52.212-2 Evaluation-Commercial Items (Oct 2014)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

FACTOR 1 - Technical Approach

EVALUATION CRITERIA -

To perform this portion of the evaluation, the Government will review the information provided by the offeror related to their understanding of the requirement and based on that information, assess the degree to which the offeror understands and can perform the PWS. The Government will focus on the offeror’s demonstrated working knowledge and understanding of the eight (8) PWS technical objectives. The Government will look for thorough and convincing documented evidence that demonstrates the technical, research, managerial, and administrative experience, education, knowledge and understanding of analytical tools, Air Force Processes, and equipment necessary to --

➢ Perform those functions and produce those discrete-event simulation and required documents necessary to determine airbase capabilities over time and compare those operational capabilities to the operational requirements to prosecute campaign objectives. (PWS 4.2.1)

➢ Perform those functions and produce required visualizations to display theater-wide model results to senior leaders to support airbase resiliency investment decisions. (PWS 4.2.1)

➢ Perform those functions and produce those documents to modify and update an entity-based model exploring the impacts on Security Forces of differing policies, manning levels, and training requirements on real daily operations. (PWS 4.2.1)

➢ Perform those functions and produce those metrics and automated processes necessary to provide leadership insight into the efficiency and efficacy of Air Force financial services systems. (PWS 4.2.2)

➢ Perform those functions and produce those documents necessary to provide subject matter expertise, developing metrics, and analyzing data in support of Installation Health Assessment objectives. (PWS Objective 4.2.3)

➢ Perform those functions and produce those documents necessary to support the visualization of IHA metrics and courses of action to provide facility investment insights to senior leadership. (PWS 4.2.3)

➢ Perform those functions and produce those documents necessary to support the creation, improvement, and maintenance of automated programs (Excel-based) in support of the Air Force Combined Asset Management Program and Integrated Priority List processes (PWS 4.2.3)

➢ Perform those functions and produce those documents necessary to support changing analytical needs within AFIMSC and execute evolving AFIMSC analytical needs. (PWS 4.2)

● The offeror must demonstrate understanding of the technical and functional activities needed for project management of this PWS. Specifically, the Government will assess the degree to which the offeror -

➢ Demonstrates the ability to prepare a Contract Management Plan describing the technical approach, organizational resources and management controls to be employed to meet the cost, performance and schedule requirements throughout contract execution.

➢ Demonstrates the agility to respond to changing analytical priorities in support of changing AFIMSC requirements.

Factor 2 – Personnel Requirements

EVALUATION CRITERIA -

To perform this portion of the evaluation, the Government will review the offeror’s proposed staffing plan. The Government will determine the degree to which the proposed staffing plan

● includes appropriate and adequate management and staff positions

● describes how the offeror will manage and administer the support services and staffing required to perform the PWS.

● proposes personnel with at least the minimum qualifications stipulated in the PWS.

● provides key personnel and senior technical personnel with the qualifications to perform the PWS. To do this the government will review detailed information and/or résumés of these proposed personnel.

● describes a Phase-in Plan, not to exceed 30 days, to include hiring and onboarding personnel with necessary qualifications and clearances

● includes information detailing proposed teaming/subcontracting arrangements to be used in support of the task requirements and how they will be managed, as well as historical working relationship between the prime and subcontractors?

● indicates and/or provides evidence of their proposed personnel currently having a minimum of SECRET clearance, as required stipulated in the PWS, by the time of contract award.

Note: Although it will be incumbent on the Contractor to ensure that all staff members who perform on a contract resulting from this solicitation meet the minimum performance and security standards, the Government will only review the detailed qualifications of the proposed key personnel, managers, and senior technical staff members (principals). These should be clearly identified in the proposal, with resumes attached.

Note: If proposed labor categories of the offeror are different than the generic categories listed in Sections B and C of this solicitation, the offeror is advised to provide a cross-walk between the proposed labor categories and the government’s generic categories so that the government can determine how well the proposed personnel can perform the government’s requirements

Factor 3 – Past Experience and Performance Factor 3 - PAST PERFORMANCE & PROJECT RELEVANCE (FAR 15.304)

Assess the degree to which the offeror’s past or present work matches the type of work required to perform this contract, and customer satisfaction. This narrative supports the past performance “work relevance” rating used when scoring past performance. (Complete scoring is found on the Best Value calculation spreadsheet.)

EVALUATION CRITERIA -

Contractor shall submit information about three similar projects that they have worked on, and include a narrative describing how the projects are similar to this project. Included projects should address similar technical objectives to those listed in the PWS, and this should be explicit in the narrative. Additionally, information about which proposed key personnel worked on the listed projects, and what their roles were, should be included as a matrix.

Contact information for two references knowledgeable about the contract and performance, or include customer reference letters on company letterhead, must be provided as well.

Technical proposals must not exceed 25 pages.

Technical and past performance, when combined, are significantly more important than price.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced.

Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
