About this file

This is a Business License Requirements document issued by the City of Little Rock, Arkansas, outlining licensing obligations for businesses conducting work within the city's jurisdiction. The document establishes a tiered licensing framework based on business location and residency status. Businesses with physical locations in Little Rock require a city business license for each location. In-state businesses based in other Arkansas cities are subject to their home city's jurisdiction; if their home city does not require a license, they must obtain one from Little Rock unless they already hold a license from another Arkansas municipality. Out-of-state businesses without physical locations in Arkansas must obtain a Little Rock business license unless they already possess one from another Arkansas city. The license classification must align with the type of work the business will perform in Little Rock. Out-of-state companies may bid on Little Rock purchasing proposals without a license, but if they win a contract, they must obtain a City of Little Rock business license for the duration of the engagement.

Non-profit organizations are exempt from business license requirements. This licensing structure applies to the City of Little Rock's Aggregate Hauling Services contract, which seeks a qualified and licensed contractor to provide aggregate materials including SB-2, B-stone, and soil to the Solid Waste Division for covering and filling operations over a specified period. Inquiries regarding business license requirements should be directed to the Treasury Division, with Scott Massanelli serving as Treasury Manager.

City of Little Rock Business Licenses Requirements

1. If a business has a physical location in Little Rock, they are required to have a business license for each location.

2. If a business is based in another city in Arkansas, that city has jurisdiction over the business.

If that city requires a business license, we will honor their license. If the city does not require a license such as Conway and they are coming into Little Rock to conduct business, they will be required to obtain a license from us unless they have already obtained one from another City in Arkansas in which case we will honor that license.

3. If the business is an out of state business which does not have a physical location anywhere in Arkansas, they will be required to obtain a license from us unless they have already obtained one from another City in Arkansas, in which case we will honor that license.

4. Keep in mind the licenses they provide must be for a classification comparable to the type of work they will be conducting in Little Rock.

5. An out of state business does not need to obtain a business license if they are just bidding on a Little Rock purchasing proposal. If the out of state company wins a bid from the City of Little Rock, then they are required to obtain a City of Little Rock business license for the duration of the engagement.

6. A Non-Profit Organization is exempt from having to obtain a business license.
