About this file

This document is an Exhibit B Preliminary Scope of Work for a Geotechnical Engineering project for the University Medical Center of El Paso (UMC) in Texas, associated with the UMC 2025 General Obligation Bond Implementation Program. The scope of work details comprehensive geotechnical investigation requirements for a construction project, focusing on soil analysis, foundation design, and site-specific engineering recommendations. The geotechnical investigation must address critical elements including soil boring locations and depths, foundation support, settlement predictions, groundwater assessment, expansive clay mitigation, seismic site classification, and construction-related recommendations.

The project requires a detailed technical assessment covering multiple engineering dimensions, such as sub-grade preparation, drainage requirements, lateral resistance calculations, pavement recommendations, and special construction considerations for potential corrosive soil conditions. The geotechnical engineer will be expected to provide specific design recommendations for foundations, floor slabs, retaining walls, and other soil-related construction elements. The investigation must include precise measurements, technical evaluations of soil conditions, and recommendations for mitigating potential geological challenges, with a focus on ensuring structural integrity and long-term performance of the proposed construction project.

Exhibit B Preliminary Scope of Work

The Geotechnical investigation and report should generally address the following, giving specific design recommendations for the foundations and other soil-related construction.

1. Determination of the number, location and depth of soil borings, appropriate tests and measurements as needed.

2. Feasibility and building pad preparation for a unsupported floor slab.

3. Sub-grade preparation and under-floor drainage requirements for a ground-supported floor slab approximately at existing grade.

4. Foundation support for column base.

5. Anticipated magnitude of foundation settlement and differential settlement between adjacent foundation elements.

6. Backfill materials, compaction and drainage requirements for basement and retaining walls, and resulting pressure for design.

7. Recommendations regarding the need for groundwater removal system and predictions of maximum floor rates for use by MEP consultant in sizing pipes and pumps.

8. Recommendations for mitigating the effects of expansive clay, if present, including the following:

a. Recommendations for soil preparation for slab-on-grade construction.

b. Recommendations for termination and protection of soil preparation for slab-on-grade construction around the perimeter of the slab.

c. Recommendations for separating structural elements from expansive clays, i.e. piers, grade beams, etc.

d. Recommendations for formed vs. unformed trenched grade beams.

e. Recommendations for landscaping, exterior grading and drainage, underground plumbing lines, earth backfill and other aspects of construction that impact expansive clays.

f. Provide design value for calculating tension uplift on drilled piers due to expansive clay. Identify the depth of the active zones.

g. Provide design values for anchoring lightly loaded piers in limestone or shale.

h. Recommendations for construction phase to mitigate expansive clay problems.

9. Recommendations for minimum and maximum diameter, minimum penetration, time limits, hole preparation to develop side friction, temporary casing needs, minimum spacing, group action formula, pullout resistance, and limitations on adjacent evacuations such as trenches.

10. If spread footings are an option, recommendations for minimum embedment in bearing stratum and limitations on adjacent excavations such as trenches .

11. Lateral resistance of piers, footings, and floor slab where backfill pressure exists on ne side of the structure and not the other.

12. Recommendations regarding the design of drilled piers subjected to bending and lateral loads.

13. Retaining wall resistance to sliding.

14. Pavement recommendations (coordinate with civil engineer)

15. Elevation with respect to sea level at each boring.

16. Depth to permanent water table.

17. Seismic site class (A, B, C, D, E or F) as defined by most current International Building Code (IBC)

18. Special construction details or materials required in corrosive soil conditions, including the need for sulfate resistant cement.

19. Maximum safe temporary and permanent slopes for sides of excavation left unprotected.

20. Recommendations regarding the need for full-time inspection, probe holes or other filed verification of bearing capacity.

21. Review of the Construction Documents to affirm that his recommendations have been properly interpreted and implemen
