INTRODUCTION
Pursuant to Utah Procurement Code 63g-6a and Administrative Rule 33, Timpanogos School District finds that using a Construction Manager/General Contractor (CM/GC) for this project is in the best interest of the district because a CM/GC will be accessible early in the cost-effective design of the building. This request for proposals (RFP) seeks qualified firms, licensed and certified as applicable in the State of Utah, to construct a new district office in Lindon, Utah.
SUBMITTAL DEADLINE
Submissions will be accepted electronically through the Utah Public Procurement Place (UPPP).
RFP DUE DATE: 2:00 p.m. MT, Thursday, July 30th, 2026 RFP's received after the deadline will be late and ineligible for consideration.
Submittals should be concise and address the specific items listed on UPPP and in this packet.
DESCRIPTION OF WORK
The CM/GC must be capable of and willing to work closely with Timpanogos School District representatives and the selected architect, through the design phase, providing cost estimates, schedules, and feedback on design details, phasing, and availability of materials selected.
The new building will be approximately 22,000 square feet on an undeveloped portion (approximately 1 acre) of an existing district site located in Lindon, Utah. Construction is projected to start in October 2026, and the project is to be completed in June 2027. The Fixed Limit of Construction Cost (FLCC) for the CM/GC is 8,000,000.
CM/GC WORK PHASES
The CM/CG work for the project consists of two (2) phases: pre-construction and construction.
Pre-construction Phase: This phase of the work includes, but is not limited to, attending design meetings, estimating and cost control, schedule development, and drawing/constructability reviews. The construction manager shall provide a full construction estimate prior to bidding the project to subcontractors. The construction manager shall monitor the bid climate, make recommendations to the design team for the most advantageous bidding time, and then solicit bids from subcontractors.
Construction Phase: This phase of the work consists of the contractor furnishing and installing all work as required in the contract documents. Please note that Work of the Construction Phase may be bid in several packages, such as excavation, footings, foundations, structural steel, etc.
FLCC AND GMP
A. FLCC: The Fixed Limit of Construction Cost, or FLCC, is the project’s construction budget as listed in the Notice to Contractors and this RFP’s Description of Work section. The Owner, the design team, and the CM/GC Contractor agree to work together to keep the cost of construction, as represented in the design, within the FLCC.
B. Guaranteed Maximum Price (GMP): The guaranteed Maximum Price is the final price that the contractor agrees to accept in full performance of the attached Construction Manager/General Contractor Agreement (CM/CG Agreement) and is based on the final contract drawings and specifications. The GMP shall include all fees and percentages required by the RFP, as well as the costs for General Conditions and all work as required in the Contract Documents.
Please note that should the work be completed in project phases and bid packages, the successful contractor will be required to submit a GMP for each of these phases and packages of the work. The sum or total of all the GMP’s for these phases of the work, shall be the final GMP. In addition to the Pre-construction Fee, all other GMP’s for the phases of the work shall become part of the CM/GC Agreement by contract modification. The final GMP will be determined at the completion of the contract documents and upon receipt of the subcontractor’s bid.
