About this file
This file is an Amendment with Contractor Questions and Responses for a Pipe Bending Machine solicitation. The Request for Quote (RFQ) is for 13 manual pipe bending machines to be used by the United States Air Force Life Cycle Material Command (AFLCMC), with delivery destinations including Travis AFB, Dover AFB, and international locations in Japan, Korea, and Italy. The machines must support bending aerospace-grade materials such as 5052 and 6061 aluminum, 304/321 stainless steel, Inconel 625/718, and titanium alloys, with specific technical requirements including a maximum outer diameter of 1.50", minimum centerline radius of 1.00", maximum centerline radius of 8.00", maximum tube length of 10 feet, and maximum wall thickness of .065".
The solicitation (Number 47QSWC25Q0111) is a small business set-aside, firm-fixed price supply contract conducted under FAR Part 13 Simplified Acquisition Procedures and FAR Part 12 for Commercial Products and Services. The government will evaluate submissions based on lowest price technically acceptable (LPTA) criteria, with offerors responsible for delivery to specified U.S. ports and required to obtain a transportation control number (TCN) before shipping. The contract allows for any commercial product meeting the technical specifications, with no preferred brand specified, and covers a 365-day performance period for machine procurement and delivery.

| AFLCMC Pipe Bending Questions and Responses Form | ||||
| Page | Section | Para | Question | Government Answer |
| General Question | What materials are being used ie; steel, Stainless steel, Aluminum, Copper, etc. | These machines must support the bending of aerospace-grade materials such as 5052 and 6061 aluminum, 304/321 stainless steel, Inconel 625/718, and commercially pure titanium and titanium alloys up to specified diameters and wall thicknesses. | ||
| General Question | Will be bending pipe or tube? | Tube | ||
| General Question | What are the maximum and minimum OD’s? | Max OD 1.50" | ||
| General Question | What types of bending are required? L-shape, U-shape, Ring or Arc Bend? | Please refer to the technical specifications outlined in Section C and the technical specification spreadsheet for requirements related to pipe bending capabilities. | ||
| General Question | Can you tell the brand of the bender you are using for the specifications? | Please refer to Section C - technical specifications provided in the RFQ and the technical specifications spreadsheet. All required features and compliance criteria for the equipment are listed there. | ||
| General Question | We need the material type, wall thickness, bend radius, and maximum degree of bend for each size | Max OD 1.50", Min CLR 1.00" /Max CLR 8.00", Max tube length 10ft, Max wall thickness: .065", | ||
| General Question | Is this a contract for purchases made during a 365 day period or are all 13 machines being shipped at the same time. |
In reading the shipping instructions, it appears 2 of the machines are going to Japan, 1 to Korea and 1 to Italy. How do we quote shipping for these?
Is there a port they can be delivered to? Or is the vendor responsible for overseas Shipping? This requirement is for all items to be shipped and delivered during the contract performance period.
Offerors may choose to breakout pricing for shipping for their internal purposes or clarity on a separate tab on the pricing spreadsheet, only the total aggregate price submitted will be used for evaluation and determination of the lowest price technically acceptable (LPTA)
Offerors are responsible for delivery to a specificed U.S. port. Doc #s: FE705090083405,FE705011953404 utilize Travis AFB, Doc #FE705031883301 utilize Dover AFB, Doc #: FE705022653405 Travis AFB, Doc #: FE705082483302 utilize Dover AFB. A transportation control number (TCN) has to be assigned before shipping to the ariel port.
| General Question | Can the Government provide the specific outside diameters, wall thicknesses, and centerline radii (CLR) required for the mandrels, clamp blocks, and side blocks? The current RFQ only provides a range (0.375" to 1.5" OD) without further detail. | Max OD 1.50", Min CLR 1.00" /Max CLR 8.00", Max tube length 10ft, Max wall thickness: .065", | |
| General Question | RFQ Section C | Section C specifies a machine weight of 900 lbs. Can you please confirm whether this is a hard limit or whether machines exceeding that weight may still be considered if they meet all other technical requirements? | There is not a hard limit |
| General Question | Is there a preferred brand or model (e.g., Pines #1 or equivalent), or will any commercial product meeting the salient characteristics be deemed acceptable? | Any commercial product meeting the technical specifications of the RFQ will be considered. | |
| General Question | Can you please make an arrangement for export directly? | Offerors are not authorized to make direct export arrangements for this requirement. | |
| General Question | Is the maximum centreline radius 8 inches? | Yes | |
| General Question | You have mentioned 6 mandrels are required - how many balls are needed for each mandrel? | 6 mandrel rods, 20 mandrels - 1 ball each | |
| General Question | Where you have QTY 9 for clamp blocks and side clamps, is that per bending die size, or is that the total amount of bending dies requested? | 9 clamp blocks total and 9 side blocks total | |
| General Question | Is the Tube/Pipe Bender manuel alone? | This is for a manual operated bending machine | |
| General Question | Background: The product description which appears in PUBLOG for this Part Number DSCR-JHTB-99-1102 has been truncated, (See Highlight) and is incomplete. It currently includes: |
SET OF INSTRUCTIONAL, PARTS AND HYDRAULIC MANUALS
1SET OF 20 MANDRELS 0.375 IN.OD TO 1.500 IN.OD
1SET OF 6 MANDREL RODS

1 MANDREL EXTRACTOR SYSTEM
1 ANGLE BEND INDICATOR ASSEMBLY
1 COMPLETE HYDRAULIC SYSTEM
1 WRENCH SET,1,
After the 1 Wrench Set, what are the remaining items. There are no bend dies (aka Radius Blocks listed)
| Can you provide the additional truncated data? | Please refer to Section C - technical specifications provided in the RFQ and the technical specifications spreadsheet. All required features and compliance criteria for the equipment are listed there. | ||
| General Question | There are 9 sets listed but the individual set sizes are not provided, can you provide the expected sizes you are requesting? | Please refer to Section C - technical specifications provided in the RFQ and the technical specifications spreadsheet.
