About this file
This document contains frequently asked questions and answers regarding water treatment chemical services for a federal facility. The facility has four cooling towers, one chiller tower, and closed loop chilled water, glycol, and boiler systems requiring treatment. The cooling towers have a combined volume of approximately 25,000 gallons, while individual towers range from 2,400 to 20,000 gallons. The chilled water loop volume is around 200,000 gallons and treats up to 500,000 gallons of closed loop water annually. Boilers produce steam from 10,000 to 42,000 pounds per hour at approximately 115 PSI and 228 degree feed water. Pre-treatment includes softening and upcoming dealkalization and condensate polishing. The solicitation seeks a contractor to provide all treatment chemicals including hypochlorite, acid, phosphates, sulfite, amines and inhibited propylene glycol. A dual biocide program is required for legionella control. The related federal contract opportunity is solicitation number 36C25920Q0333 to provide water system chemical treatment services for the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 19 facility.

Frequently asked questions in Black Text and Answers in Red Text
Cooling Tower Systems:
· How many separate cooling tower systems?
(4) cooling towers at Bldg. 27, (1) at Bldg. 6 (CHP)
· Can you provide chiller tonnage for system?
(2) 1000 ton units, (1) 500 ton, (1) 200 ton (CHP)
· Can you provide average load?
200-400 tons during winter, 1700 tons peak summertime load
· Does Cooling system run year round?
Yes, plate and frame is used during winter months
· Does the vendor provide the hypo and acid as well?
Yes, the awarded contractor is to provide all treatment chemicals for all cooling towers, closed loop systems, glycol systems, boiler systems, etc.
· Is acid for the cooling towers a part of the opportunity or is this something separate?
Yes, acid for the cooling towers is required to be provided by the awarded contractor. This is typically delivered every few weeks and is pumped from a bulk reservoir from a delivery truck.
· Estimated system volume for Cooling Towers:
Cooling Towers 1,2,4 (common sump) approx. 20,000 gal Cooling Tower 3: approx. 2,400 gal CHP Cooling Tower: approx. 2,400 gal *** We run approx. 4-6 cycles on all our cooling towers
Chilled Water Loop:
· Can you provide system volume and water loss estimates?
Plan to treat up to 500,000 gallons of closed loop system water and water loss annually (between chilled water loop and hot water heat systems)
Chilled Loop / Closed Loop Systems:
· Estimated annual makeup water usage and system volume:
A. The Campus Chilled Water System volume is approx 200,000 gal.
B. Makeup water usage varies, plan to treat up to 500,000 gal of closed loop water annually between the Chilled Water Loop and all other Closed Loop Systems.
· Is a dual biocide program required for the opportunity?
Yes, it is a requirement for optimal legionella and general bacteria control.
Glycol Loop:
· Type of glycol used, total volume of systems, and estimated annual usage:
We use Huntsman Inhibited Propylene Glycol, typical usage is 3-5 drums annually.
Boiler System:
· Can you provide HP of each boiler (or max lbs/hr steam rating)?
Boiler #1: 25,000 lb/hr Boiler #2: 50,000 lb/hr Boiler #3: 12,200 lb/hr CHP Steam Generator: 2,400 lb/hr
· Can you provide Boiler average load or lbs of steam actually produced?
Load varies between 10,000 lb/hr (summer), to 42,000 lb/hr (winter)
· Can you provide percentage of condensate return?
75-80%
· Can you provide Operating pressure of boilers?
Approx 115 psi in each Boiler to maintain 110 psi on the main steam header
· Do you have a feedwater tank or DA tank (what is the temp of tank)?
Deaerator @ 228F (8psi)
· Do you have softeners on makeup water? (or other pre-treatment including RO, Dealkalizers, etc) We have softeners, and will soon have dealkalizers and a condensate return polisher installed
· Do you use an alkalinity builder chemical as well as a standard sulfite, internal treatment (phosphate or polymer), and steamline amine program?
Phosphates injected into each Boiler Sulfites injected into the Deaerator Amines injected into each steam line (2 lines)
· Composition of the feed water (from DA tank) for the boiler system Deaerator conductivity is typically between 80-100 µS/cm, with <1ppm Hardness
· Do you currently own a spectrometer such as a Hach DR890 to test for treatment levels in the boiler / cooling towers?
Yes, we have a Hach DR890 that we use in the boiler plant for phosphate analyses
· Do you use an alkalinity builder chemical?
There is caustic in our PO4 Treatment
· Annual pounds of steam produced Approx. 100-120 million lbs of steam per year
· Annual Gallons of Makeup water to the boilers Approx. 3 million gallons of makeup water annually ***We run approx. 30-40 cycles on all Boilers, and plan to run over 50 cycles once the dealkalyzers and condensate polisher is installed within a few months.
Water Softener System:
· What are the size of the BLDG 6 and BLDG 42 Brine Tanks?
30 Tons of Salt for BLDG 6 and 90 tons of Salt for BLDG 42
· Regarding the softener salt, will this opportunity call for a packaged product or bulk? Would you be able to receive 25 tons or 18 pallets of salt at a time for this opportunity?
A. Bulk salt delivery and loading for Bldg. 6 and Bldg. 42 brine tanks accessible via outdoor manhole, delivered every 2-3 weeks or whenever required by the facility, up to 400 tons annually B. Bldg. 1 & 2 require hand delivery and indoor loading of the salt into the Marcor water softeners tanks. This is typically performed during the bi-weekly checks.
DI Bottles:
· Information on DI Bottles:
(4) Mixed bed deionizers, must be replaced every 90 days regardless of bed quality.
SOW Related:
· Under the "parts" section - 3e - it suggests that the contractor should provide a quote for unscheduled replacement parts. Is this something that should be included in the initial proposal, or on an as needed basis after the contract starts?
The quote of the replacement parts listed in SOW section 3(e)b. would be on an as needed basis that would require the COR approval prior to shipment or installation. The replacement parts for SOW 3(e)a. need to be included in the offeror’s solicitation quote because they are part of the required routine maintenance services.
· Will the awarded contractor be granted key access or will an escort be provided?
Yes, the contractor who is awarded will be undergo administrative and security checks, once passed will receive PIV badge access, but the contractor is still required to schedule with the COR and check-in at BLDG 6 Steam Boiler Plant’s on-duty boiler plant operator
· Is the cost of the salt need included in this solicitation?
Yes, the annual forecasted Salt amount for delivery and Salt added into the Water Softener Systems on the SOW needs to be in the solicitation
· Is the chlorine dioxide generator part of this solicitation?
No, the chlorine Dioxide Generator is not included in this solicitation
