1. CC.5.2.4 (pg 23): Contractor is required to clean exterior hard surfaces which is a significant amount of square footage.

a. How often per year is the contractor required to power wash the garages, parking lots and sidewalks?

RESPONSE: AS NEEDED

b. If there is no specific frequency requirement to perform this task but rather done as needed, then historically how many times a year is it done?

RESPONSE: NO HISTORICAL DATA AVAILABLE

c. Are there any special requirements to accomplish the tasks such as power washing and vacuuming up the debris?

RESPONSE: YES. COMPLY WITH ALL FEDERAL, STATE, & LOCAL

REQUIREMENTS.

2. CC.12.6 and CC.12.7 (pg 38): Frequency of inspections shall depend on the specific pest control needs of each premise. Further, pesticide application shall be according to need and not by schedule. Since inspections and applications are based on need, the requirement is not definitive enough for Offerors to reasonably determine a price for this service. Considering the quantity and size of facilities this could be a significant unknown cost. Will GSA provide an average annual cost for pest control services to preclude speculative pricing by Offerors?

RESPONSE: NO. THE GOVERNMENT DOES NOT PROVIDE HISTORICAL

PRICING DATA.

3. Section CM, Operations and Maintenance Services: There are several references such as in CM.8.4 and CM.23.1 to “normal working hours” throughout this section but such hours are not defined. Will the Government provide the normal working hours for each location when O&M services are to be provided?

RESPONSE: 6AM - 6PM

4. CM.8.1 (pg 70): Onsite Supervisor

a. The onsite supervisor’s location is to be at the “work site.” Does this mean one onsite supervisor can aggregately cover all locations or must there be one onsite supervisor at each of the seven locations?

RESPONSE: THE ONSITE SUPERVISOR CAN COVER ALL

LOCATIONS

b. Contractor shall designate one onsite supervisor for each shift. This requirement falls under the Maintenance portion of the PWS so is this applicable to just any maintenance shift(s) or custodial shifts as well?

RESPONSE: BOTH

5. CM.40.4 (pg 87): For Miscellaneous Work, contractor shall provide 20 hours and up to $50 for parts and supplies per month. Are these amounts an aggregate for all locations or per each location?

RESPONSE: ALL BUILDINGS

6. CM.41.4 (pg 91): Is GSA or the Contractor responsible for the cost of AQMD permits?

RESPONSE: THE CONTRACTOR IS RESPONSIBLE

7. CM.41.5 (pg 91): According to the inventories, there are four fuel storage tanks.

Alliance Tower has two (250 gal & 400 gal) and the FBI building has two (684 gals & 10,000 gals). Will the GSA identify which ones are underground?

RESPONSE: THE 10,000 GALLON TANK AT FBI IS THE ONLY

UNDERGROUND TANK

8. CM.42.8 (pg 98): Only the FBI and Leland inventories list fire extinguishers by quantity and type while the other inventories only list a fire extinguisher inspection. What is the total quantity and type of fire extinguishers for each of the other locations?

RESPONSE: ALLIANCE TOWER 78 EACH, BOB CASEY 156 EACH, CUSTOMS

HOUSE 41 EACH, LABRANCH 38 EACH, GALVESTON 58 EACH.

9. CM.42.11 (pg 98): Are load banks required for annual generator full load tests? REF

CM.42.11.

RESPONSE: AS PER MANUFACTURER'S RECOMMENDATIONS AND NFPA

110.

10. G.9.4 (pg 123): A deduction will be made for the number of hours full staffing is not provided based upon total number of personnel proposed minus the total number of personnel provided. This focuses solely on staffing instead of results as otherwise intended with a performance-based contract. This deduction appears to leave the Contractor no latitude in managing its staff to meet requirements.

a. Will the Government clarify any exceptions to this deduction such as vacation, sick leave, jury duty, hiring a replacement, etc.?

RESPONSE: NO EXCEPTIONS

b. Or, would the Government consider modifying this requirement as follows:

i. Cause: Failure to have sufficient personnel to adequately and/or timely perform required work in accordance with this solicitation/contract.

ii. Calculation: Deduction(s) will be made per each hour using the Contractor bid rate for absent staff impacting the accomplishment of contractual requirements, regardless of the reason.

RESPONSE: NO. THE CONTRACTor IS TO HAVE ADEQUATE

QUALIFIED PERSONNEL ON-SITE AS SPECIFIED IN THE

CONTRACTOR'S ACCEPTED TECHNICAL PROPOSAL OR CO

APPROVED REVISION.

