Q=Questions A=Answers Q1. The 272,301 square feet outlined in the solicitation is that the net cleanable square footage or gross square footage. If that quantity is gross could you please provide the net cleanable.

A1- The 272,301 is cleanable square footage.

Q2. Is this solicitation a new requirement or an existing requirement? If existing could you please provide incumbent company and contract value.

A2- This is new requirements.

Q3 -Room listing by building/floor. For example, Attachment 1 list Building 2 (Ground through 3rd floors) has 60,627 sq. ft. What do those consist of, offices, clinics, restrooms, etc? Please provide room listing and square footage. Or building map, something that provides information on the usage of the rooms in the building.

A3- Information can be obtained during the site visit.

Q4- provide whether a building/area is open 5, 6 or 7 days per week.

Q11-Will the VA provide training for the requirements of SFVAHCS and its regulations for radiation safety? Provide the documents of the requirements to ensure regulations are taught and meet?

Q12-Will the VA provide the training for the basic orientation to the facility and VA mission and goals?

Q18-Will the government provide all paper products (e.g., toilet paper, paper towels, toilet seat covers) and trash bags. If not, please specify which of these products the government will provide.

A19-Contractor will clean up to seven feet in height.

Q20-Services are requested 3:30 PM to 7:30 AM. Who is providing these services 7:30 to 3:30?

A20- Refer to A15 Q21-The need to have a CEH available seems excessive. What experience can be substituted?

Q26-What are the hours in each area that the VA provides non-medical services? e.g., what time does the canteen begin preparing in the AM and ending in the PM?

A26- Canteen staff start at 6:00 am and the Retail Store closes at 4:00 with the last of the staff leaving at 5:00 pm Q27-Are areas of corridors/ hallways included in the sq. ft. listed for Bldgs 2,3,7,200 ,203 and 210? If not, what are these areas?

A27- Yes, the areas of corridors/ hallways included in the sq. ft. listed for Bldgs 2,3,7,200 ,203 and 210.

No janitorial service inside buildings 3 and 210; only corridors and hallways that are leading/connected to buildings 3 and 210.

Q28-Can you please advise us as to what departments are in Buildings 3 and 22 (e.g., Administration, etc.)? Also, can you please provide the square footage of the hallways/corridors of the following buildings: 2, 3, 7 ,200, 203 and 210?

A28-Bldg. 3 is administration (it holds medical records and Engineering). Bldg. 22 is the new Hoptel (patient overnight lodging). Refer to A27.

Q29-Issues on the Wage Determination for janitors working in San Francisco (i.e., # 1974-1257, Revision No. 41, dated 12/26/20178). On page 4, under Additional Rate Notes: it states that "There shall be a twenty ($0.50) cents an hour premium for those employees working in the classifications and performing the duties of carpet and rug cleaning...". Also, it states that foremen who supervise ten or fewer employees shall receive $1.00 per hour in addition to the wage rate for which they are eligible and it says the same $1.00 per hour for foremen who supervise more than ten employees.

The Washington, D.C. office of the Department of Labor advised that the Contracting Officer must provide clarification as to which rate should be used for employees doing carpet cleaning ($0.20 or $0.50). So, please provide the rate to be used in pricing this proposal. Also, please advise as to whether foremen supervising ten or fewer or more than ten employees should be paid $1.00 per hour more or should there be a higher rate for foremen supervising more than ten employees?

A29-DOL WD has a typo therefore DOL need to correct the error and we cannot make this decision. With regards to foremen, it is up to the contractor to determine what labor categories to use or what rate to apply.

Q30- Buildings/Facility Listing Chart, solicitation page 18 of 48; Corridors/Hallways Bldgs 2, 3, 7, 200, 203, & 210 square footage; No square footage is listed.

The following changes in the solicitation:

Under Section 4- Addendum to 52.212-2-Evaluation; delete in its entirety and replace with the following FACTOR I- Technical capability-

1.1 Staffing – Discuss how many janitors/supervisors the contractor recommends accomplishing the work tasks. The proposed staffing approach may be incorporated into the resultant contract and will be a material and binding part of the resultant contract.

1.2 Submit copy of International Executive Housekeeping Association (I.E.H.A.) Certificate or Certified Health Care Environmental Services Professional (CHESP) Certificate.

1.3 Contractor shall indicate if they intend on subcontracting. If so, provide the name of the subcontractor and percentage of what work will be subcontracted.

The quote should not simply restate the Performance Work Statement. Simply restating the Performance Work Statement will not be evaluated favorably.

FACTOR 2 – Past Performance-

Contractor shall include not more than five references and describe your experience in the Janitorial service to include: Contract number, who work was performed for, period of performance, dollar value of the contract, and describe services performed. The work must be similar in size and scope/magnitude to this requirement. The surveys are in Section D as Attachment 2.

The Government may contact references, other than those identified by the offeror, and may check Federal Procurement Data System (FPDS), Past Performance Information Retrieval System (PPIRS), Contractor Performance Assessment Reporting System (CPARS), etc. The information is to determine if recent (within the past 5 years) and relevant (similar size and type of work) and the overall trend in the ratings of quality for previous contracts.

FACTOR 3 – Price-

When submitting pricing information, the offeror will provide a fixed unit prices for the line items in the price schedule. Evaluations will be based on a comparison of the aggregate price of all offerors. The aggregate price is the total of the base year plus all options years. Evaluation of options shall not obligate the Government to exercise the option(s).
