About this file
This document contains a request for quotation (RFQ) from the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 22 for a patient queuing system. The RFQ seeks quotations for a five-year firm-fixed-price contract to provide a patient queuing system, including hardware, implementation services, software licenses, maintenance, and supplies, for eight VA healthcare facilities located in California, Arizona, New Mexico, and Nevada. Quotations must be submitted electronically by April 17, 2023 and the contract will be awarded to the responsible offeror providing the lowest-priced quotation meeting the minimum requirements specified in Attachments B and C by June 16, 2023.
The RFQ requires offerors to submit a completed Attachment A with pricing for hardware, implementation, software licenses, maintenance, and supplies; a completed Attachment B demonstrating the offered system meets the minimum requirements; and product brochures, maintenance protocols, and warranty information. The awarded contractor must deliver the patient queuing system to the specified VA facilities within 90 days of order and deliver reorders of supplies within 7 days.

| 1 | In your Attachment B Document- SOW Section 3.2 ADA Section 508 Requirement (see below) it states please see Attach D- Section 508 Requirements. I believe it should state Attach C. Is this correct? I want to make sure we’re following the right document. | Yes, the Section 508 requirements are provided as Attachment C not Attachment D. | |
| 2 | Outside of meeting the requirements for Attachment C & D. Those documents are not needed to be submitted with the response. These documents are just for information. Is this correct? | Attachment C - Section 508 Requirements and Attachment D - VA Handbook 6500.6 are not required to be submitted. However, Offerors may choose to submit Attachment C with their responses to how their product complies with the listed requirements if responses are not provided in section 3.2.1 of the SOW. | |
| 3 | Is SaaS acceptable for implementations? Or is it server only on site? | SaaS is acceptable. | |
| 4 | In reference to Section 1., “connect to LIS systems per VA requirements”, is this an integration into your records? | Queuing system is not required to connect to the VA LIS system. The SOW has been amended with this statement removed. | |
| 5 | In reference to section 3.1.1., what information needs to come from the VHIC and does it just need to be available in the queuing system? Also, is the information on the card encrypted? | Patient's name and Member ID. Yes, only in the queuing system. No, VHIC is not encrypted. | |
| 6 | In reference to Section 3.1.4., will these different locations/queues be within the same office/building? Or will they be located at separate office/buildings? | This is talking about moving a patient from one queue to another (stat vs routine) | |
| 7 | In reference to Section 3.1.5., what kind of communication between workstations do you need? What do they do now? | If we have more than one ticketing system and/or person logged into the software, there is a simultaneous communication between all of them. | |
| 8 | In reference to Section 3.3.9., Who is the End User? VA, or VA patient. | End User in Section 3.3.9 refers to VA staff being able to customize the ticket printout. For example, being able to update site name, business hours, and/or Laboratory Director's name. | |
| 9 | In reference to Section 4.1.8., how do we obtain a MOU/ISA? | see VA Handbook 6513 |