11. HC.9 (pg 130) & HM.16 (pg 154): Is the Government providing any type of Hi-Lift or Man-lift for contractor use and, if so, at which location(s)?

RESPONSE: NO. CONTRACTOR IS RESPONSIBLE

12. I.2 (pg 161): According to GSAR 552.239-71(c), an IT Security Plan is due 30 calendar days after contract award. However, GSAR 552.239-70 requires offers in response to this solicitation to address the approach for completing this security plan. Addressing the approach to completing the plan is not included in Section L or M.

a. Would GSA consider waiving this requirement for the proposal and instead simply have the successful Offeror complete the plan IAW 552.239-71 during transition?

b. If this is to be a requirement for the proposal, will GSA then clarify what is expected and where?

RESPONSE: This requirement will be addressed after award.

13. Section JM, O&M List of Exhibits (pg 238): Will GSA provide Building Information Sheets similar to those in Exhibit JC1 but with pertinent O&M information such as anniversary dates (year) of the last testing of major equipment items (e.g. eddy current, infrared, backflows, pressure vessels, fire extinguisher hydro testing)?

RESPONSE: NO

14.Exhibit J-10 – Figure B-3 (pg 215): If this Exhibit is to serve as a basis for Attachment Figure B-3, we offer the following for consideration and possible correction in the Attachment (Excel) version:

a. Section B.1.1 (Basic Services) has a header for “Monthly Custodial includes Grounds” and a second header for “Monthly Grounds Maintenance.” Is it the Government’s intent to count grounds twice in the pricing -- once as part of Custodial and again as separate item?

b. Makes references to Corpus Christi and Victoria above the Additional Services (Mechanical) Subcontracted Disciplines table which appears to be an administrative error.

c. The Exhibit only reflects the base period.

RESPONSE: See Amendment 3

15.L.2, FAR 52.215-1(b)(2) (pg 284): This FAR provision establishes a requirement for what the 1st page of the proposal must show. If this is a valid requirement for the proposal, then:

a. Does GSA want this 1st page included in each volume or which specific volume(s)?

b. If this is included as the 1st page of the Technical Proposal, will it be excluded from the 10-page limit for the Management Plan Narrative?

RESPONSE: YES, it can be excluded

16. L.4.2.3 (pg 292): Per Part One, the electronic copy of the Technical Proposal is to be submitted as a .pdf file. However, per L.4.2.2 (last paragraph), the electronic copy of the Technical Proposal are to be .pdf and .doc files. Does the Government want a .doc version of the Technical Proposal submitted electronically on the CD?

RESPONSE: That will be acceptable

17. L.5.1 (pg 293): Would a cover page, table of contents, and list of exhibits for the Management Plan Proposal be excluded from the 10-page limit for the Management Plan Narrative or is such front matter not desired?

18. L.5.1.2.1 (pg 294): The instructions pertain to a Microsoft Excel attachment of the Management Plan Worksheet. Will GSA provide the Excel version of the Figure L-1 to complete as the Exhibit J-11 is merely a .pdf representation of the form?

19. L.5.3.1 (pg 296): The .pdf version of the Government-provided Past Performance Questionnaire (Exhibit J-13) does not allow for entry of all required information, especially within the space provided. Additionally, in the ratings table, some of the text and individual ratings are garbled making it difficult for our clients to understand the form. Will the Government provide a more legible version of the Past Performance Questionnaire, preferably as a Word document for proper and easier completion by Offerors and Clients?

RESPONSE: We will not be providing a new past performance questionnaire.

20. L.6 (pg 297): The instructions pertain to a Microsoft Excel attachment of the Pricing Template. Additionally, Exhibit J-10 - Figure B-3 states to “See Attachment FIGURE B-3.” Will GSA provide the Excel version of the Figure B-3 to complete as Exhibit J- 10 is merely a .pdf sample representation of the form (base period only)?

RESPONSE: See amendment 2

21. M.3.1.1 (2nd bullet) (pg 299): Implies that the Worksheet Narrative is to be used to explain deviation from the government’s baseline but no such baseline has been provided by GSA. Therefore, there doesn’t appear to be a purpose for the Worksheet Narrative. Further, L.5.1.2, does not address the required contents of the Worksheet Narrative but only that it is limited to 2 pages.

a. Is the Worksheet Narrative required?

b. If required, will the Government clarify the requirements for its content?

RESPONSE: Yes the sheet is required

22. General: The current proposal response date is April 23, 2018, which is a Monday. Would GSA consider having the proposal due on a weekday other than Monday to better accommodate overnight delivery without weekend interruption?

RESPONSE: NO, The proposal due date will not be changed.
