PR # V3452061 Solicitation No. 6913G620Q300072
U.S. Department of Transportation Volpe National Transportation Systems Center
Supply/Install 30’ Stair Tower Statement of Work (Dated 8/26/20)
Introduction/Background
The John A. Volpe National Transportation System Center (Volpe) operates the Aviation Weather Test Facility located at Building #2410 at Joint Base Cape Cod (JBCC) in Barnstable, MA. On part of the test facility near Building #2410, Volpe requires the supply and installation of a 30 foot stair tower on an existing concrete pad. This tower will be used for the testing and validation of sensors and equipment.
Scope of Work
Volpe requires a contractor to supply and install a nominally 30 foot stair tower, on an existing concrete pad, in the field located near Building #2410. See the description in CLIN 00100 for a definition of tower height tolerance. This 30 foot tower will be used by the government for mounting antennas and electronic equipment. The design of the tower must be such that harnesses shall not be required by government personnel to climb the tower or stand on any platforms as required under federal or Massachusetts state law or regulation. The tower design must be such that it can be expanded in height should the need arise by the government in the future.
Work Requirement
Supply and Install 30 foot Stair Tower – CLIN 00100
The Contractor shall provide all equipment, materials and labor for the fabrication and installation of the 30 foot stair tower at JBCC in accordance with these specifications. The Contractor shall provide a firm fixed price for the supply and installation of the tower including any delivery/shipping costs.
NOTE: Prior to the contractor beginning work, the government will be responsible for ensuring the marking and identification of all existing sub-grade utilities/structures on the work site. The only known existing sub-grade utility is electrical from C-Tower to Volpe’s breaker panel at the site and then to the concrete pad.
The tower, as supplied and installed, must meet the following minimum requirements:
1. Tower shall be of a “stair tower” variety which allows for ascension to the top and intermediary platforms via stairways.
2. Tower shall have a working/walking platform at the top level and a minimum of two (2) evenly spaced intermediate levels.
3. Tower top platform shall be between 30 - 35 feet above ground level, measured from the base of the tower at the concrete pad to the upper surface of the deck of the topmost working platform.
4. Tower footprint shall be at least 5(W) x 7(L) feet.
5. Top working/walking platform dimensions shall be at least 3(W) x 5(L) feet.
6. Tower shall have safety rails around the perimeter of the top level as well as any other safety rails or other features required by regulation (see requirement 10).
PR # V3452061
7. Tower shall be made of galvanized steel or aluminum.
8. The tower shall be installed by the contractor as a permanent installation on a pre-existing concrete pad (16 x 10 fee) available at the JBCC installation location. Two pictures of the tower installation site are attached. NOTE: The existing concrete pad is 1 foot thick, contains no rebar, and has a compressive strength of 3,000 PSI. A picture of the pad while it was being poured is attached.
9. Tower shall be wind load rated to withstand sustained 70 MPH winds and gusts to 100 MPH by use of guy wires or other appropriate structures. For the purpose of wind load calculations, the contractor should assume that instruments will mounted to the top level of the tower with a projected area of 25 square feet. The instruments can be assumed to take the form of a single square plate, 5 feet wide by 5 feet tall. The center of the plate can be assumed to be mounted with its center at a height of 4 feet above the uppermost deck of the tower.
• Guy wires or other appropriate structures used to accomplish the wind load rating may extend beyond the pad, subject to utility marking restrictions. If such structures are proposed, the contractor is responsible for the installation of the appropriate hardware.
10. Tower shall comply with all applicable regulatory standards, and in particular 29 CFR 1926 Subpart L (the OSHA Scaffold regulation). If any standards in 29 CFR 1926 or other applicable regulation conflict with any other requirements on this list, the tower shall meet the more restrictive standard.
11. Tower shall be able to withstand live loads of 200 psf.
12. Tower must be new, and comprised on all new equipment and materials.
13. The tower must be grounded, which will be performed by the contractor in accordance with the
NEC.
Sustainable Acquisition Requirements
To the maximum extent possible and consistent with the Federal Acquisition Regulations Part 23, the Government requires during the performance of the work under this Statement of Work (SOW) the Contractor to provide or use products that are: energy efficient (ENERGY STAR® or Federal Energy Management Program (FEMA)-designated); water-efficient; biobased; environmentally preferable (e.g., EPEAT-registered, or non-toxic or less toxic alternatives); non-ozone depleting; or made with recovered materials. Unless otherwise identified in this SOW, each recovered materials or biobased product provided and delivered must meet, but may exceed, the minimum recovered materials or biobased content of an EPA- or USDA-designated product. The sustainable acquisition requirements specified herein apply only to products that are required to be: (1) delivered to the Government during contract performance; (2) acquired by the contractor for use in performing services (including construction) at a Federally-controlled facility; (3) furnished by the contractor for use by the Government; or (4) specified in the design of a building or work, or incorporated during its construction, renovation, or maintenance.
