About this file
Summary
This is a bid contract document package for the North York Borough Storm Sewer Installation & Curb and Sidewalk Improvements Project, a Community Development Block Grant (CDBG) initiative administered by North York Borough in York County, Pennsylvania, with engineering services provided by James R. Holley & Associates, Inc. The project scope includes installation of storm sewer inlet tops, boxes, and manholes; storm sewer piping; concrete curbing and sidewalk replacement; ADA-compliant ramps; and driveway apron work. Sealed bids will be received online via the PennBid Program until 10:00 A.M. on Monday, March 9, 2026, with public bid opening and summary posting on the same platform. The project must be completed by October 30, 2026, marking the end of the paving season. All work shall conform to PennDOT standards and specifications, with the contractor responsible for constructing stakeout, traffic control, utility coordination with Columbia Gas and York Water Company, pothole testing, temporary restoration, and miscellaneous incidental construction. Each bidder must submit evidence of qualifications within five days after bid opening and must provide a bid bond or certified check equal to five percent of the bid amount; the successful bidder will be required to furnish performance and payment bonds each equal to 100 percent of the contract price.
The project is funded entirely through CDBG grant funds administered by the York County Planning Commission, with all payment processing conducted through that entity. Progress payments will be submitted by noon on the fourth Tuesday of each month to the Borough Engineer for approval, subsequently reviewed by Borough Council on the second Tuesday of the month, and released by York County Planning Commission directly to the contractor. The contract is subject to the Davis-Bacon Act wage requirements, Section 3 of the Housing Act of 1968 (as amended by 24 CFR 75), and the President's Executive Order 11246 prohibiting employment discrimination. All contractors must obtain a Unique Entity Identifier (UEI) number from SAM.gov and comply with federal debarment and suspension regulations. The Borough retains the right to delete or add quantities based on budget constraints and available grant funds. Comprehensive insurance requirements include general public liability and property damage coverage with minimum limits of $1,000,000, workers' compensation insurance with occupational disease provisions, and fire and extended coverage insurance to the full insurable value of the project. The contractor assumes responsibility for all excavation classification, utility damage repairs, erosion control, and compliance with Pennsylvania Title 25 erosion control regulations and Act 287 regarding underground utility protection.
