ORVILLE WRIGHT (FAA) BUILDING ELEVATOR MODERNIZATION

PROJECT IDENTIFICATION

Project Name: Orville Wright (FAA) Building Elevator Modernization Region: 11 Building Name: Orville Wright (DC0083ZZ) Building Address: 800 Independence Ave. SW, Washington, DC 20024

The General Services Administration (GSA) is contracting for the Vertical Transportation Modernization (Elevators and Escalators) project in the FAA Headquarters Building (Orville Wright Federal Office Building) located at 800 Independence Ave. SW in Washington, DC.

An integral component of the federal government's mid-twentieth century plan to redevelop Southwest, Washington DC, the Federal Aviation Administration (FAA) headquarters buildings were constructed in the 1960s to house two rapidly growing agencies: NASA and the FAA. In 2004, the buildings long referred to as Federal Office Buildings 10A and 10B, were named in honor of flight pioneers Orville and Wilbur Wright. Unique examples of the International Style in federal construction, the buildings have recently been determined eligible for the National Register of Historic Places.

The Orville Wright Building is a reinforced concrete-framed marble faced structure. It has ten floors above ground, one floor below ground and rises to a height of 110 ft. It was constructed in the years 1961-1963 in the modernism style and designed by the architectural firm of Holabrid and Root LLC.

Project Goals and Objectives:

This project upgrades and replaces select building elevators and escalators at the Orville Wright Building. The overall goal is to provide code compliant elevator systems that will improve safety, reliability, and serviceability. It is important to know that the passenger elevators are configured in four

- four-car banks. Sequencing of the elevator modernization requires that no more than 4 passenger elevators may be taken out of service at any one time. Also, the 4 passenger elevators taken out of service must be in the same bank. Only one of the traction freight elevators may be removed from service at a time but can be removed from service along with any of the out of service passenger elevators concurrently. The elevators must completely modernized, tested and inspected (final acceptance testing) before the next 4 passenger elevators or the other freight elevator can be removed from service.

All of the vertical transportation (16 passenger traction elevators, 2 freight traction elevators, 2 hydraulic freight elevators and 6 escalators) and support equipment are outdated and have reached their useful lifespan.

The Contractor shall provide management, supervision, labor, materials, equipment, and supplies and will be responsible for the efficient, effective, economical, and satisfactory operation, scheduled and unscheduled maintenance, and repair of equipment and systems installed during the project.

Project Delivery Approach

The Design-Build (DB) delivery approach will be utilized for this project. The expectation is that the DB contractor will work closely with all GSA stakeholders to deliver a project that meets the expectations and needs as outlined in this scope of work.

The scope of work for the base contract shall include all labor, material, equipment, hoisting, tools, engineering and supervision required to furnish and install up to 8, traction, passenger elevators and 1 traction freight elevator. Provide design construction documents/shop drawings, prior to installation of any elevators. GSA must approve all proposed changes in the scope of work.

The DB team will be selected through a single step best value selection process. The contract type will be Firm Fixed Price.

The goals of the project include but are not limited to:

● To prepare the required documentation and procure the work required to install up to 8 traction passenger elevators and 1 traction freight elevator to meet the most recent Elevator Safety Code.

● To establish work order priorities in order to carry out work in a phased approach, taking into account the needs and desires of the tenant and the realities of budget constraints and limitations.

● All work disruptive to tenants (to be decided during the Kick Off meeting) shall be performed during "off-hours" (i.e. evening, night and/or weekends). The DB contractor shall coordinate all work activity with the Building Manager and the Contracting Officer's Representative to ensure that proper security and access arrangements are made with minimal impact on the construction schedule.

● Full compliance with all building's security regulations.

● Provision of the necessary cutting, patching, and repair of the existing buildings.

● Design shall be in accordance with OSHA and applicable building code requirements.

● To preserve and enhance the cultural property.

The contract shall be separated between a base contract and 5 options plus 5 alternates to include:

Base Contract:

The purpose of this base contract of this project is to replace ONLY passenger traction elevators 1-8 and #17 traction freight elevator transportation equipment along with all specified support functions (Fire Alarm, Electrical Service, Machine Room Painting, etc.).

The contractor shall also assume all operations, maintenance and preventative maintenance efforts for all newly installed equipment during construction for a period of one year following Final Acceptance of the equipment (this will be known as the one year warranty period). This effort will consist of all daily operations related to newly installed systems, required maintenance of all newly installed equipment and integration with remaining systems and emergency call backs.

