U.S. Department of State
National Foreign Affairs Training - Child Care Facility Expansion Projects - Arlington, Virginia
Statement of Work
The U.S. Department of State (DoS) has identified a need to expand its current Child Care
Facility (CCF) at the George P. Shultz National Foreign Affairs Training Center (NFATC). The
National Foreign Affairs Training Center presently consists of the 65-acre main academic parcel and the 7-acre west parcel, currently used for satellite parking and a county park. This center is the headquarters for the Foreign Service Institute (FSI). The campus is located near U.S. Route
50/Arlington Boulevard and George Mason Drive in Arlington, Virginia. The existing CCF is located on the southern portion of the NFATC campus and will be expanded to double its population. This expansion project is located entirely on federal property at the site of the
NFATC.
The original facility, built in 1999 of temporary modular units, was converted and enlarged to approximately 11,266 GSF in 2005. This CCF expansion project will add new construction of approximately 9,414 GSF at the ground floor and 3,896 GSF at the basement level, for a total square footage of 24,576 upon completion.
The scope of construction work includes (but is not limited to) earthwork, foundations, concrete, steel framework, glazing enclosure systems, mechanical heating, ventilating, and air conditioning systems, electrical power, switchgear, lighting systems, vent stacks, plumbing fixtures, waste lines, full sprinkler protection, fire and security alarm systems. The existing facility shall be fully occupied and operational during the construction phase. The construction work must be accomplished during the full operational occupancy of the existing Child Care Facility Building and without disturbing the normal activities. The construction must allow for Government use and occupancy in a safe and controlled manner without disturbance (i.e. noise, odor, environmental hazards). Precautions shall be taken to protect facilities, its occupants and the public during construction.
Please see Drawings/Security Drawings/Project Manual/Specifications – which are available for pick-up at 301 7 th
St., SW, Rm. 6651, Washington, D.C., 20407 – for further details.
The existing childcare care facility shall be fully separated with hard dust-proof physical barriers from construction activities during operating hours. A separate child care entrance and emergency egress will be maintained throughout construction. No construction workers shall be allowed to access the child care facility or other on-site facilities (i.e. cafeteria, toilet facilities) during operating hours.
The standards of construction must meet or exceed the requirements set forth in the construction documents. The selected contractor shall have the manpower (capable of obtaining the required security clearances), industry resources and capability to meet all program requirements, while executing the construction project within one calendar year.
The Contract will be awarded based on a Best Value guideline when evaluating proposals.
The period of performance for substantial completion of the base-building aspect of the project shall be one (1) year from the issuance of the Notice to Proceed (NTP).
The following clarifications are included with the construction documents:
C1 - Product specifications are based on a "performance specification." Items meeting product performance are allowed to be used. Substitutions (that are comparable to the indicated products or systems) may be submitted for consideration after award (the specification indicates that the substitution must be submitted with or prior to the bid). This applies to (but not limited to) the following items: Product data to be submitted for substitutions.
