Pre-Proposal / Site Visit Questions and Responses
1. Technical - Can CPARS/CCAS Evaluations be submitted in lieu of PPQ's for Past Performance?
GSA RESPONSE: No CPARS/CCAS Evaluations cannot be submitted in lieu of the Past Performance Reference Questionnaire (PPRQ).
2. Technical - If PPQ's are still required, please clarify if they are to be sent directly from Agency to GSA contract specialist, or if they should be submitted by contractor with proposal Package.
Current provided PPQ Form is in conflict itself and then conflicts with Technical requirement. Also please clarify date PPQs are to be submitted?
GSA RESPONSE: Yes, the PPRQs are required and should be sent directly from the agency to GSA via email to wanda.george-james@gsa.gov NLT the Proposal Due Date of July 25, 2018 @ 2:00 PM EST. An updated PPRQ will be provided (see attachments).
3. SOW 3.1.2.1 - Pre-design requires Mold Study, please clarify proposal should only include costs for the Study ( that cost to be covered under design Clin), and that contractor is not to include a cost for removing mold, since no one knows how much mold is present or even if it is present? If mold is present, it can be smaller or larger in the matter of days very difficult to Quantify.
GSA RESPONSE: A Mold study is required in the SOW. Also, in Appendix A work items, there is a room by room listing of areas where mold was discovered and is to be removed under this contract.
4. SOW 3.1.2.2 - Pre-design requires Lead Study, please clarify proposal should only include costs for the Study ( that cost to be covered under design CLIN), and that contractor is not to include a cost for removing Lead, since no one knows how much Lead is present or even if it is present?
GSA RESPONSE: A lead paint study is required in the SOW. This study is to be performed prior to any painting and the location of lead paint shall be identified. Encapsulation of lead paint is acceptable as long as the encapsulation complies to all state and federal paint containing lead requirements.
5. SOW 3.1.2.3 - Clarify that Asbestos study is not required, and that contractor shall test only the floor tile areas identified in SOW as Asbestos containing. Seems like if you know it is asbestos, that we would not need to test it again, we would just carry in our proposal to remove the floor tile as asbestos containing?
GSA RESPONSE: Contractor shall test for the Asbestos floor tile and window caulking.
120 12th Street Columbus, GA 31901
6. General - When will the asbestos/lead survey be released?
GSA RESPONSE: This item is being reviewed by GSA Legal and existing asbestos/lead survey information will only be released to the awarded Contractor.
7. SOW B-3 - Who will be responsible for moving the CSO command station equipment, this is not something that can just be slid out of the way. Also note that they room this equipment is located in will likely be unuseable for several days during abatement process.
GSA RESPONSE: The General Contractor will be responsible for this work.
8. SOW - Should lead survey include interior and exterior of windows?
GSA RESPONSE: Lead paint survey should include only interior paint and paint on exterior caulking.
9. SOW - Since exterior of the windows were not accessible, and we do not know the current condition of the windows, can GSA provide a count on the windows to be included in the proposal with an allowance amount for each window that includes all work activities to include scaffolding?
GSA RESPONSE: Yes, GSA can provide drawings of the exterior windows. Please contact the Contract Specialist for copies of these drawings. Contractor is responsible for verifying existing conditions.
10. SOW - Should Contractor include under the design costs and Asbestos Survey of the existing windows? Depending on the answer please also clarify if Contractor shall include any costs for removal of asbestos at the existing windows?
GSA RESPONSE: Asbestos may be in the caulk. Contractor shall test caulking for asbestos containing material.
11. SOW - Should Contractor assume that no utilities are present in areas in and around the work required to waterproof the exterior around the building that is below grade? Or will GSA provide an allowance amount to include in our proposal for this potential issue? We do not know what is under the ground, unless GSA has some historical data that they can share.
GSA RESPONSE: Utilities are near the window wells. Drawing of utilities are available, however, these drawings may not be accurate. Contractor is responsible for verifying existing conditions.
