About this file
This document is a NASPO ValuePoint Participating Addendum for Procurement of Acquisition Support Services (PASS), led by the State of Hawaii. The participating entities include the State of North Dakota and Civic Initiatives, LLC as the contractor. The addendum is established under North Dakota Century Code and is made available to various governmental and educational entities, including state agencies, higher education institutions, counties, cities, townships, public and secondary educational entities, governmental boards and commissions, nonprofit entities, tribal agencies, transportation providers, and the International Peace Garden.
The contract covers all services listed on the Contractor page of the NASPO ValuePoint website, with specific modifications for the State of North Dakota. Key terms include a payment timeline of 45 calendar days after invoice receipt, potential 15% retainage on deliverable payments, and no advance payments. Travel reimbursements are capped at GSA rates for lodging, coach-class airfare, and per diem meals. The addendum allows for early termination in the public interest or due to lack of funding, with pro-rata payment for satisfactorily completed services. The contract is coterminous with the original Master Contract Number 19-19-05 and provides flexibility for the participating entity to accept or reject deliverables with a defined review process.