OPTIONS:

The OPTIONS shall provide for the following:

1. Option #1: Replace of a second set of eight (8) passenger traction elevators, and one

(1) traction freight elevator along with all specified support functions (Fire Alarm, Electrical Service, Machine Room Painting, etc.).

2. Option #2: Modernize six (6) escalators along with all specified support functions

(Fire Alarm, Electrical Service, Machine Room Painting, etc.).

3. Option #3: Modernize two (2) Hydraulic freight elevators with all specified support functions (Fire Alarm, Electrical Service, Machine Room Painting, etc.).

4. Option #4: On the date that site construction starts, provide all maintenance and call back services for all vertical transportation (16 traction passenger elevators, 2 traction freight elevators, 2 hydraulic freight elevators and 6 escalators) until all base contract and awarded options are substantially completed.

5. Option #5: Provide a full 5 years maintenance and call back contract that will start immediately after the 1 year warranty period ends.

ALTERNATIVES:

The ALTERNATES shall provide for the following possibilities:

1. Alternate #1: Accelerate the work schedule for all elevators and freight elevator under BASE to be completed in 122 calendar days.

2. Alternate #2: Accelerate the work schedule for all elevators and freight elevators under OPTION #1 to be completed in 122 calendar days.

3. Alternate #3: Accelerate the work schedule for all elevators and freight elevator under BASE to be completed in 45 calendar days.

4. Alternate #4: Accelerate the work schedule for all elevators and freight elevators under OPTION #1 to be completed in 45 calendar days.

5. Alternate #5: Retain the existing 328 passenger elevator hoist-way doors. Repair, clean and paint versus replace the 292 painted doors and frames on the upper floors. Clean and repair the 16 stainless steel doors and frames.

All option pricing shall be valid throughout the entire performance period. Each contract option should include the applicable time associated with the execution of work for that respective option. At the time of award, GSA shall designate the locations of the elevator banks subject to this project.

During the design development and construction stages, the DB team will work in close consultation with GSA, the stakeholders and the Construction Manager (CM) to ensure that all of the goals are accomplished.

1.3 Reference Materials

Two types of contractual references accompany this scope of work which includes specifications and drawings.

Instances where conflicts or ambiguities, or deviations from requirements contained in the contractual reference documents are found, the scope of work document shall take precedence. Further, the contractor must report to the GSA in writing, for determination as to applicability.

Drawings are provided for informational purposes only. All information contained therein must be verified by the successful contractor during the field survey phase of the design process. It is the DB’s responsibility to confirm all in-field dimensions as drawings provided by the Government are only for schematic purposes. The DB contractor must complete a thorough field survey to confirm existing conditions of the facility (including electrical and structural) are sufficient to accommodate the new elevators proposed under this project.

All contractual references – documents, codes, and standards – shall be used to measure compliance of the design completion and construction with contractual expectations.

1.4 General Requirements

The requirements set forth in this section apply to all stages and phases of the project as described in the Scope of Services section below. Some of the requirements of this section are subject to exercise of contract option(s).

1.5 Project Milestones Schedule

The anticipated award date is 27 February 2018. up to 8, traction, passenger elevators and 1 traction freight elevator that are subject to fall under this scope of work. The DB contractor must allot time in its schedule to complete all survey, design and construction related activities within the 14 month performance period.

During construction, no more than one passenger elevator bank of four cars and one traction freight elevator can be under construction at any given time to mitigate impacts to building occupants.

All noisy and disruptive work must be completed off hours and/or weekends. All other key dates are contained in the RFP Instruction to Bidders.

1.6 Performance Objectives

1.6.1 Standards and Criteria Documents

1.6.1.1 Applicability

All contractual references – documents, codes and standards - shall be used to measure compliance of the design completion and the elevator renovation modifications construction of the Orville Wright Building with contractual expectations. All services shall be conducted in accordance with the documents listed below. The applicable version of each document shall be the version current at the time of award of this contract. In the event of a conflict between the requirements stated in these documents and requirements provided elsewhere in this Statement of Work, the requirements in the Statement of Work shall take precedence.

Any conflicts or ambiguities within or among the referenced standards and criteria documents, or any deviations from requirements contained in the standards and criteria documents, shall be reported to GSA’s Contracting Officer in writing, for determination as to applicability.

