47PM1023R0013, NEOB LONG WING 6TH & 7TH FLOORS MODERNIZATION, PHASE I, RFI RESPONSES

1. Section I.H. Receipt of Qualifications defines the submission time and date due. Both email addresses and a physical address have been provided. Please confirm if electronic submission OR hard copy submission is acceptable, or if both are required.

ONLY AN ELECTRONIC PROPOSAL WILL BE ACCEPTABLE.

2. If, in response to Question 1, only a hard copy submission is acceptable, with the Memorial Day holiday occurring on 29MAY23, will the Offeror’s be able to successfully deliver proposal documents to the address provided within the solicitation?

ONLY AN ELECTRONIC PROPOSAL WILL BE ACCEPTABLE. AMENDMENT 0001 EXTENDS PHASE I OFFER DUE DATE TO MAY 30, 2023, AT 11:00 AM.

3. If the proposal must be submitted in hard copy, the SF 1442 requires the original plus one copy. Section II.B Proposal Format of the solicitation states ONE copy of each document must be submitted. Please confirm correct quantity.

ONLY ONE COPY OF EACH DOCUMENT MUST BE SUBMITTED PER SECTION II.B PROPOSAL FORMAT.

4. The due date for Phase I is listed as Monday, 05/29/2023. As this is Memorial Day, could you please extend the due date to Thursday, 06/01/2023?

5. Could you please send a template for the GSA 527 Financial Form?

GSA 527 FINANCIAL FORM ATTACHED. Reminder, the 527 is only required for Phase II.

6. Are the VI.G. Non‐Price Factors listed on page 13 of the RFP due with Phase I or will these be due with Phase II?

THE NON-PRICE FACTORS ARE DUE WITH PHASE II.

7. For the bid submission, could you please clarify if hard copies are required?

ONLY AN ELECTRONIC PROPOSAL WILL BE ACCEPTABLE.

8. The #6 Attachments listed in the RFP on page 119 – can these be provided?

THESE DOCUMENTS WILL BE PROVIDED TO THE 3 VENDORS CHOSEN FOR PHASE II.

9. This Phase 1 solicitation was released on 22 May and states that Phase 1 proposals are due on 29 May – one week later. Phase 1 proposals will need to include extensive detail. Can the Government confirm if the due date is supposed to be 29 June – and if not, would the Government consider extending the due date to 29 June, to afford offerors the customary 30 days to develop proposals?

AMENDMENT 0001 EXTENDS THE PHASE 1 OFFER DUE DATE TO MAY 30, 2023, AT 11:00 AM.

10. The Phase 1 solicitation requires offerors to provide a detailed risk management approach narrative. This narrative is typically applicable to Phase 2 submissions, at which time pricing, detail, schedule development, design approach material, and input from team members and subcontractors is more readily available and applicable. Especially considering the short, one-week time available to develop proposals, would the Government amend the solicitation to require this information in Phase 2?

The 2 Phase Design-Build of FAR 36.303-1 states that the first phase shall include a technical approach, but not detailed design or technical information. Phase I in this solicitation is requesting that the offeror demonstrate their understanding of this specific project, and the plan to mitigate the risks associated. If chosen for Phase II, a more extensive technical proposal (with a 3-week turnaround time) will be issued.
