February 13, 2019
A. The Contractor: Shall furnish all labor, material, equipment, and supervision necessary to replace six (6) existing shut-off (isolation) resilient wedge gate valves on the irrigation water main line, including asphalt road demolition, excavation, demolition, backfill, compaction, and asphalt restoration at Fort Sill National Cemetery in accordance with drawings, specifications, and per applicable standards and requirements.
B. The Work: The Work shall include, but shall not be limited to the following (not necessarily in the order indicated):
1. Contractor shall coordinate the isolation and draining of the irrigation water system with the Contracting Officer’s Representative (COR) prior to beginning work. Inform the COR in writing for such disruptions and obtain approval from the COR in writing at least 7 calendar days prior to such need.
2. Contractor shall demolish and remove the necessary sections of asphalt road, including saw cutting. The thickness of the existing asphalt vehicle pavement is approximately 4 inches combined. Sections identified for saw cut and removal shall be marked and reviewed by the COR prior to demolition.
3. Excavate for the valve locations. The Contractor shall excavate the locations to permit workspace for installing connections. The water main is PVC and approximately 3 to 4 feet deep to the center line. Install and maintain safety fencing around all open excavations during working hours. Do not leave any open trenches unprotected overnight.
4. Disassemble and remove the existing resilient wedge gate valves, valve boxes, extensions, and concrete blocks. Cleanly cut pipe as necessary to allow for repair sleeve and new valve.
5. Install new valves with AWWA C509 compliant resilient wedge gate valves meeting the following requirements and per the specifications and drawing details: epoxy-coated iron body meeting or exceeding ANSI/AWWA C550 standard, stainless steel hardware, 100% coated wedge fully encapsulated with molded rubber for minimal flow loss, non-rising copper alloy stem with 2-inch square wrench nut turning clockwise to close, flanged ends, and 200 psi working pressure. Acceptable manufacturers are Leemco, Mueller, Clow, or approved equal.
6. Cleanly cut pipe and install field-adaptable wedge style restrained flanging adapter system conforming to ASTM A536 with flange bolt circles that are compatible with the gate valve selected and ANSI/AWWA C110/A21.10. The flange adapter will have a pressure rating equal to the main line pipe.
7. Install new coated cast-iron valve box with cast iron lid set flush on finished asphalt grade according to the drawings.
8. Backfill and compact the excavation and move on to the next Area of Work only when the individual valve installation has been completed and initially inspected/approved by the COR. Backfill and compact in maximum 6-inch lifts. Install temporary gravel patch before testing and paving all areas at once.
9. Perform a leak test of the pressurized system according to the specification. Schedule and perform an operational test of each valve with the COR after removing gravel patch and prior to paving.
10. Remove temporary gravel patch. Saw cut surrounding asphalt, 2 inches deep, ensuring straight and perpendicular lines; demo 2 inches of existing asphalt. Place and compact 8 inches of lime treated aggregate base material in preparation for the placement of new asphalt. Place and compact 4-inch open-graded hot-mix aggregate and asphaltic binder base course. Prepare exposed asphalt surfaces and apply tack coat. Place and compact about 2-inch lift of HMA according to drawings and specifications. Ensure level surface matching surrounding grades, with no bird-baths or humps.