When conflicts in the above list occur, the A/E shall notify the Government, and the Project Officer will acquire the necessary interpretation and guidance for the A/E.

1.6.2 Fire Protection/Life Safety

Except as otherwise indicated in referenced programming documents, fire protection and life safety design requirements must comply with PBS-P100. As provided in PBS-P100, NFPA 101 is the primary applicable standard. In cases where NFPA is silent on an issue, and IBC addresses the issue, the IBC requirement will apply.

In addition, the Region 11 AHJ has published its own requirements which are included in the specifications (refer to specification 13852 Analog Addressable Voice Evacuation Fire Alarm Systems).

Fire alarm (FA) sub-panels are to be installed in the elevator machine rooms (EMR). Existing conduit runs for all fire alarm wiring is to be reused (to the greatest extent possible) as a means to minimize costs related to the FA installation.

The registered fire protection engineer will be a full participant in the Project Delivery Team throughout the Design and Construction Stages of the project. The Contractor’s fire protection engineer shall submit verification in writing that he/she has been involved at all phases of the design stage document preparation.

1.7 Cost Management

1.7.1 Cost Estimating

The estimated cost of the work (ECW) as provided in the successful DB contract, Offeror’s proposal, including any modifications thereto as a result of final DB contract negotiation, shall serve as the baseline construction budget for the project at the time of award of the DB contract.

Value Engineering (VE) – the Contractor shall provide a VE program expert and independent professional experts in all disciplines during the Design Stage of this project.

Project Management Responsibilities Communications Plan

The Contractor, in consultation with the stakeholders of the project, shall assist GSA in developing and complying with a project communications plan. The Contractor shall review and comply with GSA’s communication plan. This plan shall be used and maintained throughout the project and modified as necessary to suit each project phase.

The Contractor shall direct all questions and requests from tenant agencies and local community interests to GSA’s project manager. Prior to contacting any parties other than GSA regional personnel, the Contractor shall confirm all meetings and/or communications with GSA’s project manager.

The Contractor shall not release any oral, written, or graphic information regarding this project to outside sources without obtaining prior consent from GSA. All requests for information concerning the

Date: 16 November 2017 project shall be referred to GSA’s contracting officer for response.

All presentations to non-GSA entities must first be approved by GSA.

1.7.2 Detailed Project Schedule

GSA’s overall project schedule is provided in the Project Milestones Schedule section of these General Requirements.

The Contractor shall develop and maintain a master project schedule; base contract work shall be delineated from work associated with the options as described under the Project Approach section.

The master project schedule shall conform to the milestones and durations provided in GSA’s Project Milestones Schedule.

Before starting any other work, the Contractor shall develop and provide a detailed schedule in CPM format (preferable in MS Project™ (2007 version)) for completion of all Design Stage activities, tasks, and submissions required herein, leading up to and including the final design development submission(s).

After the Contractor receives notice to proceed with the Construction Stage work, the Contractor shall provide and maintain a detailed schedule for completion of all Construction Documents Phase activities, tasks, and submissions required herein. The Contractor schedules shall itemize all required submission dates, shutdown of elevator banks, construction duration, testing and acceptance, and start-up, and review durations, and shall conform to the milestones and durations provided in GSA’s Project Milestones schedule, and in the Submission and Review Table provided below in the Administration section. The Contractor shall also provide and maintain the construction schedules as further described elsewhere. After approval by GSA, the Contractor schedules shall be incorporated into the master project schedule.

The Contractor shall submit an update to the master project schedule on a monthly basis showing progress on and completion of all required Design Stage services and Construction Stage work with its pay requisition. The Contractor shall immediately notify GSA of any anticipated delay in the performance of the work. Any changes or deviations to the master project schedule must be validated with a supporting narrative demonstrating the Contractor’s plan to recover and/or maintain original schedule expectations.

1.7.3 Project Progress Meetings/Presentations

During the Design and Construction phases, DB Contractor shall host project progress meetings and/or presentations with GSA and GSA representatives. The meetings and presentations will keep all parties apprised of the design progress/status and impending activities. These meetings may coincide with meetings/presentations required below under the Scope of Services. The Contractor shall also host special project technical meetings as needed involving Project Delivery Team technical disciplines.

