RFP AMENDMENT 0004 dated 8 December 2017
ATTACHMENT #1
Under this RFP Amendment 0004 the following items are being issued and thereby fully incorporated within this RFP.

PRE-AWARD (RFI) QUESTIONS AND ANSWERS (QUESTIONS 1 THROUGH 9)
1. FAR 52.219-9, Small Business and Minority owned Business. RFP references this as both a requirement and a goal. RFP also requires 90% self-performed work by contractor making this difficult to achieve. Is MBE and or DBE participation a requirement?
RESPONSE: 90% self-performed is required. However GSA encourages small business participation and therefore requires large firms to submit a Small Business Subcontracting Plan that shows a “good faith” utilization of small business opportunities that can be had under this project.
2. Alternates #1 -#2 Schedule acceleration. Both alternates for reduced durations are unachievable. In lieu or specified alternates is it acceptable to submit both schedule and associated cost for contractor’s best case scenario?
RESPONSE: Alternate#1 - submit the best accelerated schedule for corresponding price.
Alternate#2 - if not possible to achieve than state so in your proposal and do not price.
The Formula for Total Evalutated Price shall be changed to read:
BASE Total Price + OPTIONS Total Price + ALTERNATE#5 Total Price = TOTAL BID
(Note: Alternates #1, #2, #3, and #4 will be priced separately and only be considered for inclusion into this project if they are found to be at the Government’s best value and interest.)
3. Maintenance. Confirm maintenance pricing should reflect a resident mechanic.
RESPONSE: Yes - maintenance pricing should reflect the cost of all resident mechanics needed to fully perform all maintenance requirements under this project.
4. Photographs. Please post all photos form the walk through. Access photographs etc.
RESPONSE: Please see RFP Amendment #0002 issued 1 December 2017. No additional photos are planned to be added at this time.
5. Bid Extension. Is it possible to extend the bid until the 12th of January?
RESPONSE: The Government shall review any need to extend the bid due date, however, at this time the Bid Due Date remains VIA EMAIL ONLY on 21 December 2017 by 1 PM
EST.

6. Bid Evaluation - What percentage of the bid is based on non-price factors vs pricing?
RESPONSE: Per the RFP Solicitation Section VI.A. (Evaluation of Offers) Non-Price Factors, when combined, are significantly more important than Total Evaluated Price.
7. FAR 52.225-12 – Buy American Exception request.
RESPONSE: Any Buy American request for exception must be submitted in writing and include all information and applicable supporting data as stated under FAR 52.225-11 paragraphs (c) and (d). No determination may be made to any request for exception until a full evaluation of all information is completed by the Government.
8. Base Bid – Elevator #17 “freight car Is to be in duplex operation with elevator #18? These to elevators should be modernized as part of the same phase in order to accomplish group operation.
RESPONSE: Yes, traction freight elevators #17 and #18 are duplex operation.
9. Cab Shelli/ Interior. – Please confirm the intention is to replace both the cab shell and interiors.
RESPONSE: No - the intention is to replace just the interior finishes (wall stand -off panels, ceilings, floors and Car Operating Panels)
