About this file

This document is an Amendment No. 1 to a Request for Qualifications (RFQ No. 2025037) issued by the Waukesha County Department of Administration's Purchasing Division for Engineering/Design Services related to CTH NN Signalized Intersections. The RFQ seeks engineering and design services for intersection improvements, with responses due on Tuesday, August 26, 2025, by 2:00 p.m. CST/CDT. The project involves signal equipment updates and fiber optic cable interconnection between multiple intersections, including CTH EE, STH 83, and CTH NN, with a survey component calling for 3,000 feet of topographic/DTM survey.

The project will be funded through the Carbon Reduction Program (CRP), which will cover only the construction costs. WisDOT will be responsible for providing existing signal timings, and while no interviews are currently anticipated, the county reserves the right to conduct them if deemed necessary. The amendment clarifies that the project is not funded through HSIP as previously stated, and provides additional details in response to specific questions from potential proposers, including confirmation of fiber optic interconnection and clarification that the roadway between signals will not be rehabilitated.

Notice to Proposers:

A Request for Qualifications for the above was sent to you. Questions have been received regarding this RFQ and are being provided to all prospective respondents along with the associated answers as follows:

Q1. Is an interview anticipated for this project?

A1. At this time, we do not anticipate conducting interviews; however, we reserve the right to do so if deemed necessary.

Q2. The RFQ notes that HSIP funding will be used for design and construction phases. Is the traffic and safety analysis from the funding application available for review prior to contract award?

A2. There is an error in this section of the RFQ. The project is not funded through HSIP. The project is funded through the Carbon Reduction Program (CRP). Funding through the CRP will cover only the construction cost. A traffic and safety analysis were not done for the application. We are providing Traffic data from the emissions calculation, along with this Amendment.

Q3. Section G. SURVEYS calls for 3,000 feet of topographic/DTM survey. Is the intent of the project to rehabilitate the stretch of roadway between the signals in addition to signal equipment updates?

A3. No, the roadway between the signals will not be rehabilitated.

Q4. The SEWRPC TIP notes fiber optic cable interconnect from CTH EE to STH 83. Will STH 83 be connected to the other two signals?

A4. Yes, 83 will be interconnected with fiber to coordinate with the other intersections.

Q5. Who will be responsible for providing signal timing for the STH 83 and CTH NN intersection?

A5. WisDOT will be responsible for providing existing timings.

Please acknowledge any amendment(s) on the Signature Document.

Sincerely, Lisa Mesheski, Buyer Purchasing Division
