About this file

This document contains a justification for a sole source award and a related federal contract opportunity notice. The Department of Veterans Affairs intends to award a sole source contract to CenTrak, Inc. for the installation of a Patient Elopement Warning system at the VA Southern Nevada Healthcare System. The system integrates with an existing Real-Time Location System from CenTrak and requires their proprietary software and integration services. Only CenTrak is qualified to perform the necessary integration due to their ownership and operation of both systems. The estimated value of the contract is $202,045.38 over a base year and four option years. Interested parties may identify their capability to meet the requirement by January 31, 2020, but the VA will determine if a competitive procurement is warranted or proceed with the sole source award to CenTrak.

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106‐1 For

Over Micro‐Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C261‐20‐AP‐1297

1. Contracting Activity: Department of Veterans Affairs, Veterans Health Administration, Regional Procurement Office West, Network Contracting Office 21 on behalf of VA Southern Nevada Healthcare System (VASNHS).

2237: 593‐20‐1‐136‐0074

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

Installation of a PEW System which includes a base plus 4 option years of Service and Maintenace for the VASNHS. This system reduces patient elopement and increases safety and care of patients.

This system integrates with RTLS (Centrak, Inc. proprietary software and system). The estimated value of this procurement is $202,045.38.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The VA currently utilizes RTLS setup by Centrak, Inc.. Centrak is the only vendor capable of performing integration with RTLS within the VA due to the proprietary and contractual nature of RTLS. The PEW System at the VASNHS is an extension of RTLS and is proprietary in nature to Centrak. The interoperability between these two Centrak owned systems is proprietary and requires Centrak to provide necessary licensure and hardware to provide support. Centrak has certified and PIV’d individuals that have the necessary training to perform remote services into the VA’s RTLS.

Providing remote access saves time and money. Any additional vendor that is not certified to provide remote access support will have to go through the rigorous process of PIV and background checks.

4. Description of market research conducted and results or statement why it was not conducted:

VIP was queried under NAICs 541511. Since this is a brand name only requirement, a query was made on the VA NAC with keyword “CenTrak” and no results were found. A query was also made on GSA with the same keyword, and only 1 VIP verified SDVOSB was found. A search was made on all non‐manufacturer rule class waivers. It was found that there are no non‐manufacturer rule class waivers for NAICS 541511. The previous contract, VA262‐16‐P‐1028, awarded on 09/28/2016 was looked up in eCMS and FPDS. It appears that we have already obligated $188,658.00 on the current PEW system that is installed in VA Southern Nevada Healthcare System. Based on the brand name justification, there is no reason to believe that any other contractor can meet the needs of the requirement and that the “Rule of Two exists”.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106‐1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
