About this file
This solicitation is for design-build services to replace the public address and television systems at the Central Iowa VA Health Care System in Des Moines, Iowa. The scope of work includes installing a new fiber optic backbone network and public address system across 20 medical center buildings, as well as replacing the existing television system with a new interactive patient care and entertainment system. Proposals are due by July 30, 2019 with a contract award anticipated. The project is set aside for service-disabled veteran-owned small businesses. The contractor will be responsible for all design, construction, documentation, and project closeout activities. Key deliverables include schematic, design development, and construction document packages. Construction is estimated to take 365 days for the paging system and 504 days for the television system. The interactive television system must provide entertainment, patient education, surveys, and communication with approximately 195 patient rooms and 50 common area televisions.

Lucas Dahlman Contracting Officer Factor 1, Specialized Experience/Technical Competence: Provide a minimum of one (1) and a maximum of three (3) projects completed within the last five years (5) years in which the Offeror’s proposed design-build team has worked together on previous design-build contracts similar in size, complexity and scope to this project. Projects must demonstrate an offeror’s design build experience as a prime construction contractor directly responsible to the owner and managing multiple subcontractors. For purposes of this evaluation, a relevant project is further defined as “as design build completed in a clinical, hospital or other medical related use space similar in size and scope to this project.” Project(s) shall have a minimum value of $200,000 and be 100% completed.
Projects submitted for the Offeror shall be completed within the past five (5) years of the date of issuance of this RFP. A project is defined as a design build project performed under a single task order or contract. For multiple award and indefinite delivery/indefinite quantity type contracts, the contract as a whole shall not be submitted as a project; rather Offerors shall submit the work performed under a task order as a project. For Subcontractors experience to be considered, a formal teaming arrangement shall be executed and presented to the Government in order for the subcontractors past performance to be considered in the evaluation. If the Offeror is a Joint Venture (JV), relevant project experience should be submitted for projects completed by the Joint Venture entity. If the Joint Venture does not have shared experience, projects shall be submitted for each Joint Venture partner. Offerors who fail to submit experience for all Joint Venture partners may be rated lower.
The Offeror’s submission should include at a minimum:
• Provide the Project Title and Description, Project Location (Physical Address); Contract Type (Example: Design-Build, Design Bid Build).
• Provide the project owner name and telephone number of the owner’s contact person.
• Provide a brief description of the scope of work.
• Provide project prime contractor and major subcontractors.
• Provide project statistics including start and completion dates (original vs actual) and project cost (original vs actual). If original vs actual completion dates and project cost differ, please explanation as to why they differ.
NOTE: The information provided above will be used to evaluate the specialized experience/technical competence and the offerors capability to perform the project in question.
1. The Phase I Proposal Format requirements identify the way in which to submit for project teams who are submitting as a Joint Venture. Due to the nature of JVs and potential legal costs and time constraints in setting up JVs it may not be feasible to set up appropriate JVs. Will Teaming Agreements between members of a project team be considered and treated similarly to Joint Ventures?
Answer: Teaming arrangements will be allowed but teams shall meet other criteria as outlined in the Factor 1.
1. If there is a conflict between the solicitation requirements and VA OI&Ts approved network architecture for Interactive Patient Care Systems will the government accept VA OI&Ts approved architecture documentation instead of the solicitation requirements?
Answer: OI&T network architecture requirements shall take precedence over project specifications.
1. Are floor plans available that identify the in scope TV locations?
Answer: Not at this time, but a floor plan will be developed for use before the Phase 2 solicitation is posted.
1. Do you have a list of currently installed TVs with model #?
Answer: No
1. Are there spare outlets available behind each Interactive Patient Care TV location?
Answer: There are 120v duplex receptacles near the TVs for power. We aren’t sure if anything is plugged into the second outlet in these receptacles.
1. Is an entertainment wire already installed between the TV and nurse call communication box in each identified Interactive Patient Care room? (enables pillow-speaker to serve as all in one device for call button and TV navigation) Answer: Yes, an entertainment wire is installed
1. Is the DMARC for a new internet connection in the same location as the data center?
Answer: The DMARC is in the room next to the IT tech room, it Is not actually in the Data Center. A cable will have to ran from the DMARC to extend where you need to go.
1. Who are the local internet providers for the facility?
CenturyLink
1. What is the existing television provider? Will the government maintain the contract for the existing television provider? (we want to confirm the scope only includes the IP distribution and not the television signal) Answer: Current programming is provided from over-air antennae. The scope of this project DOES NOT include a Cable/Dish service subscription.
1. Site Investigation: When will a site investigation be scheduled?
Answer: This will be scheduled after Phase I evaluations are complete. Only those firms selected to move on will be given the site visit.
1. Do the future expansion requirements include the IPTV/Interactive Patient Care System or just the paging system?
Answer: Both IPC and Paging systems need to be designed to allow future expansion.
1. What is the appropriate response time for the Past Performance Questionnaire and how many examples are required?
Answer: See SF 1442 Factor 3
1. What is the evaluation criteria for how the proposals will be reviewed for this procurement (ie: best value, lowest technically acceptable ect)?
Answer: See SF 1442 C3. Phase I Evaluation Factors
1. What is expected in the response to the RFP: Is there any page limit? Are responses required for each attachment? Which attachments should be responded to with respect to our technical proposal?
Answer: See SF 1442 Request for Proposal
1. Will all vendors have the opportunity to move forward, if not how will the vendors be evaluated to be selected for phase 2?
Answer: See SF 1442 Request for Proposal
1. Site Investigation: When will a site investigation be scheduled?
Answer: See SF 1442. This will be scheduled after Phase I evaluations are complete. Only those firms selected to move on will be given the site visit.

1. The solicitation states on page 17 that the Offerors must provide 1-3 projects "completed within the last five (5) years" for Phase 1: Factor 1; however, page 18 of the solicitation states that the experience will be evaluated on "relevant and recent experience…within the past three (3) years." Can you please confirm the number of years considered "recent" for the purposes of this project?
Answer: Five Years
1. Will we be reusing any existing cabling infrastructure (i.e. dark fiber, copper cables etc.), or is this going to be a complete bottom-up design?
Answer: The SOW states that existing conductors/fibers may be reused if they are equivalent to what is specified during design and in good condition
1. Do we need to be mindful of and provide air gap reports for the TR’s(telecommunications rooms) in which we are installing?
Answer: Yes
1. Will the design documents be required to be signed and sealed by an Architect, or Professional Engineer (PE)? Or, will the design be sufficient utilizing degreed Computer Aided Drafting Design Technicians, with oversight, signature and seal by a BICSI RCDD (Registered Communications Distribution Designer) as both TV and Paging fall into the Communications discipline Answer: A seal from a registered communication distribution designer will be acceptable.
1. The Solicitation specifically states that AutoCAD 2017 or compatible design software is to be used, but it also references compliance with the TIL. The TIL design guide states design efforts to be completed in BIM (Revit).
Can you please confirm that design using AutoCAD per Solicitation is acceptable?
Answer: Yes, design produced in AutoCad will be acceptable
1. Would the government consider reclassifying this project as a specialty services contract, specifically NAICS 238210 Electrical Contractors and Other Wiring Installation Contractors? In reading the scope of work, it seems that this work is more in line with low-voltage systems design and installation.
Answer: No, the NAICS is chosen based on previous and current solicitations issued with the VA
