Scope of Work Summary

This is a Scope of Work document for a web-based training, certification, and trainer development contract with the Utah Department of Human and Health Services (DHHS). The contract requires the contractor to provide comprehensive web-based training, certification testing, and trainer development services for the UFACET (Utah Family and Children Engagement Tool), Adult Needs and Strengths Assessment, CANS (Child and Adolescent Needs and Strengths), and FAST (Family Advocacy and Support Tool) systems used by DHHS and DSPD external support coordinators. The contractor must maintain a secure, 24/7 accessible website with administrative oversight, resolve technical issues within 72 hours, and perform scheduled maintenance outside normal business hours with advance notification to DHHS TCOM Administrators. The service population includes DHHS employees and DSPD external support coordinators requiring TCOM certification or currently pursuing certification.

The contractor must provide unlimited access to training modules, interactive practice tests with automated feedback, and certification tests with no time limits, allowing testers to retake tests as needed without additional billing. The contractor shall manage user subscriptions on an annual basis, maintain unique usernames tied to email addresses, generate monthly reports tracking user access and certification status, and provide a toll-free helpline with voice messaging and next-business-day response times. Contract success is measured by the number of users achieving TCOM certification compared to DHHS-provided lists, with monthly reporting required. The contractor must enroll in Utah's Electronic Funds Transfer system for payment and submit invoices containing specific contractor information, contract number, invoice details, and active subscription dates for billed users. The contractor bears sole responsibility for website operations, maintenance costs, and technical problem resolution.
