System, Station 506, Transaction 506-20-4-586-0048

2. Description of Action: This acquisition is conducted under the authority of the Multiple- Award Schedule Program (41 U.S.C. 152(3) and 40 U.S.C. 501).

The associated 2237 is related to project #506-17-503, Chiller Plant Optimization. This project modifies existing control sequences for the facility building management system adds a number of sensors and modifies the control sequence for the facilties central chillers and their cooling towers. Additional work changes the dcoupler loop eleiminates 3 way valves and other work necessary to improve operations.

This specific LSJ is for the building controls portion of the overall contract.

This limited Sources Justification is for the existing Building Management System manufacturer, provider and programmer.

3. Description of Supplies or Services:

This project will integrate multiple systems and system components into the facilities existing Building management System. As a part of the related construction contract, the CPMS Ssytem as provided by ASCO will be installed remain resident within and function within our existing Building management system. The data produced and monitored by the CPMS system will be communicated into the existing Building

Management system to produce alarms and notifications to VA maintenance staff whenever issues arise that could or are jeopardizing facility operations. This system will also automatically track generator testing and operations to meet all certification requirements for the Joint Commission for the Accreditation of healthcare

Organizations. JCAHO The Siemens Desigo system is the existing operating system at this facility and any modifications to the system need to be 100% compatible, connectible and fully interfaced with existing systems, components and software.

501, Services for Executive Agencies; and Section 803 of the National Defense Authorization Act of 2002 (PL 107-107) and implemented by FAR 8.405-6. Mark the applicable exception:

An urgent and compelling need exists, and following the procedures would result in unacceptable delays(FAR 8.405-6(a)(1)(i)(A);

Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized;

(FAR 8.405-6(a)(1)(i)(B));

In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order and the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order was not previously issued under sole-source or limited-sources procedures (FAR 8.405-6(a)(1)(i)(C)); or

Items peculiar to one manufacturer. An item peculiar to one manufacturer can be a particular brand name, product, or a feature of a product, peculiar to one manufacturer).

A brand name item, whether available on one or more schedule contracts, is an item peculiar to one manufacturer (FAR 8.405-6(b)).

5. Rationale/explanation to support cited authority:

6. Note that this determination satisfies the requirements of FAR 8.405-6. The requirement to prepare a written justification IAW FAR 6.303 does not apply to Federal Supply Schedules.

Only one source: Siemens Desigo is a proprietary software system that overlays the building management systems at this facility.

When the last two major construction projects at this site were bid, the Building Management system was solicited as an open bid item. At the time the facility had two smaller and independent systems the Major construction projects were wholly replacing or upgrading those systems. Facility now has one common integrated system.

For higher level elements of the building management system, only Siemens can provide the materials necessary to properly and fully communicate and function with the existing system. Example: Facility control panel. Control modules for Siemens control panels. Server and ALL software.

Exceptions to need to sole source: Terminal devices capable of communication via bacnet protocol and built with an open architecture may be utilized on the existing controls system. Example(s): control panels for specific equipment, damper actuators, valve actuators and various types of sensors.