The Contractor shall also attend construction oversight meetings with representatives from GSA on a monthly basis to inform building tenants of construction status.

Refer to the Scope of Services section below for detailed requirements for progress reporting.

1.7.4 Meeting Agendas, Attendance, Minutes, and Correspondence

The Contractor shall prepare and distribute an agenda for each Contractor-hosted project meeting, in advance of the meeting date; the agenda shall be sent to the GSA and CM teams 48 hours prior to the meeting.

Contractor representation at all meetings shall include those individuals having knowledge of the

Date: 16 November 2017 agenda topics and authority to make decisions and commit resources.

The Contractor shall provide minutes of all contractor-hosted project meetings and presentations to all attendees identifying new and unresolved old action items and associated responsible parties.

Minutes shall be provided within three (3) calendar days after each meeting.

1.7.5 Design Quality Assurance

GSA requires that Contractor design and construction documents submissions undergo three general types of design review: owner’s review, codes and standards review, and constructability review.

1.7.5.1 Owner’s Review

The owner’s review ensures that established functional, aesthetic and spatial requirements of the project are satisfied, including but not limited to:

● The design is responsive to GSA program goals, objectives and priorities.

● The completed facility can be efficiently operated and maintained.

● The design adequately and efficiently accommodates the space program.

● Interests of local community groups and other external stakeholders are considered and accommodated to the extent possible.

The GSA review does not alleviate the Contractor from conducting its own QC review, nor does it relieve the Contractor from errors or design omissions contained in documents reviewed by the GSA.

1.7.5.2 Codes and Standards Review

The codes and standards review ensures that the proposed design complies with applicable regulations, codes, and standards referenced in the standards and criteria documents listed above under performance objectives. Such reviews shall not be construed as relieving the Contractor of any code compliance responsibilities.

1.7.5.3 Constructability Review

Constructability of the project as designed is the sole responsibility of the Contractor. To ensure that the design can be constructed within schedule and budget and that the sequencing of construction is planned for optimum efficiency, the Contractor shall ensure that:

● The level of design complexity is consistent with the project schedule and budget constraints.

● Building systems are compatible and viable.

● Site and building access, logistics, available storage and tenant occupancy requirements are accommodated.

● Existing conditions are shown correctly and adequately.

● Construction duration and phasing plans are reasonable and logical to ensure facility operations during construction period. .

1.7.6 Design Review Procedures

● All reviewing parties are required to return comments no later than 21 calendar days prior to the end of

Date: 16 November 2017 the corresponding review period.

● The CM shall prepare and submit the design review report within 7 calendar days after comment due date.

● The DB Contractor is required to respond in writing to the design review comments within 14 calendar days after receipt of the design review report.

● The GSA project team has 21 calendar days to provide design review comments after receipt of a complete design submission.

1.7.7 Electronic Project Management System

A secure Web-based, electronic Project Management (ePM) system acces will be provided by the GSA along with free training to accommodate the information needs of all project participants. The ePM system will be implemented at the beginning of the Design Stage and maintained continuously through completion of the Design and Construction Stages. All communications among the major parties involved in the execution of the project are to be captured and recorded in the ePM system.

User licenses and training will be provided for all Government and Contractor personnel members of the Project Delivery Team who will require access to the ePM system.\

1.7.7.1 The Contractor shall use the ePM system for all formal communications with other major parties involved in the project. Electronic storage and transmission of information via the ePM system shall be compliant with the provisions of the Document Security section of these General Requirements. Select contractor personnel who need to have access to the ePM system must be identified in writing to GSA and then upon mutual agreement, follow and immediately submit for the required security clearance for those select personnel.

1.7.7.2 Training consists of a combination of lecture and demonstration. Hands-on practice and discussion of key concepts and techniques will be practiced that apply to GSA projects. Users will immediately begin using the new skills learned and apply those to the D/B project.

1.7.7.3 Training will be scheduled to occur at GSA’s Regional Office Building (301 7th Street SW, Washington, DC 20407), but can, under circumstances, be held online, and will be scheduled upon contractor selection. Attendees must bring their own laptop computer and have their computers configured per the ePM reference document (ePM Training Checklist) with the Contractor’s own technology department.

1.7.7.4 The training is anticipated to take one (1) day. Live online help is available at no cost.

1.7.7.5 Minimum ePM training participants are expected to be the project manager(s) and any optional administrative staff.

