About this file

This document package includes a Request for Information (RFI) responding to questions about a solicitation for laundry equipment procurement at the VA Medical Center in Tuscaloosa, Alabama. The solicitation seeks two line items: a non-production 100/110 lb washer extractor and a semi-automatic cart washer/dryer. The RFI provides responses to clarification questions about equipment specifications, installation requirements, and project scope. Key details include allowing reuse of existing conduit and roof curbs, requiring the contractor to repair flooring and reinstall ceiling systems impacted by installation, and clarifying that drawings must be sealed by a registered engineer. The RFI also specifies Monday-Friday and weekend work hours and confirms the contractor's responsibility for negative air barriers and floor/ceiling repairs.

B-2 SCHEDULE OF SUPPLIES:

1. ITEM #2 – Semi-Automatic Cart Washer/Dryer: Confirm trade-in of 1-each McClure Truck Wash Station. It was observed that the referenced exterior wall-mounted retractable reel with high pressure hose & spray gun were previously removed, and may not be available for trade-in.

Submit a proposal with value of trade-in.

B-3 STATEMENT OF WORK:

A. Project Special Requirements:

1. (p.7) para. 5. Hurricane Equipment Protection: Confirm if equipment tie downs are required. It was observed that existing roof-mounted air handling equipment and vents (i.e. cart wash gooseneck vents in photo) do not have tie-down reinforcements. The surrounding existing laundry roofing system appears in overall poor condition. Attaching code compliant hold-down fasteners to the metal roof decking would further disturb the existing roofing system.

Yes. Existing will be corrected in the future.

1. B18 Lightening Protection Grounding System: The existing grounding system includes aerials mounted to the existing cart wash supply & exhaust gooseneck vents called out to be replaced with new vents (see photo). Confirm required lightening protection grounding work is limited to only reinstalling the existing aerials & grounding cables to the new gooseneck vents, and excludes any grounding system recertification work.

Yes. Limited to the vent only and re-install to existing ground. Grounding system will not need recertification.

General Installation Requirements:

1. Will the successful bidder be required to provide negative-air dust barriers in the soil & clean work areas during the installation of the cart washer to contain and control the migration of dust, or will the VA be responsible?

The contractor will be required to provide negative-air dust barriers in the soil & clean work areas during installation of the cart washer.

Answer: The successful bidder will be responsible

2. What are the working hours & work days of the week the successful bidder will be allowed to perform installation activity within Laundry B18?

The contractor will be allowed to perform installation Monday – Friday after 3:30pm. On Saturday and Sunday and will have 24-hour access.

3. Supplemental support steel framing at roof openings: It was observed that the two existing roof penetrations for the trade-in cart washer vents do not have supplemental steel framing typically installed for supporting the roof deck for penetrations of this size. Confirm if the successful bidder is required to design & install supplement steel framing at each vent penetration for either existing locations or new openings.

The contractor will be responsible to design and install supplement steel framing at each vent penetration.

4. Shock or Water Hammer Arrestors – Are new arrestor assemblies required to be installed at each process water inlet point of connection to new equipment to control water hammering?

Yes, water hammer arrestors are required.

5. Water Piping & Compressed Air Piping - Within the laundry B18, it was observed newly installed press-fit type mechanical fittings are present on piping. Is copper tubing and/or schedule 10 stainless steel tubing with mechanical-type press fit fittings permissible for installing new process water and compressed air piping systems?

Copper tubing is acceptable.

6. Is PVC/CPVC piping with solvent-welded fittings permitted for exposed, above-grade washer vents and washer drains?

Yes.

7. Identify all hazardous materials, if any, which are known to be present in Laundry B45 that could affect the work areas specified (i.e. roofing system, finishes, etc.).

Building 18 Asbestos report attached.

8. Is Laundry B18 subject to historical preservation regulations? If yes, will such regulation affect the installation work specified?

Yes, it is subject to Alabama State Historic Preservation Office if changes are made to the outside appearance of the building.

9. B18 Existing Floors: It was observed that the existing soil & clean productions floors have a resin-type applied coating which may be difficult to match with like materials and color if disturbed during the installation of the cart wash system. It was observed at the spreader feeder appears not to have been repaired where old equipment was removed (see photo). Confirm if the successful bidder is responsible to repair the resin flooring where impacted as part of the new cart washer installation, or if VA is responsible.

Contractor is responsible for repairing the resin flooring.

10. Existing Ceiling Systems: It was observed that both Soil RM 108 & Clean RM 110 have ceiling tile suspension systems. The existing ceiling system above the trade-in cart washer is open and appears in disrepair (see photo). Confirm if the successful bidder is required to rework the ceiling system and install new materials above the new cart washer, and, if necessary, reinstall the ceiling system, if disturbed, in Clean RM 110, or if the VA is responsible.

Contractor is responsible to reinstall ceiling system that is affected by the install.

B.4 LIST OF DELIVERABLES:

1. 45-day installation design drawings: Are the installation design drawings and as-built drawings to be sealed by a registered professional architect/engineer?

Yes, drawings are to be sealed by a registered Architect/engineer

SECTION C – CONTRACT CLAUSES:

1. Para (k) (p.25) – Taxes: specification states “The contract price includes all applicable Federal, State, and local taxes and duties.” Upon receipt of award, will the successful bidder receive a valid certificate of exemption from the VA Medical Center for State of Alabama sales or use tax? If no, then taxes should be included in the contract price as specified.

Yes, A Tax exemption letter will be provided.

TECHNICAL PERFORMANCE SPECIFICATIONS:

Item #2 – Semi-Automatic Cart Washer/Dryer

1. Para. A.23 (p.3) Electrical requirements: May the existing conduit for the 208/3/60 100A branch circuit serving the trade-in cart washer from Pnl. 18-RP-LE-ICC located in Soil Rm. 108 be reutilized to install new conductor wires? The existing IMC-type conduit appears to be in good condition. Installing new conductor wire from the panel board may be preferred by the VA as opposed to having the successful bidder splice within 15-ft to the old existing conductors. Reutilizing the existing this conduit run would help control installation cost and disruption to laundry operations within the sorting area.

Yes, the existing conduit may be reused. All wire will be new.

2. Para. A.25 & A.26 New Supply & Exhaust Air Vents: Confirm if the existing roof curbs may be reutilized for the new supply & exhaust vents or if new curbs are to be furnished and installed.

Yes, existing curbs may be reutilized.

3. Para. A.27 (p.3) Specification states new cart wash unit is to be “flush mounted” with existing floor. For clarity, confirm new cart washer is to be installed recessed in a pit to enable the entry & exit doors flush with the finish floor level (i.e. no ramps).

Ramps will not be used. Cart washer will be installed in a recessed pit.

4. Para. B.8 (p.4) Residual Water Trench: Confirm if an additional 12W x 48L x 1.5”D drip trench is required located at the entry doorway similar to other recessed cart washer installations approved by the VA.

Trench is to be located on exiting side of cart washer.

5. Cart Washer Blower Assembly Access: It was observed that the cart wash components located on top of the washing unit being traded-in have limited accessibility for servicing. Recommend VA consider adding installation requirement to have successful bidder provide a access door in the staph wall for entry from the clean side to facilitate servicing components located on the top of the cart wash unit.

Yes. Please add service access.
