| In Spec Section 01 33 24 Electronic Submittal Procedures, it specifies that the Contractor shall provide Submittal Exchange Services. Should this be considered a sole source item? The package does not currently have a sole source J&A for this item, will the VA be providing one? |
| Spec Section 01 33 24 will be rewritten by the Architect/Engineer indicating that the SFVAHCS will be providing the services of Submittal Exchange® for this project. The rewrite will be issued as part of Amendment 00002. |

| The solicitation refers to the contractor being responsible for Submittal Exchange. It was our understanding that VISN 23 had a contract for this service and that it would be available to the contractor at no expense. Please clarify that the contractor will be responsible for the costs associated. |

| At the pre-bid meeting, it was stated, questioned and repeated, that ALL on site project personnel will need to be OSHA 30. In our experience, the general contractor’s superintendent (as designated competent person on site) is the only person required to be OSHA 30; all other on-site personnel are to be OSHA 10. Over the course of this project, we anticipate 80 – 100 tradespeople working on site in some capacity. If we require each of them to have 30 hours of training at a typical labor rate with fringe of $65.00/hour, the cost to train that person will be $1950.00 in labor and $100.00 - $200.00 for the course itself. Multiplied by 80 to 100 tradespeople, the cost for training will easily approach $200,000.00. Because this is not a standard industry requirement, the training is not a cost we can expect trades contractors to absorb and as a result it will be carried in their proposals. Please confirm that all tradespeople on site will be required to be OSHA 30. |
| ALL TRADESPEOPLE ON SITE WILL NOT BE REQUIRED TO HAVE OSHA 30 TRAINING. Safety training requirements are outlined in Spec Section 01 35 26, SAFETY REQUIREMENTS. A Competent Person (CP) can have collateral duties, but each trade shall be covered by a CP, which can be the prime Contractor’s SSHO or CP, as long as they are trained in the specialized CP role (i.e. Asbestos, Electrical, Cranes & Derricks, Demolition, Fall Protection, Fire Safety/Life Safety, Ladder, Rigging, Scaffolds, and Trenches/Excavations). |

| The auditorium walls will need to be patched where the existing speaker boxes will be demolished. The contractor will have to paint the patched in area. Please advise on the extent of painting required given the large surface area of the wall. |
| The Architect/Engineer will revise Keynote 6 on plan sheet 5-AI101 to say “Infill opening behind speaker grill with 2-hour shaft wall as indicated on Detail 4/AI501, WALL LADDER DETAIL. Existing speaker grill to remain on auditorium side of wall.” This revision will be part of Amendment 00002. |

| Can we assume that there will be no noise restriction during 5th floor demolition? If there are restrictions, please advise. |
| The Contractor will be required to follow Spec Section 01 57 19, Part 1, Section 1.5, Paragraph F. Reduction of Noise. Because areas below the construction level on 5th Floor are occupied during the day, the Contractor will be required to “minimize noise using every action possible.” |

| Given the complexity of this project, several trades have asked for an extended construction duration. Can the project duration be extended by another 120 calendar days as requested at the pre-bid site walk? |
| As requested by several of the contractors during the Site Visit, the project duration will be revised from 365 days to 485 days after the Notice to Proceed. The project duration will be revised as part of Amendment 00002. |

| We would like to use a small scissors lift in the space. Can the VA provide information on the maximum load per sf that the existing floor can support or has the VA had experience with using lifts on upper floors of the building? |
| The VA does not have information on the maximum load that the existing floor can support, but the VA has previously had small scissors lifts on upper floors of the facility. The contractor will be required to contact the SFVAHCS’s elevator maintenance contractor, Kone Corporation, to determine the carrying capacity of elevator “D”, the elevator carrying the lift up and especially down the elevator. Point of Contact at Kone is Chuck Beard (605) 336-1578. |

| Where will the laydown area be located for this project? |
| The laydown area for the project will by the area north of Building 1 (Main Hospital) near the connecting corridor between Building 5 and 1. In lieu of hauling debris down the elevator, a debris chute shall be used to dispose of construction debris from 5th Floor down to a dumpster on the ground, |