Starting with the design development submission, all drawing materials provided by the Contractor, including final as-built drawings, shall conform to GSA PBS computer-aided design (CAD) standards.

1.9.2 BIM Media N/A

1.9.3 Other Electronic Documents

In addition to any hardcopy submission requirements, all design submissions must also be submitted in electronic format. All electronic media must be in a form readable by standard office automation applications; this includes both PDF and CAD.

1.9.4 Plans and Specifications

Provide 5 hardcopy sets, full-size and half-size of all plans and specifications, in electronic format, at each required design development and construction documents submission. Additionally, the updated construction cost estimate is to be provided with the plans and specifications submittal, in electronic format.

1.10 Personnel Security Requirements

Refer to Exhibit 6, HSPD-12 Documentation

1.11 Document Security

Sensitive but unclassified (SBU) building information will be generated and/or must be disseminated to and stored by various parties in the course of executing this project. SBU building information is information that, if misused, poses a potential security risk to a building, its occupants and visitors, and/or its contents. The Contractor shall comply with the requirements regarding handling, disseminating, and storing SBU building information as described in GSA Order PBS 3490.2.

Refer to Exhibit 6, SBU Documentation.

1.12 Record Keeping

The Contractor is responsible for preparing correspondence and other documentation and maintaining accurate and detailed records of the project’s progress during each phase. The Contractor is responsible for maintaining records so as to facilitate document storage and retrieval.

1.13 Construction Submittal and RFI Processing

On behalf of the GSA, the CM is responsible to manage and document the processing of the DB Contractor submittals and requests for information (RFI’s) that need to be addressed by the GSA.

Except where specified otherwise in the contract documents, RFI’s and submittals are to be turned around within 15 working days of receipt of a complete submission.

SCOPE OF SERVICES

The Contractor shall perform all services described in this Scope of Services (including services required under exercised options, if any), in accordance with applicable requirements and provisions set forth in the General Requirements section above.

Modernization of up to eight (8) traction passenger elevators and one (1) traction freight elevator including new elevator cab interiors, machines, controllers, safeties, car frame, doors and door operators, Car and Governor cables, electrical infrastructure to support elevators, and fire alarm interface with standalone panels to be housed in the EMRs and all other related work. Include all latest codes, Americans with Disabilities Act (ADA), Architectural Barriers Act Accessibility Standard (ABBAS) and handicap provisions.

The overlying scope of work is to renovate the existing elevator systems in order to:

1. Improve overall system reliability and performance by providing efficient elevator dispatch and motor control.

2. A complete project involving replacement of aged components to ensure 20+ years of service without the need for any additional upgrade work during this period.

3. Provide components that reduce energy consumption and total operating costs.

4. Upgrade existing car and hoistway door equipment to provide safe and reliable operation.

5. Upgrade elevator car and corridor pushbuttons and signal fixtures to comply with current requirements of the ADA and ABAAS.

6. Recondition retained equipment to like new condition to ensure reliable operation.

7. Upgrade existing conditions to comply with current national elevator safety code and building code requirements.

8. Upgrade existing electrical, if required, as outlined in Option 1.

9. Improve dispatching operation performance and overall security provisions.

10. Replace existing antiquated elevator smoke detection control panel, initiating devices, and appurtenances for Phase 1 and 2 firefighters elevator recall interface.

2.1 Passenger Elevator(s)

The Contractor shall provide all equipment, coordination, labor and materials to:

● Removal of up to eight (8) existing cars and one (1) traction freight elevator, hoist equipment, controls, associated peripherals.

● Installation of up to eight (8) new passenger elevators and one (1) traction freight elevator- electric traction, standard interior finishes, A/C Gearless Machines.

● Installation of up to nine (9) new Microprocessor based elevator control system (must be

NON-Proprietary and all components of the Elevator system must be sold on the open market) to perform functions of elevator motion, car operation, group supervisory, special operations and door control.

● Installation of up to nine (9) new VVVF solid state drive units.

● Installation of up to nine (9) new Closed Loop door operator systems.

● Installation of new Hall Stations (as specified in the drawings and specs) at all elevator lobbies.

● Installation of new Hall Lanterns (as specified in the drawings and specs) at all elevator lobbies.

● Installation of new Position Indicators (as specified in the drawings and specs) at all elevator lobbies.

● Installation of new telephone or Intercom systems at all new elevator cabs.

