CONTRACTUAL ITEMS
Offerors are cautioned to carefully read the entire Solicitation and the Agreement to be included in the Contract contemplated by the Solicitation in order to be fully aware of all requirements and clauses in the contemplated Contract. Verify that all blanks requiring information to be supplied in an Offer have been properly filled out, that all pricing and other numerical data is accurately calculated, and that all copies of the Offer contain the same information.

In the event the discussion or questions raised during the pre proposal conference indicate a need to modify the Solicitation, an amendment to the Solicitation will be issued in writing; any such amendment to the Solicitation must be acknowledged in the same manner and under the same conditions as all other written amendments to the Solicitation.

(1) In order to be considered for award, offers conforming to the requirements of the RFP must be received at the following office no later than 2:00 pm CST local time on the following date and at the following address.

(2) Offers sent by commercial package delivery and hand delivery shall be deemed received as of the date and time of delivery to the office designated for receipt of offers - NOT Applicable, all offers are to be sent electronically.
(3) Offers sent by United States Mail shall be deemed timely if delivered to the address of the government installation designated for receipt of offers on or before the date established for receipt of offers. - NOT Applicable, all offers are to be sent electronically.
II.A. Proposal Contents Proposals shall consist of the following documents, completed and executed in accordance with this Solicitation:

II.B. Proposal Format
Offerors who wish to submit an offer will be required to submit a complete proposal package to the Contracting Officers (Oana Sandru and Daniel Ramirez) with a carbon copy to the Contract Specialist (Della Ljungkull and Steven Juniper) by the closing date and time of this solicitation.

The technical package should be organized to correspond with the evaluation criteria as listed herein. The submission should not exceed 30 double sided pages (not including forms). Pages that exceed the limit may not be considered.
II.D. Technical Proposal
Technical proposals will be evaluated on the four (4) factors listed below; all factors are weighted equally.

Key Personnel Highlights
**Note 1: No substitution to key personnel shall be made without prior approval of the CO. In the event that personnel approved by the CO are unable to perform their duties due to death, illness, resignation from the Contractor's employment, the CO's request for removal, or similar reasons, the Contractor shall promptly submit to the CO, in writing, the name and qualifications of a proposed replacement with equal or superior qualifications. This replacement, if approved by the CO, shall be submitted to the Government within three calendar days from the time of removal and shall in no way delay the project schedule. Any approved substitutions shall be made at no increase in contract price and/or decrease in capabilities.
Technical Project Scope Summary:
Scope, General: The scope items listed below include modifications to existing architectural, structural, mechanical, electrical, plumbing, elevator, fire protection, and other systems.
Selective demolition will be required, as well as some existing materials which may contain asbestos, lead, or other hazardous materials which shall be properly mitigated as part of this project per GSA standard specifications. The GSA Historic Preservation Principles shall apply to all aspects of the project scope.
CMc Design Assist: Note that the CMc will be expected to partner with other members of the project team to finalize the design through the Design Development and Construction Document stages. The A/E has provided a “CMc Design Assist Log” which outlines some of the tasks that
Levin Capital Security Project (CSP) Theodore Levin U.S. Courthouse Courthouse can be expected to be performed by the CMc during these stages, such as testing, existing conditions verification, and mock-ups/samples that shall be provided. Other similar tasks may be necessary to help develop and finalize the scope of work prior to NTP for construction.
Base Scope:
1. Renovations at the building entrance from Lafayette Blvd.
a. New ramps to be built on the existing sidewalk
b. A new screening station will be built on the east (plan north) side of the existing interior stairs.
c. A new lift will be installed to assist visitors who cannot use the stairs from the lower portion of the first floor to the main level. This will include lowering of a portion of the existing floor slab and cutting a new opening from the existing entrance vestibule.
2. Renovations at the building entrance from Fort Street, within existing elevator lobby.
a. New partitions and security equipment will be installed within the existing elevator lobby.
3. New enclosed vehicle sally port in the Basement Loading Dock
a. A new CMU enclosure with roll-up doors shall be installed within the existing loading dock to provide a secure loading/unloading zone for prisoner delivery vehicles to access existing elevator #9.
4. Modifications to existing Elevator #9
a. The existing elevator shall be upgraded to meet current USMS Publication 64 requirements for the use as a secure prisoner elevator. This may include rebuilding the elevator cab, new controls, new motor, entrance doors, etc.
Additional Scope:
1. Alternate #1: Renovations at the building entrance from Fort Street, cutting through the
Detroit Room
a. Lower the existing floor slab in the corner of the existing “Detroit Room” for the purposes of building a new security screening station at the Fort Street entrance.
b. This alternate will be considered based on a cost/benefit analysis and may be awarded in lieu of the base scope noted at the Fort Street Entrance.
2. Option #1: Renovation of prisoner staging and secure corridors on the 2nd Floor.
a. New prisoner holding cells/staging areas are to be built adjacent to elevator #9 on the 2nd floor.
b. Modifications to existing corridors to be made in order to provide more secure passageways for prisoner movement to and from the courtrooms on the 2nd floor.
c. This option will be considered based on a cost/benefit analysis and may be awarded based on the availability of funding.

