Amendments to the Solicitation

1. Section B.2 Schedule of Services and Price is deleted in its entirety and replaced with the attached document titled Amendment 0002 to RFP 36C26222R0074 - amended Section B.2 Schedule of Services and Price.

2. Section B.3 Statement of Work is deleted in its entirety and replaced with the attached document titled Amendment 0002 to RFP 36C26222R0074 - amended Section B.3 Statement of Work.

3. Section E.2 Instructions to Offerors – Proposal Submission Instructions, SP2 is amended to read:

“SP2: Specialized Personnel Education and Experience. This special standard of responsibility shall be used to determine that the Offeror's Supervisor performing under this contract has a bachelor's degree in science and is certified as an Industrial Hygienist with at least 3 years of experience performing water testing services. The Offeror shall provide evidence that the Supervisor performing under this contract has a bachelor's degree in science and is certified as an Industrial Hygienist with at least 3 years of experience performing water testing services. Specifically, the Offeror shall provide proof that the Supervisor performing under this contract is certified as an Industrial Hygienist and shall provide a resume demonstrating at least 3 years of experience.“

4. Section E.3 52.212-2 Evaluation – Commercial Items (Oct 2014) is amended to read:

“SP2: Specialized Personnel Education and Experience. This special standard of responsibility shall be used to determine that the Offeror's Supervisor performing under this contract has a bachelor's degree in science and is certified as an Industrial Hygienist with at least 3 years of experience performing water testing services.”

Questions and Answers The following are answers to questions received in response to RFP 36C26222R0074 for Water Sampling and Compliance with Directive 1116(2) for VA San Diego Healthcare System (VASDHS).

Question 1 (Q1). If there is a current or previous contractor who has performed similar services, can you please provide the incumbent contract or task order number?

Answer 1 (A1). This is a new requirement.

Question 2 (Q2). The Scope of Work Specific Tasks (page 12) states “At least three-monthly bacterial test locations are required; one post critical water production at the Engineering plant, one post critical water in room B171‐B (SPS Sterilizer closet) and one post facility filtration system of utility water.”

Answer 2 (A2) Please review amended Section B.3 Statement of Work.

Test locations shall be: B149 (Men’s locker room), B251 (Mechanical Room), B171 (SPS Sterilizer closet).”

Question 3 (Q 3). The Statement of Work, 4. Deliverables (page 13) states “During data collection, the Contractor shall report discrepancies in existing system to include Gap analysis results to determine need and policies to implement and maintain compliance with VHA Directive 1116(2).”

Please clarify further as the contractor specific requirements in the solicitation are for sample collection and water quality testing.

Answer 3 (A3). Please review amended Section B.3 Statement of Work. The Contractor shall notify the COR on a monthly basis regarding any deficiencies.”

Question 4 (Q4). There is a qualification requirement that is not applicable to the services required in the Statement of Work: “Contractor shall possess a bachelor’s degree and shall be certified as an Industrial Hygienist.”

Answer 4 (A). Please review amended Section B.3 Statement of Work.

All personnel will be supervised by an individual shall possess a bachelor’s degree in science, be certified as an Industrial Hygienist, and have at least 3 years of experience in water quality. The Industrial Hygienist shall interpret the water samples and provide the required reports to the VA. The Industrial Hygienist is not required to be on site.

Question 5 (Q5). May the personnel on site collecting have bachelor's degree while working under supervision of IH, not necessarily on site? Or do they need to be one in the same and hold both qualifications?

Answer 5 (A5). Please review amended Section B.3 Statement of Work.

Contractor personnel collecting water samples on site VA San Diego shall have one year of water sampling experience.

Question 6 (Q6). How many samples pulled from what locations how often?

Answer 6 (A6). Please review amended Section B.2, Schedule of Services and Price.

The listing of “3060 reading” is an error; there will be only 3 monthly sampling and reporting for each item; Hardness, Conductivity, pH, Chlorides, Bacteria, and Total Organic Carbon.

