About this file

This document is a Request for Proposal (RFP) from Louisville Water Company in Louisville, Kentucky, for Print & Mail Statement services. The RFP seeks a vendor to provide comprehensive utility bill printing, mailing, and electronic presentment services for a three-year contract with potential renewal for up to five additional one-year terms. The contract is set to begin October 1, 2025, through September 30, 2028, with an implementation period from February to April 2026. The project involves processing approximately 2.8 million bills annually, with volumes ranging from 5,000 to 40,000 bills per day, and includes requirements for electronic bill presentment, archival services, and integration with Louisville Water's Oracle Customer Care and Billing (CC&B) software.

The procurement process includes a multi-round evaluation methodology, with 60% of scoring dedicated to the technical proposal, 25% to cost proposal, and potential additional 5% for Small Business Equity (SBE) and Local Preference participants. The cost proposal requires detailed pricing for print and mail services, electronic billing, implementation, and miscellaneous fees. Louisville Water has specific technical requirements, including compatibility with Oracle CC&B, ability to target customer messages, provide electronic storage and presentment, support electronic billing options, and notify customers through multiple communication channels. The company reserves the right to award the contract based on the most advantageous proposal, not necessarily the lowest cost, and may conduct negotiations with shortlisted proposers.
