
2. Previous Projects
Have there been any construction problems on previous or similar projects?
3. Future Projects
Are there any future projects or connections to be made by others, which will affect or be affected by traffic patterns or operations associated with this project?
H. Work Limitations
1. Time Restrictions

YES NO
There is a possibility, although unlikely, of blasting at a location on FS390 where there is exposed bedrock in the travelway.
2. Access/Staging
Any access or staging restrictions for construction equipment?
YES NO
Stockpiling materials in old Forest Service gravel pits will not be allowed due to concerns for the wood turtle habitat. Stockpiling materials will not be allowed in wetlands.
Provide locations of borrow pits, stone quarries or any other material sources, and describe any access restrictions to them.
Commercial borrow pits and quarries are available outside of the Forest. Forest Service normally pays about $30/CY for aggregate.
Any partner/owner restrictions or preferences regarding the location of staging areas or project engineer’s field office?
Is the partner agency able to provide office space for the project engineer?
Office space for the project engineer may be available either in Hayward or Glidden. Project Engineer to make a trip several weeks in advance of the project start for a “dry run” to ensure that all information systems (phones, internet, DOT network access) work properly.
