The anticipated service start date is January 1, 2027. No mandatory bidder conference is specified. Notice of intended selection is expected September 17, 2026.
Pricing is requested separately in a sealed envelope for evaluation and negotiation purposes but does not replace qualifications-based selection. The RFQ specifies minimum qualifications including at least five years of organizational experience providing managed IT and cybersecurity services, demonstrated 24/7/365 monitoring capability, ability to provide onsite support in Salt Lake County within proposed service levels, experience managing Microsoft 365 and modern environments, demonstrated cybersecurity experience with public entities or critical infrastructure, and ability to maintain required insurance including technology errors and omissions and cyber/privacy liability. Offerors must provide detailed fee schedules showing onboarding costs, recurring services, included quantities, unit rates, licensing, project rates, after-hours rates, and third-party charges. The RFQ does not guarantee any minimum quantity of work or expenditure. KID is subject to the Utah Government Records Access and Management Act (GRAMA). Section 1 - General Information
1.1 General Background
Kearns Improvement District (KID or District) is a public water and sewer utility and political subdivision of the State of Utah governed by an elected Board of Trustees. KID serves residential and commercial customers in Kearns and portions of neighboring municipalities. The District relies on information technology to support customer service and billing, finance, engineering, GIS, public communications, records management, and water and wastewater operations. KID also operates or interfaces with operational technology (OT), including supervisory control and data acquisition (SCADA) systems and field-connected infrastructure.
1.2 Contact
The District representative for this Request for Qualifications (RFQ) is Riley Astill, Controller/Finance Director, 801.968.1011, rastill@kidwater4ut.gov. All questions must be submitted in writing by the deadline specified in Section 5. Oral statements are not binding.