● Installation of all necessary fire alarm control equipment and devices for Firefighters Phase I and II elevator recall.

● All sets of elevators must be installed to fully accommodate future card reader installation and include 100% spare conductors. These future card readers will be installed with the intention of restricting access to certain floors. These future card readers will be disabled while on fire recall/ Phase 1 & 2. Changes or modifications shall be compliant with ASME A17.i Safety Code for escalator/elevator as well as the most recent ADA/ABB standard. (including Fireman service).

All installed equipment must be non-proprietary.

Assumptions Include

● Existing car and counterweight guide rail brackets to remain.

● During the design phase, the contractor is to conduct a thorough site investigation of existing electrical infrastructure to confirm it is sufficient to support the elevator upgrade. Should the existing system be insufficient, a detailed design is to be incorporated into the construction documents. (Refer to Option #2 on information regarding upgrades of electrical sub-vaults)

● Contractor to use existing conduit runs (to the greatest extent possible) for new FA system infrastructure and equipment; re-use of existing wiring is not permitted.

● Regular business hours work performance for general work activities; noisy and/or disruptive work to existing building occupants will need to take place off-hours.

● Completion of the design associated with all eight (8) elevator cars to take place at the same time.

● During construction, not more than one (1) elevator bank of four-cars and one (1) traction freight elevator at any given time shall be under construction. Contractor to coordinate work activities closely with GSA and CM team to ensure existing building occupants are minimally disrupted.

● Contractor to confirm EMRs have sufficient cooling and lighting to meet current codes. In the event the cooling and lighting in the EMRs is undersized, contractor to design and build-out those spaces as part of this project and to ensure the elevator pit code requirements have been addressed.

Design Stage

2.2 Design Submittals

The Design-Builder is responsible for the entire design of the elevator modernization. There will be a total of three (3) submittals expected in accordance with the schedule (table 3.1 below) in addition to the kickoff meeting where the DB contractor is expected to outline the major components and the DB concept.

2.3 Owner Program of Requirements (OPR)

The design record set drawings and specifications (dated June 2013) provided (reference section

1.7.1.2 – Document List) shall serve as the basis of design. These documents are being provided for REFERENCE ONLY. The DB is responsible for conducting a thorough site investigation to validate existing field conditions.

2.4 Design Development (DD) Phase (Kickoff Presentation and 50% Submittal)

2.4.1 Coordination

2.4.1.1 Kickoff Meeting - Program Review Workshop

Conduct a program review workshop prior to the start of DD, as scheduled by the CO shortly after the contract award and NTP-Design.

Conduct analysis and provide supporting documentation for systems selections/optimizations.

Although the preferred configuration will be modeled after the elevators recently modernized under the Phase 1 project (completed in June 2013), determine the best system for the building given existing electrical, structural, and fire and life safety configurations.

2.4.1.3 Field Survey

Provide staff to survey the project site and to prepare dimensioned drawings reflecting the typical existing conditions in the facilities. During the field survey, the contractor to evaluate the existing electrical infrastructure and structural systems. Further, the survey shall examine and record exposed conditions that will impact the work. If such conditions are found, the contractor to notify the COR to determine appropriate action. These drawings will be subsequently used for the preparation of demolition and as backgrounds for new construction work.

2.4.1.4 Interdisciplinary Coordination Review Meeting

Prior to the DD submission, conduct an interdisciplinary Project Delivery Team review meeting. Be cognizant of other projects being carried out throughout the building. Coordinate with the CM to make contact with those respective contractors in order to coordinate deliveries or other work activities that may impact the project.

2.4.1.5 BIM Requirements – N/A

2.4.1.6 Construction Work Sequence Planning

In coordination with GSA, the contractor must develop, maintain and update a construction work sequence plan addressing:

● Construction phasing approach to ensure minimal impact on tenant population or facility functionality during entire project.

● Use of any fast tracking or multiple construction document packages to achieve best value for the

Government

● Schedules for award of subcontract construction packages, including procurement cycles, submittal approvals, construction delivery, and testing/inspections

● Possible labor and/or material shortages

● Ordering of long-lead delivery materials

2.4.1.7 Construction Market Survey

A construction market survey by a certified Elevator Consultant Firm of major elevator materials and systems incorporated in the proposed design to ensure non-proprietary elevator systems and equipment are installed as part of the project. At a minimum, identify and verify current unit pricing from no less than three regional suppliers for elevator and hoist equipment and materials and all other components or assemblies required for installation during the project.