Milestone Schedule: At this time, the project team estimates the following milestone schedule.
This is subject to change and will be revised and updated as the project progresses and the design is finalized.
1. CMc Award (Pre-construction services): May, 2022
2. Design Development Package Approved: June, 2022
3. 50% Construction Documents Approved: August, 2022
4. 75% Construction Documents Approved: September, 2022
5. Final Construction Documents Approved: December, 2022
6. Award GMP for Construction: March, 2023
7. NTP for Construction: May, 2023
8. Estimated Substantial Completion Date: November, 2024
9. Final Contract Closeout: March, 2025
Building Requirements Historic Preservation: The Courthouse is listed in the National Register of Historic Places, therefore, all work shall conform to strict requirements for repairing and maintaining historic buildings, comply with the Secretary of the Interior's Standards for Rehabilitation, and be approved by historic preservation staff. The building will remain open and fully operational during the entire period of performance of this project, so measures will need to be taken to limit disruption to building operations. Hazardous Materials, including asbestos and lead, are known to be present in the facility and are likely to be encountered as part of this project. The GSA Standard specifications for hazardous material mitigation practices shall be followed.
Security Requirements: Refer to the SOW regarding security requirements applicable to the building. All contract employees shall obtain proper security clearances in advance of doing any work on this project per GSA security requirements.
General Construction Logistics:
1. Occupied Facility: The facility shall remain fully occupied during the entire duration of this project. All disruptive/noisy work shall be scheduled and/or coordinated to limit disruption to building operations.
2. Parking: Onsite parking is NOT permitted at the Courthouse. Contractors shall be responsible for arranging for parking off site.
3. Building Site Limitations: There is limited area around the building site for contractors to set up construction trailers/lay down areas. The use or blocking of any roadways shall be coordinated with the GSA Property Manager and all affected municipalities.
4. Construction Office: There may be limited vacant areas within the existing building which could be made available for the use of the contractor to set up an on-site construction office. Logistics regarding the use of such areas shall be coordinated and approved by the GSA Property Manager.

5. Loading Dock Access: The contractor shall coordinate the use of the existing loading dock for deliveries, dumpsters, etc. with the GSA Property Manager. Note that the loading dock is also used by building tenants, including loading/unloading zones for secured detainees. Those operations can impact delivery schedules for construction materials handling.
6. Use of existing elevators: If existing elevators are needed to transport workers and/or construction materials, those activities shall be coordinated and approved by the GSA Property Manager.
Site Walkthrough: A walkthrough will be conducted on-site for those in attendance. If additional site visits or walk-throughs are needed, please submit a request to the Contracting Officer/Contract Specialist. The GSA may or may not facilitate additional visits depending on personnel availability and timeline restrictions.