Question 7 (Q7). For the Daily Monitoring Labor – QTY 12/Unit Month – would these daily samples be performed by the VA staff and then reviewed monthly by the contractor?

Answer 7 (A7). Daily monitoring requirement have been removed from the B.2 Schedule of Services and Price and the Statement of Work. Daily requirement shall be conducted by VA Facility and SPS staff. Please review amended Section B.2, Schedule of Services and Price.

Question 8 (Q8). The solicitation states that “Those parameters with daily frequencies will be collected by VA Engineering Staff.” There are line-item costs for daily labor and the daily analytes price list. Is the contractor required to pick up these samples and have them analyzed? Or will the VA deliver these samples to the analytical laboratory and pay for analysis?

Answer 9 (A9). Please review amended Section B.3 Statement of Work.

The daily analysis and labor cost is an error. The analysis and labor cost shall be monthly. Sampling and reporting are only accomplished monthly.

Question 10 (Q10). What are the Bacteria parameters that are required to be analyzed for? Is it Total Coliform only?

Answer 10 (A10). Bacterial samples shall be for Heterotrophic Plate Count for colony forming unit per milliliter of water (CFU/mL).

Question 11 (Q11). If daily samples are handled by the contractor for delivery and analysis after collection, can you please confirm if samples would be collected on weekends or not?

Answer 11 (A11). Daily monitoring requirement have been removed from the B.2 Schedule of Services and Price and the Statement of Work. There shall be no weekend sampling conducted.

Question 12 (Q12). Could you please provide more information on what the “Filters” sample is?

Answer 12 (A12). Please review amended Section B.2 Schedule of Services and Price.

Question 13 (Q13). Resistivity, Color or Turbidity, Temperature is listed as daily, and it is stated as above that the VA Engineering Staff will collect these. These parameters are typically monitored immediately after collection on site using a handheld meter. There are line items in the costs for each of these items. Could you please clarify if VA Engineering staff will conduct these measurements?

Answer 13 (A13). This requirement has been deleted. Resistivity, Color and Turbidity shall be monitored daily by VA Facility and SPS staff. Please review amended Section B.3 Statement of Work.

Question 14 (Q14). Are the analytical results required within a certain time? Laboratories typically operate on 14-30 turnaround times but can provide expedited results in as little as 24 hours for an increased fee.

Answer 14 (A14). Findings shall be reported monthly before the 4th of every month.

Question 15 (Q15). Can you please confirm that the sampling locations are readily accessible and do not require any special procedures or monitoring to obtain the samples (e.g., confined space entry or must wear Tyvek and respirator to sample)?

Answer 15 (A15). Sampling locations are readily accessible and do not require special PPE aside from a gown required to enter an SPS space.

Question 16 (Q16). An Annual Report is listed as a line-item cost. For daily, monthly, and quarterly testing, is there any specific reporting required? Or would it simply be submitting the analytical laboratory report to the VA once analysis is complete?

Answer 16 (A16). The Contractor shall submit a digital and hard copy of the analytical lab report.

Question 17 (Q17). May we schedule a site visit prior to due date of RFP to assess the site collection points?

Answer 17 (A17). The site visit shall take place on March 21, 2022, at 1:00 pm at:

Contractors who wish you participate should RSVP to Mr. Neil Caluya (neil.caluya@va.gov) and Mrs. C. Simona Hinsley (corina.hinsley@va.gov) by Friday, March 18, 2022 at 10:00 am PST. Furthermore, please be aware that there will be limited parking at the hospital due to major construction. The alternative parking is on Miramar Road. A VA shuttle will pick up passengers and take them directly to the hospital - it runs every 15 minutes starting at 4:00 am.

Question 18 (Q18). Regarding the daily filter assessment (0013 SD): Is this just a visual inspection of pressure differential or would it need to include actually changing the filters? Does that consumable (filter media) need to be included, or will the facility team retain ownership of that scope of work?

Answer 18 (A18). Please review amended Section B.2, Schedule of Services and Price which deleted this requirement, the Contractor shall not be responsible of replacement of such filter.
