9. 8-14-20 8-21-20 Can the Contractor Quality Control Specialists for each trade be an employee of the subcontractor performing the work?
Yes.
10. 8-17-20 8-21-20 There is no specification section number 07 18 00 - Waterproof Traffic Coatings. This is not typical for a structure such as this. In 07 18 00 we would typically see this as an application above occupied spaces as would occur at the basement roof (Ground level) between column lines 1 and 2 and E and F. Will there be a requirement for traffic coating in this area or others?
The top surface of each deck of the parking structure will have a traffic coating applied.
Reference Specification Section 071800 Traffic Coatings and Addendum Cover Page posted with this Amendment 0002.
11. 8-17-20 8-21-20 There is no specification section number 07 19 00 – Water Repellents (This is typically used for extreme cold, moisture, and traffic salts). A penetrating sealer with a possible chloride and corrosion inhibitor is recommended to prevent long term damage to reinforcing within the slabs due to excessive salt corrosion. Not having a sealer in this climate is unusual in such an extreme climate as this. Will the owner be adding this specification to prevent long term damage and repairs?
Reference Specification Section 071916 Silane Water Repellent Sealer and Addendum Cover Page posted with this Amendment 0002. Any concrete surface exposed to the exterior that is not covered with a Traffic Coating (per Section 071800) or an Elastomeric Coating (per Section 099723) should be covered with a penetrating water repellent sealer (ie. the concrete light pole bases on the ground level parking deck).
Concrete columns and walls on the basement level are to be fully painted white with the same paint that is used for the underside of the concrete deck. A corrosion inhibitor admixture is called out on the concrete mix schedule (5/S301) and is specified in Section 033000 Cast-In-Place Concrete.

No delegated design required.
39. 8-17-20 8-21-20 Keynote 3/PP103 requires an insulated enclosure for a floor sink. Is this intended to be something prefabricated or built in place? If built in place, what materials are to be used and how shall it be finished?
Either option is acceptable. Generally, wood framed with brushed aluminum exterior.
40. 8-17-20 8-21-20 Is the spraying of paint at both interior and exterior allowed?
For the purposes of bidding, spray application is not allowed per spec.
41. 8-17-20 8-21-20 The exposed underside of concrete deck and beams within the basement level requires painting as per the lower level reflected ceiling plan. Do the exposed mechanical and electrical items attached to the ceiling require painting as well?
No, the exposed mechanical and electrical items will not be painted. Paint the underside of the deck prior to installation of the mechanical and electrical items. The concrete columns and walls on the lower level parking deck are to be painted as well. Factory painted fire alarm and low voltage conduits are still required.

VA does not enforce any road restrictions locally.
MnDOT seasonal load limits would govern heavy transport to and from the campus.
44. 8-28-20 8-28-20 In response to the answer to Item # 10 :
Drawing 11/S343 shows Traffic coating to be applied at construction joints it does not show it elsewhere.
It also shows the membrane going over the top of the Expansion joint which is not a correct detail.
That said the answer is that the entire deck receives the BASF 2500 Traffic coating system - Please confirm.
Also, please confirm that owner does not wish traffic coating to continue over the expansion joint as shown in the referenced detail.
The Government response would also indicate that the system is to be applied to SOG deck (basement). Typically, BASF will want their 350 epoxy system applied with aggregate for adhesion of the traffic coating to it and as a moisture barrier in order to warrant a Slab On Grade (SOG) application. It also about doubles the cost per SF at the SOG. Please confirm that the owner wishes to install BASF 2500 traffic coating with the additional 350 epoxy, or does the owner want to apply the penetrating sealer at the SOG instead of the traffic coating.
GROUND/UPPER LEVEL DECK: The entire upper deck exterior drive/parking area will receive the traffic coating system (BASF MasterSeal Traffic 2500 Deck Coating System or equal) on the horizontal drive/parking surface.
The traffic coating system will not continue over the expansion joint. The traffic coating system will not be applied to the concrete light poles bases on the upper deck – these will receive a penetrating sealer (per Section 071916 - WR MEADOWS PENTREAT 244-40 OTC Water Repellent Penetrating Sealer or equal). The concrete barrier walls on the upper deck perimeter will receive an elastomeric coating (per Spec Section 099723 – BASF MasterProtect C350 or equal) on both the exterior side and the side facing the parking area. See wall sections on Sheet A-310, A-311, A-312, and A-313. Interior spaces: exposed concrete floors and stairs will receive a clear sealer (MPI 99) per Spec section 099100.
BASEMENT/LOWER LEVEL DECK/SOG: The entire lower parking deck will receive a penetrating sealer on the horizontal drive/parking surface (per Section 0719196 - WR MEADOWS PENTREAT 244-40 OTC Water Repellent Penetrating Sealer or equal). The exposed exterior surfaces of the concrete barrier walls (and columns located at the perimeter of the garage) will receive an elastomeric coating (per Spec Section 099723– BASF MasterProtect C350 or equal) as shown in wall sections on Sheet A-310, A-311, A-312, and A-313. The interior surface of the perimeter concrete walls and columns, as well as the concrete columns in the center area of the

lower level (along grid C) will receive a high-build coating (see Spec Section 099100 3.8.D – SW Loxon/Conflex High Build Coating or equal). The underside of the concrete deck will receive paint (see Spec Section 099100 3.8.C – SW Pro Industrial Multi-Surface Acrylic or equal). Interior spaces: exposed concrete floors and stairs will receive a clear sealer (MPI 99) per Spec section 099100.
45. 8-28-20 8-28-20 In response to the answer to Item #11 :
Answer understood except as it may relate to a clarification regarding item 10 - Does the owner wish to apply sealer at SOG instead of BASF 2500 Traffic Coating system? Please confirm.
The entire lower parking deck will receive the penetrating sealer instead of the traffic coating system. See response to question 44 for additional information.
46. 8-28-20 8-28-20 In response to the answer to Item #15 :
This again causes us to ask- does the owner wish to apply penetrating sealer at SOG instead of the traffic coating system in the basement. If the owner goes with the traffic coating, then the S-10 would go away and a urethane based sealant would need to be added to the list of sealant types in the revised specification 079200.
The S-6 and S-9 sealants also are not compatible with the BASF 2500 Traffic coating system. It would require a BASF NP1 or 2 or SL 1 or 2 to go with it. Does the owner wish to add additional sealant type designations.
The entire lower deck will receive the penetrating sealer instead of the traffic coating system. See response to question 44 for additional information. At the upper deck where the traffic coating system is used: use multi-component self-leveling polyurethane sealant at joints in horizontal surfaces (BASF SL-2 or equal) and multi-component polyurethane sealant at joints in vertical surfaces (BASF NP-2 or equal).