| There is a considerable amount of VA equipment in the project space. Will the VA remove that equipment or is that the contractor’s responsibility? If it is the contractor’s responsibility, where would you like us to put it? |
| The SFVAHCS will remove all materials and equipment within the construction area prior to the start of the construction project by the Contractor. |

| Panic/Duress |
Pushbuttons with Reference to‐Drawing 5‐EP102‐ Note E306 andDrawing 5‐EP500 Nurse Call Symbols, Symbol with a “P”, identified as “Duress”Please confirm that the Duress Alarm Pushbuttons, shown to be installed at four locations on plan 5‐EP102, are to be connected to and work as part of the facility’s existing Responder 5 Nurse Call System, and are NOT to be part of a separate EPPS system defined in Spec Section 28 26 00.
SFVAHCS Contracting Officer Representative Response: The four Duress Pushbuttons indicated with a “P” on Drawing 5-EP102 and associated with Keynote E306 shall be connected to the SFVAHCS’s current TTI Guardian duress system, which is a security function. The “P” symbol shall be changed to an “AS” symbol under the Sound And Security symbols legend on Drawing 5-EP500. Contractor shall insure that the new duress pushbuttons communicate with the TTI Guardian System and shall determine if additional repeaters are required to cover the area. Currently there is a repeater in the Entry Lobby (Room 500) of 5th floor and in the stairwell outside of 5th floor. The existing repeaters may be reutilized if they are not damaged during demolition. The Duress Pushbuttons are not to be connected to the Nurse Call System, which is a medical emergency function.

| EPPS System - |
Spec Section 28 26 00 Electronic Personal Protection System (EPPS) Is there an expectation for any type of portable, wireless (RF) panic alert device to be carried (worn) by staff working in the 5th Floor surgical area being renovated?
If not, please eliminate this spec section from the contract documents.If so, please define exactly how this system is to be configured to work and annunciate, how many portable devices are to be provided, what type of transceivers are to be installed, where, how many are to be provided, etc.

Wireless Clocks with Reference to‐ Drawing 5‐EP102‐ Note E320. Please provide additional detail concerning the clocks that are to be furnished‐ Round or Square; Steel or Plastic Housing; Surface or semiflush w. special backbox; 10”, 12” or 15” diameter face; traditional (analog) clock w. hour/minute/ sweep second hands; etc.
Is there a need to comply with “Buy American” for these clocks, or is a foreign brand acceptable?
Please confirm that the clocks provided are to accept & directly synch to the WWVB radio transmitter signal originating at Ft. Collins, CO. without the need for any type of master clock.
Or, should a master clock also be provided and installed at the site, to act as a “repeater” to support the NIST (atomic clock) transmissions?
SFVAHCS Contracting Officer Representative Response: Keynote 320 on Drawing 5-EP102 shall be changed to the following: ‘PROVIDE BATTERY OPERATED CLOCKS WITH STEEL HOUSING AND MOUNT FLUSH TO THE WALL. THE CLOCK FACE SHALL BE 12” DIAMETER, TRADITIONAL (ANALOG), WITH HOUR/MINUTE/SECOND HANDS. BATTERIES SHALL BE INCLUDED AS PART OF THE INSTALLATION.’
The Contractor shall follow Buy American clauses as outlined in the applicable FAR clauses of the contract.

Elapsed Time Indicating Clocks with Reference to‐ Drawing 5‐EP102 ‐ Note E321 & Spec Section 27 52 41 Elapsed Time Clocks are shown to be installed in the two Minor Procedure Rooms. Spec paragraphs 2.1 A & B indicate that the clocks are to be 12” dia, analog type with sweep second hand and also include a separate control panel to start/ stop, zero & reset the timer. Spec paragraph 2.1 D indicates that the clocks are to electronic, digital readout with 2.5” high LED characters. Which is desired‐ an analog clock or a digital clock?
SFVAHCS Contracting Officer Representative Response: The Elapsed Time Clocks in Rooms 511 and 512 (Minor Procedure OR 1 & OR 2) shall match what is already installed in other locations in the Building 5 (i.e. Ground Floor Surgical Center Room Clocks are American Time brand) or an approved equal. Spec paragraph 2.1 D shall be the specified clause to follow. Clocks shall be electronic, digital readout, with 2.5” high LED characters and shall also include a separate control panel to start/stop, zero and reset the timer.
