About this file

This is a Solicitation Addendum issued by the North Carolina Department of Adult Correction for Invitation for Bid (IFB) 52-IFB-2304703975-LYB regarding the procurement of manila file folders. The addendum, dated August 27, 2026, addresses 45 vendor questions and clarifications regarding the solicitation. The State is seeking letter-size manila file folders (8-1/2" x 11") with 2/5 cut right-center guide height, packaged at 100 per carton, meeting or equivalent to Pendaflex 75225RE or Smead 10385 specifications. The estimated quantity is 3,600 cartons annually for a three-year contract period (10,800 cartons total), with an initial purchase order of 1,200 cases expected within five days of the final contract effective date. Subsequent orders are typically placed monthly for approximately 1,200 cases per order. All deliveries must be made to the NC Department of Adult Correction Central Supply Warehouse in Raleigh, operating Monday through Thursday, 6:30 AM to 5:00 PM ET, with delivery required within thirty consecutive calendar days of purchase order receipt. The solicitation opened September 9, 2026, at 2:00 PM ET, with written questions due August 25, 2026, at 4:00 PM ET.

Pricing shall be submitted as a unit price per case on a Free-On-Board (FOB) Destination basis, with all transportation, delivery, handling, and administrative costs included in the quoted price. Prices are firm for one year from the contract effective date; thereafter, price increase requests may be negotiated with the State, which reserves the right to request price decreases at any time. The State will assess a 1.75% e-Procurement transaction fee on the total dollar amount of each purchase order. Products must be palletized on new pallets (48" x 40" x 56" height) with stretch wrap and without metal banding. Award will be made to the responsive bid offering the lowest price meeting specifications. Vendors must provide three customer references demonstrating prior supply of items within commodity code 441221 (Fastening Supplies) or comparable office supply distribution experience and include written authorization from the manufacturer confirming distribution rights. This is the first solicitation for this item category. Vendors must maintain appropriate insurance coverage based on contract value and comply with E-Verify, fair employment practices, drug-free workplace standards, and Prison Rape Elimination Act compliance requirements.

If available, please provide historical quantities by year.

Estimated 3,600 each year 10,800 for 3 years

7 Will subsequent purchase orders issued under the contract be subject to a minimum quantity per order or shipment?

If no minimum is established, should Vendors price the contract assuming that individual orders may be substantially smaller than the estimated total contract quantity?

No maximum or minimum quantities are guaranteed. It shall be understood and agreed that the State may purchase more or less than the estimated quantities during the contract period.

Orders are typically placed 1200 cases per order and expected on date specified.
