About this file

This is a Scope of Work document issued by the City of Detroit Office of Contracting and Procurement (OCP) on behalf of the Construction and Demolition Department for design-build services to upgrade HVAC systems at Hart Plaza, located at 1 Hart Plaza, Detroit, Michigan. The project requires replacement of two water-cooled air handling units (approximately 20 tons and 10 tons respectively) and one air-cooled condensing unit (approximately 20 tons) to provide heating and cooling for three underground areas within the historic plaza. The work encompasses two phases: Phase 1 includes site assessment, field investigation, technical reporting, equipment selection, design development, and permit acquisition; Phase 2 includes construction execution with HVAC equipment replacement, electrical and plumbing reconnection, abatement, equipment disposal, and certified commissioning. The contractor must provide a turnkey system with all labor, materials, equipment, and subcontractors necessary to meet industry standards and code compliance. The project will operate on a fast-track design-build schedule with weekly coordination meetings, bi-weekly progress reports, and a required master Gantt schedule with weekly updates. An onsite superintendent must be present for daily construction observation, and the contractor is responsible for all permitting requirements and maintaining documentation through substantial completion and final acceptance.

The contractor must submit a lump-sum design-build price for each unit as part of the price proposal. A 10 percent retainage will be withheld from all fees and services until substantial completion, with 5 percent released upon substantial completion and the remaining retainage released after receipt of closeout documents and warranty information. The contractor must provide manufacturer's standard equipment warranties and a minimum one-year labor and workmanship warranty, with all extended manufacturer warranties transferred to the City of Detroit. The evaluation criteria allocate 20 points for work plan and schedule, 10 points for capacity, 20 points for experience with similar HVAC design-build projects, and 15 points for cost proposal, totaling 65 possible points. Prospective contractors must demonstrate experience with a minimum of three similar HVAC design-build projects and document their experience with major renovations in commercial facilities while coordinating with on-site personnel and ensuring patron safety. The contractor must also provide detailed project staffing information, including organizational charts and resumes, commitment levels by phase, and confirmation of key personnel availability throughout the project duration.
