About this file

This document is an Amendment to Solicitation for Fire Extinguisher Maintenance and Inspections services for the Department of Veterans Affairs (VA) Network Contracting Office. The solicitation covers fire extinguisher services across multiple VA campuses including Livermore, Menlo Park, Sunnyvale, Palo Alto, Mountain View, and associated vehicles, with a total of approximately 1,402 fire extinguishers. Key amendments include extending the solicitation response deadline to July 31, 2025, at 15:00 PDT, and revising the Price/Cost Schedule based on vendor questions.

The scope of work involves annual fire extinguisher inspections, potential monthly inspections upon request (limited to 800 units), and maintenance of fire extinguisher records. The contract includes provisions for 5/6/12 year maintenance and hydrostatic tests, with approximately 480 extinguishers requiring such services in the base year and 300 in the first option year. A new pricing term allows for a Not-To-Exceed (NTE) 20 fire extinguisher replacements/recharges. The solicitation (36C26125Q0693) is issued by the VA Veterans Health Administration's Veterans Integrated Service Network 21, with the amendment providing clarifications on inspection frequencies, quantities, and service expectations.

The backstock and vehicle extinguisher locations are subject to change.

2) What is the name of the company that did the fire extinguisher service last?

VA Response – Only question pertaining to the current solicitation will be answered.

3) Is CLIN 0002 a mandatory service to quote as inspection should only be done annually?

VA Response - The monthly inspection will only be done when requested by the COR as stated in the PWS. The only guaranteed service needed for the contract is the annual inspection. The Price schedule has been updated to better represent the possible monthly inspection needs.

4) The Price/Cost Schedule line item X002 specifies 12 months for the monthly inspection units. Based on annual inspections occurring once per year, we believe only 11 months’ worth of monthly inspections should be required as the annual inspection will satisfy the monthly inspection for that given month. If you agree, can you please revise the Price/Cost Schedule accordingly?

VA Response - Price schedule has been revised due to this question.

5) Can you please elaborate on the quantity of monthly fire extinguisher inspections being 800 vs 1402 for the annual inspections? Does the VA expect to handle some of the monthlies and only require no more than 800 to potentially be performed by the Prime Contractor?

VA Response - The VA's arrangement to handle the majority of monthly inspections and to limit the number of fire extinguishers inspected to no more than 800 per month upon request by the COR.

6) Section D, Scope of Work, Item 2, states the contractor will maintain and ensure the list of all fire extinguishers, and their maintenance due dates are kept current for hydrostatic test collars and annual tags. Does the current fire extinguisher inspection company/VA have this list available to share so offerors can determine the quantity of fire extinguisher requiring these services each contract year? Understanding how many of 5/6/12 year maintenance and hydrostatic tests each year are required will help ensure the most accurate and competitive pricing is provided.

VA Response - Base Year: Approximately 480 extinguishers requiring 5/6/12 year maintenance and hydrostatic tests.

Option Year 1: Approximately 300 extinguishers requiring the same type of maintenance and tests.

7) For the fire extinguishers requiring 5/6/12 year maintenance and hydrostatic tests, will the government collect the fire extinguishers requiring this service for pick up by the contractor in VA storage? Or will the contractor be required to collect these during the annual inspection process?

VA Response - The contractor will be required to collect the extinguishers requiring 5/6/12 year maintenance during the annual inspection process.

8) In the interest of ensuring offerors do not provide too high of a contingency for replacement extinguishers covered by Section D.5 of the Scope of Work, would the government consider an annual Not-To-Exceed (NTE) CLIN to cover the cost of these unknown replacements/recharges? Otherwise, we’ll be required to build in additional funding for this unknown, which may be too much, or not enough. By providing a NTE CLIN for this, it ensures the government is only funding enough to cover the needs of these replacements and nothing more. It also ensures the government receives equally comparable price quotes for the known defined services (inspections).

VA Response - The price schedule has been revised to state NTE 20 fire extinguishers in Section D.5 of the Scope of Work.