Identify any elevator components, systems, equipment or other elements recommended for advance procurement to accommodate long-lead delivery requirements and/or obtain better pricing.

Incorporate the results of the construction market survey in the DD Phase design narrative.

2.4.1.8 DD Kickoff Submission

Shortly after NTP/Design provide a DD submission in accordance with the submission requirements listed in PBS-P100 and the following additional requirements. This kickoff meeting will cover the intent of the DB team in terms of equipment, materials and finishes to fulfill the SOW.

2.4.1.9 DD Reviews

Reconcile DD review comments, and provide GSA with written responses to all comments before receiving permission to continue to the next milestone.

2.4.1.10 Section 106

Provide all services necessary for GSA to comply with Section 106 requirements as required by 36 CFR Part 800, which at a minimum include the following:

● Coordinate Section 106 consultation with DC SHPO, Advisory Council, GSA Regional

Historic Preservation Office, National Capital Planning Commission, Commission of Fine Arts, etc.

● Develop correspondence.

● Identify all consulting parties Structural Engineering, Electrical Engineering, and Elevator consultant.

● Organize and conduct consulting parties meetings and provide for the services of a professional meeting facilitator as needed.

● Provide documentation of all Section 106 consultation in a preservation project binder.

● Provide all necessary presentation materials for consultation process.

● Develop Memorandum of Agreement for signature.

The design team must retain the services of a Historic Architect to complete the project. The Architect must meet the Secretary of Interior’s (SOI) Professional Qualification Standards (36 CF Part 61).

a) The Historic Preservation Team Member (HPTM) must be involved in analysis and design alternatives leading up to decisions affecting restoration and rehabilitation zones of the property as defined in the Historic Structures Report (HSR).

b) The HPTM must review all submissions in their entirety for impact on restoration and rehabilitation zones. Incorporate the HPTM’s comments into the submission prior to delivery to GSA. The HPTM must certify in writing that the final submission meets the SOI’s standards. If the submission does not meet SOI standards, the HPTM must provide an explanation.

c) Submission Requirements

1) A brief project description, summarizing the recommended solutions and how they address the preservation issues raised during the study. This description shall be provided with each required submission. A brief project description, summarizing the project’s preservation issues and how they were resolved in design. 2) Provide special graphics as necessary to illustrate preservation issues. Reduce drawings to 8.5 x 11 or 11 x 17 format, folded for inclusion in the report.

3) Provide photographic documentation of locations to be affected by the project by submitting photo documentation of the existing conditions related to the project. Provide at least one image of each different type of space or façade, each historic finish material or assembly, and each different condition to be treated which are potentially affected by this project.

4) Provided annotated floor or site plans with numbers corresponding to photograph labels numbers and arrows showing the photographer’s location and orientation of each photograph.

d) Mitigation Development

1) The HPTM will assist with the development and implementation of migration resulting from the Section 106 consultation process, which at a minimum will include:

i. Supporting GSA in consultation with the SHPO, NCPC, CFA, etc.

ii. Mitigation design.

iii. Graphic development suitable for reproduction and/or mounting.

2.4.1.11 Construction Documents (CD) Phase

Upon receipt of notice to proceed with the Construction Documents Phase work, the Contractor shall perform all services described in this section.

2.4.1.11.1 CD Program Review Meetings

Prior to the start of CD, the Contractor shall conduct program review meetings. These meetings can be held concurrently with the program review workshop.

2.4.1.11.2 Construction Work Sequencing and Coordination Plan

Based on the updated construction work allocation plan, the Contractor shall prepare and submit a detailed breakdown of the planned construction work sequencing, timing, and required coordination among all trades. The Contractor shall provide a corresponding schedule of planned in-progress and final CD submissions for all work packages. The Contractor shall update the construction work sequencing plan and submission schedule periodically throughout the CD phase.

2.4.1.11.3 CD Coordination (Special Tasks)

The Contractor shall perform the following special tasks:

● Conduct a CD (Construction Document) Phase coordination meeting to system selection options and plans and developing specifications to ensure constructability and future maintainability.

● Identify all manufacturers recommended operating, maintenance, and operating practices for major features, systems, and equipment. Coordinate with GSA/tenant agency property management through project management officials to define specification requirements for service agreements, warranties, and turnover-related training.