12. SOW B-8 - Please provide some type of specification for providing painted floors over floors where ASBESTOS mastic has been removed, we have tried this in the past and did not get consistent results?
GSA RESPONSE: SOW states to install VCT over concrete floors where asbestos is removed.
120 12th Street Columbus, GA 31901
13. SF 1442 - CLIN 0006 states option line Basement. SOW for Basement B-14 and B-15 are both listed as options, should this line include costs for both?
GSA RESPONSE: Yes.
14. SOW Area 1-4 - Can GSA provide some type of phasing plan for the work required to remove asbestos flooring in areas controlled by the POST OFFICE. We have done this before, and since they only shut down on holidays and Sundays, it is very difficult to get a schedule put together that will allow continuous work. We need something to assume, so if it changes everyone is aware of the schedule and cost impacts, whether they are positive or negative?
GSA RESPONSE: Specific phasing cannot be determined at this time and will depend on timeframes, required for proper removal of HAZMAT in designated areas. Some after hours and/or weekend work should be anticipated.
15. SOW - Can GSA provide an allowance amount that should be included in the proposal for the Chauffeur ceilings, this requirement seems to be open ended from an expectation stand point?
GSA RESPONSE: Reference the “ADDITIONAL SOW CLARIFICATIONS” below.
16. SOW Attic - Can GSA provide an actual square footage to use for replacement of the R-19 insulation? We were not allowed access and we do not know the total SF of the area?
GSA RESPONSE: Drawings of the building can be provided for area calculations. Please contact the Contract Specialist for copies of these drawings. Contractor is responsible for verifying existing conditions.
17. SF 1442 - Please provide clarification on what should be included in each of the listed CLINs.
For example CLIN 0002 appears to include all work activities for CLINs 0003, 0004,0005 and 0006?
GSA RESPONSE: CLINs 0003, 0004, & 0005 shall only include direct costs (preparation, containment, removal, cleaning, monitoring, etc.) associated with asbestos abatement, mold remediation, and lead based paint abatement. General Conditions and General Requirements shall be included in CLIN 0002.
18. Price Form - Can GSA provide this form in Excel? Also can GSA provide a detailed description of how this form is to be used, ie., should the individual back sheet be created for each division and then the total of the individual division sheets be carried to the cover sheet. Also should one of these be provided for each CLIN listed on the SF 1442?
GSA RESPONSE: Yes, the price form will be provided in Excel format by GSA (see attachments). Correct, a breakdown sheet is to be provided for each CSI Division and summarized in the Cover Sheet. Not required for each CLIN.
19. General SF 1442 - From an accounting standpoint should each CLIN stand on its own for pricing purposes, so if GSA was to remove one of the clins it would not impact cost carried for

Solicitation #: 47PE0218R0012
Date: July 13, 2018 onsite management in other CLINs, or should all General conditions and General requirements be covered in CLIN 0002?

GSA RESPONSE: This is a means and methods question and cannot be answered by GSA.
22. General - If well walls are removed, as currently being done by other Contractor, is the new Waterproofing membrane applied only to the new CMU infill where window is located?
GSA RESPONSE: The SOW states the window wells leak and are to be corrected. If the design of the waterproofing determines the waterproofing is only needed at the new CMU then this is acceptable.
23. General - The current Contractor is not excavating to the bottom of the wells and only applying a waterproofing coating to the remaining interior well walls. The Waterproofing terminates at the dirt line and NOT below grade. Is this the plan for the new SOW?
GSA RESPONSE: The SOW states the window wells leak and are to be corrected. If the design of the waterproofing determines the waterproofing can terminate at the dirt line then this is acceptable.
24. General - What is the approved product or system being used on the window wells in the current phase underway?
GSA RESPONSE: GSA will not recommend a product used by a Contractor, if you wish to question the subcontractor installing waterproofing, that is acceptable.
