ECS Project No. 53-1815
RE: Lead Based Paint Survey – Ft. Snelling National Cemetery, Maintenance Building 3001 – 7601
34th Avenue, South Minneapolis, Hennepin County, Minnesota
Dear Mr. Hayes:
Background The subject property is located at 7601 34th Avenue, South Minneapolis, Hennepin County, Minnesota.
Currently the subject property is developed with a 7,032 square foot, single-story maintenance building (Maintenance Building 3001) which was built in 1957. Based on the planned renovation activities, a lead paint analysis was requested to determine the location, quantity and condition of suspected lead paint within the building.
Sampling and Analysis On August 22, 2018, a lead based paint survey was conducted by Mr. Bruce Carlson-Boehm, a Minnesota Department of Health (MDH) licensed Lead Inspector/Risk Assessor (#LR2789). The sampling was conducted in general accordance with the protocols described in Section 4761.2560, Lead Inspection, of the Minnesota Administrative Rules. The analysis of representative paint samples was performed within unique and homogeneous areas (areas similar in appearance, material composition, and date of application) utilizing non-destructive techniques, clean extraction tools, and personal protection equipment. ECS also evaluated the physical condition and location of sampled materials at each of the sampling locations.
Testing was performed utilizing a Heuresis Pb200i X-ray fluorescence (XRF) Analyzer. The Heuresis XRF is is a hand-held, portable, lead detector which is designed to obtain accurate, non-destructive measurements of lead concentrations in paints and coatings. X-ray fluorescence is a process whereby electrons are displaced from their atomic orbital positions, releasing a burst of energy that is characteristic of a specific element. This release of energy is then registered by the detector in then XRF instrument, which in turn categorizes the energies by element.

Results of the Analysis Paint is defined as lead-based by the MDH if it contains lead in concentrations equal to or greater than
1.0 milligrams per square centimeter (≥ 1.0 mg/cm2 ) or 5,000 parts per million (PPM) or greater within an “affected property”. An “affected property” refers to a residential building, school, play area, or child care facility. Please note that the onsite building is not considered to be a regulated facility.
A total of forty-two (42) readings were collected during the inspection, including three standardization readings. The XRF readings collected are summarized in Table 1. The locations of the sampled materials are shown within the attached figure.
As noted on the attached table, lead was detected above the MDH standard in the following locations:
Room 02 S. Wall – White Concrete Block Wall
Room 02 N. Wall – Red Concrete Block Wall
Room 02 N. Wall – White Concrete Block Wall
Room 03 N. Wall – Tan Concrete Block Wall
Recommendations The MDH does not presently have regulations specific to the removal of lead paint from non-affected or commercial facilities. According to the Minnesota Pollution Control Agency, if demolition/construction debris containing LBP, which still adheres to the substrate, is generated from a non-affected property, the waste may be disposed of in a permitted solid waste landfill. Additional testing is not required and peeling paint need not be encapsulated.
Positive and negative results are based on MDH guidelines. It is important to note that even if a component is negative, based on the MDH standard, it may still contain concentrations of lead in the paint, which when disturbed, may generate lead dust greater than the OSHA Permissible Exposure Limit (PEL) of 50 micrograms per cubic millimeter (µg/m3) as an 8-hour Time Weighted Average (TWA) established by the OSHA “Lead Exposure in Construction Rule (29 CFR 1926.62).”
This report summarizes our evaluation of the conditions observed at the site. The findings prepared by ECS are based upon testing performed in the building. There is a chance that undetected lead paint may exist in the building between walls or in other areas that would only be exposed during demolition.
Should materials be discovered during any demolition process that could potentially contain lead paint, samples of the material should be collected and submitted to an accredited laboratory for analytical interpretation. Our recommendations are based on the guidelines presented in USEPA, State of Minnesota, and OSHA regulations.
