Ann Arbor Chiller Plant Optimization - Project RFI Questions

1) Is this a tax-exempt project?

No

2) If tax-exempt, will the government be providing a tax-exempt certificate to the Prime

Contractor for use by subcontractors and vendors?

No – N/A

3) Can the Superintendent be shared across multiple projects or should they be dedicated full-time to this project and this project only?

Superintendent needs to be dedicated to this project.

4) It appears the specs allow for the Prime Contractors Superintendent to perform Quality

Control and SSHO duties. Please confirm this is accurate. If not, please specify the onsite supervision/management requirements.

5) Will the VA provide a spot for the Prime Contractor employee(s) to set up an office or should contractors include monies for a temp office, utilities, etc.? We ask this because we know the VA has very little spare real estate.

6) Does the VA anticipate this project will require off hours work?

Possibly. For any work that would disrupt facility operations. i.e. impact patient care.

For this specific project, this would likely be limited to replacing 3 way chilled water valves at specified AHU’s.

7) If so, what trades or scopes will be required to perform off hours work?

See answer to #6

8) Are contractors required to monitor their energy consumption?

Within limits. But metering is not necessary or required.

9) What level of background checks are required?

See Specifications.

10) What is the monetary cost and labor consumed for badging?

Badging at this station is relatively simple. Superintendent asks for the number of badges needed. VA issues those badges.

11) Are contractors charged for parking permit?

No. However, parking on site is very limited. Refer to specifications and drawings.

12) If so, what is the cost?

No cost for on site. Refer to #11.

13) What is the limit on the spots permitted per contractor?

See Specifications.

14) Will an Arc Flash study be required before and after construction?

For any new or modified electrical gear or equipment, we will follow NFPA 70 and NFPA

70E. See drawings and specifications.

15) Some spec sections are listed in Table of Contents, but not provided in spec book.

Which ones?

16) Will the VA accept Victaulic fittings in lieu of welded connection?

VA will require that the project follow the provided specifications.

17) Scope of work is not clear on the Cooling Tower Equalization line. Where is the point of connection?

At the center of the basin of each cooling tower.

18) What size are the down comers of each tower (equalization line outlet)?

The equalization line is 16” (Paradigm 2020-08-25)

19) Confirm the piping symbol shown in each down comer on M502 is a manual butterfly valve and not a check valve.

Yes, it is a Butterfly Valve (Paradigm 2020-08-25)

20) Does the equalization connect via rigid connection to the tower equalization line nozzles or are flex connects required?

The equalization can connect via rigid or flexible connection. Both are acceptable for the tower (Paradigm 2020-08-25)

21) Drawings don’t specify which basins (hot, cold, both) get CIM 1000 coating. Please clarify.

Both.

22) If the Cold-Water basins get coated, how much of the existing fill is to be trimmed to access the basin?

The fill needs to be trimmed 3-4 inches. Enough to gain enough clearance for coating.

23) ED101 Pump 32-P-H shows key note 2 associated with the pump, whereas the other pumps are associated with key note 1. Please confirm this is correct.

Keyed Note #1 shall be 100 amp and not 200 amps as stated in note.

Motor 32-P-H shall be associated with new Key Note #4 and it shall read: THE CONTRACTOR

SHALL DISCONNECT & REMOVE EXISTING 200 AMP, 480 VOLT, 3-PHASE DISCONNECT SWITCH,

REFER TO DRAWING EP101 FOR FURTHER INFORMATION.

24) Please verify that the 60 HP motors do not exceed 77 FLA and that the 100 HP motors do not exceed 124 FLA. The photos supplied on the plans cannot be blown up with legible detail to read the motor tags. Yaskawa VFD needs that information for their quote.

25. Electrical drawings state to remove the existing feeders from the existing FVNR starters located in the MCC’s and to reconnect the existing feeders on spare breakers.

Spare breakers do not exist in these MCC’s. Would it be acceptable to replace/retrofit the existing FVNR starter buckets to fused switches?

Answer: Replacing FVNR starter bucket with a fused switch for this application is acceptable.

26. Please provide spec on conduit types/sizes for powerhouse applications. There is an assortment of different types of conduit currently installed in there. (Both EMT & Rigid)

Answer: EMT is permissible for all application per the National electric Code. Size of conduits shall also be per the National Electric code