● Address integration of safety/security/building automation systems and controls, both internal and external (remote) to the building.

● Coordinate with GSA through project management team to develop agency-specific construction security requirements.

● Ensure that construction mobilization issues, such as site access, staging, loading dock requirements, perimeter security, street closures, permits, etc., are addressed in the construction specifications.

2.4.1.12 In-Progress DD (50% Design) Submission

For each construction work package, the Contractor shall prepare and submit separate in-progress CD submissions in accordance with PBS-P100 construction document submission requirements as they pertain to the scope of the construction work.

Contractor requirements, and preliminary project-specific construction management issues. The construction specification shall be prepared following the latest MasterSpec ® version and shall include Division 1 General Requirements developed to a level corresponding to the level of completion of design. The Contractor shall coordinate Division 1 requirements with GSA.

At 50% DD contractor will provide at a minimum, completed elevator equipment schedule, materials and finishes in enough detail for GSA to provide accurate detailed reviews.

At 95% DD contractor will provide incorporation of all 50% DD comments and further define any open items.

2.4.1.13 In-Progress CD Reviews

Not used.

2.4.1.14 Pre-Final CD Coordination (95% Design)

The Contractor shall participate in a controls integration meeting to ensure that integration issues and responsibilities are clearly described in the specifications.

2.4.1.15 Pre-Final CD (95% Design) Submissions

For each construction work package, the Contractor shall prepare and submit separate pre-final CD submissions in accordance with PBS-P100 construction document submission requirements as they pertain to the scope of the construction work. The submission shall consist of plans, specifications, cost estimates, and related design narrative, including calculations.

For each construction work package, the Contractor shall provide a pre-final construction specification, including Division 1 General Requirements sections emphasizing project phasing, Contractor requirements, and project-specific construction management issues.

The construction specification shall be prepared following the latest MasterSpec ® version and shall include Division 1 General Requirements developed to a level corresponding to the level of completion of design.

2.4.1.16 Pre-Final CD (95%) Reviews

The Contractor shall reconcile review comments and provide GSA with written responses to all comments.

2.4.1.17 Final CD (100% Design) Submissions

For each construction work package, the Contractor shall prepare and submit separate final CD submissions in accordance with PBS-P100 construction document submission requirements as they pertain to the scope of the construction work.

For each construction work package, the Contractor shall provide a final construction specification, including sections emphasizing project phasing, Contractor requirements, and project-specific construction management issues. The construction specification shall be prepared following the latest MasterSpec ® version.

2.4.1.18 Shop Drawing Documents

The drawings submitted shall accurately depict/describe all work (demolition and new construction) anticipated to be performed within all areas delineated on the respective floor plans. Specifications for materials shall be included on the drawings and shall address only that construction work to be provided.

Drawings and specification submitted shall be in final form and shall reflect resolution of all previous review comments, and shall have the professional seals and signatures of the reviewing Registered Professional Engineers and/or Architects.

● Drawings shall clearly distinguish between new and existing work.

● Work shall be coordinated to assure that all materials include a facility of finished appearance.

● All drawings with specification shall be prepared on the contractor's standard size sheets.

● Drawings shall indicate all section views and details showing points of connection and disconnection, all demolition work and all alterations to existing services as may be required to show the work involved in this project.

● All drawings shall have included graphic scales.

Submissions: The Contractor shall submit shop drawings and product data as stipulated herein and as specified in Specification Section 01330 SUBMITTAL PROCEDURES as the second stage submittal. All submissions shall be made to the Contracting Officer's Representative (COR). Prior to submitting shop drawings to the COR, the Contractor shall review the shop drawings for completeness and shall establish that the shop drawings meet the contract requirements.

Shop Drawing/Product Data submissions to the Government shall be made after review and approval by the Contractor's Architect/Engineer of record.

Changes: Should shop drawing and/or product data changes take place after Government review and approval, the Contractor shall submit the altered material within fifteen (15) days of the change.

Products for Submission: The Contractor shall provide shop drawings and product data for all systems, equipment and materials referenced within the Pre-Final and Final Design Document submission.

2.4.1.19 As-built Drawings

Shop drawings shall be continuously annotated showing solution to problems and routings not encountered during survey period or anticipated. The government shall be apprised of all modifications and each solution shall be submitted for approval.
