We cannot find any Specifications package that was provided for this project. Amendment 0001 states “Amendment for: Providing specs and drawings for full size printing” however, only the drawings were provided.

Will there be a specifications package provided for this project? Some equipment is noted on drawings however, without full specifications, there is many unknown requirements.

The solicitation document states that we are to replace over 190 defective steam traps. We are unable to correlate that number to the drawings. Please confirm that only traps with conditions LK, PL, and BT are to be replaced.

All steam traps highlighted yellow on sheets M-003, M-004, and M-005 will be replaced.

Approx. 190. All steam traps replaced will have a module installed for monitoring which uses a radio frequency (RF) wireless transmitter mounted at the inlet of any type of steam trap to detect temperature and ultrasonic fluctuations in steam flow. A central receiver then alerts system operators of trap failure, (i.e. Steameye).

How much notice is required prior to a shutdown?

See attached Utility Shutdown SOP Process Rev 1 power point. A 21-day notice is required for utility shutdown. We are aware of what General Specification 01 00 00 states. This will be changed to 21 days as shown below. There will be no shutdown greater than 8 hours. There is no time of year or day of week restriction to shutdowns. Proper notice, 21 days, needs to be given and the VA will coordinate the shutdown.

See Specifications 01 00 00, Section 1.5, H., 1-5.

1. No utility service such as water, gas, steam, sewers or electricity, or fire protection systems and communications systems may be interrupted without prior approval of Resident Engineer and Chief of Facilities Management.

2. Contractor shall submit a request to interrupt any such services to Resident Engineer, in writing, 21 days in advance of proposed interruption. Request shall state reason, date, exact time of, and approximate duration of such interruption.

3. Contractor will be advised (in writing) of approval of request, or of which other date and/or time such interruption will cause least inconvenience to operations of Medical Center.

Interruption time approved by Medical Center may occur at other than Contractor's normal working hours.

4. Major interruptions of any system must be requested, in writing, at least 21 calendar days prior to the desired time and shall be performed as directed by the Resident Engineer.

5. In case of a contract construction emergency, service will be interrupted on approval of Resident Engineer. Such approval will be confirmed in writing as soon as practical.

How long will we be permitted for any shutdown?

When possible, planned utility shutdowns will be scheduled outside of normal business hours to avoid affecting on-going patient care activities, however, on occasion, a shutdown may be required during operating hours. FMS will coordinate all planned utility shutdowns with the affected location to minimize the impact. FMS is responsible for notifying the appropriate Site Managers and/or Service Chiefs and making any alternative arrangements for patient care activities, if required.

Outages will be scheduled no longer than 8-hour blocks of time, with minimal exceptions to avoid affecting on-going patient care activities. See Utility Shutdown Process LLVAMC FMS- Project SOP

MD-102, MD-103

Demolition keynotes call for “partial demolition of existing 2hr rated enclosures”. What material is this enclosure? Are we responsible for restoring to new?

Contractor to restore demolished 2hr rated enclosure. Material to comply with Specification 09 29 00.

The material is two layers of 5/8”, Type X gypsum board.

D. Gypsum Board:

1. Two hour wall:

a. Erect base layer (backing board) vertically on finish side of wall with end joints staggered. Fasten base layer panels to studs with 25 mm (one inch) long screws, spaced 600 mm (24 inches) on center.

b. Use laminating adhesive between plies in accordance with UL or FM if required by fire test.

c. Apply face layer of gypsum board required by fire test vertically over base layer with joints staggered and attach with screws of sufficient length to secure to framing staggered from those in base, spaced 300 mm (12 inches) on center.

1.5 OPERATIONS AND STORAGE AREAS

A. The Contractor shall confine all operations (including storage of materials) on Government premises to areas authorized or approved by the Contracting Officer. The Contractor shall hold and save the Government, its officers and agents, free and harmless from liability of any nature occasioned by the Contractor's performance.

B. Temporary buildings (e.g., storage sheds, shops, offices) and utilities may be erected by the Contractor only with the approval of the Contracting Officer and shall be built with labor and materials furnished by the Contractor without expense to the Government. The temporary buildings and utilities shall remain the property of the Contractor and shall be removed by the Contractor at its expense upon completion of the work. With the written consent of the Contracting Officer, the buildings and utilities may be abandoned and need not be removed.

Drawing M-402.3 AHU-13 Key note 2 states “Patch drain pan and replace all corroded piping and valves”. Will contracting please quantify this requirement to allow for equal bidding between contractors ?

Please see pictures of AHU-13 for additional information and clarification. Also, please note that drawing M-402.3 should state “Second Floor Service Bay #5” for AHU-13.

The drain pan area to patch is approx. 50 square feet.

The corroded piping is approx. 30 linear feet and the size of pipe is between ¾” to 2”. (See Pictures).

In regards to the demo of vent risers, is the access to these risers on each floor in mechanical rooms? Are the risers exposed are in walls?

Reference drawings. Access to these risers are in mechanical rooms on every floor except the basement. In the basement, the vents are inside of the firewall enclosure, approx. 20’ deep.

This is the portion that will need partial demo to access the vent. See attached pictures of the inside of the enclosure, as viewed from the basement tunnel.

The VA issued solicitation 36C25818R0217 under the NAICS code is 238220 Plumbing, Heating, and Air-Conditioning Contractors. Small Business manufacturers for this NAICS code have a size standard of $15M. The project involves additional work and trades not commonly performed by mechanical contractors. These include 3rd party commissioning, selective demolition, firestopping, gypsum wallboard assemblies, painting, and electrical. Additionally, by classifying this solicitation under NAICS 238220, many contractors, including some mechanical contractors will exceed the $15M size standard, thereby limiting competition to the Govt. by making it impossible for these Contractors to submit an offer for this solicitation.

Will the VA consider revising the NAICS Code to 236220 with a size standard of $36.5M?

The NAICS code will remain 238220.

The listed Spec’s do not include TIL Division 09 Finishes. My guess is specification 09 91 00 should be included?

SECTION 01 00 00

GENERAL REQUIREMENTS

1.1 GENERAL INTENTION

A. Contractor shall completely prepare site for building operations, including demolition and removal of existing structures, and furnish labor and materials and perform work for

__ as required by drawings and specifications.

B. Visits to the site by Bidders may be made only by appointment with the Medical Center Engineering Officer.

C. Architect-Engineers will render certain technical services during construction. Such services shall be considered as advisory to the Government and shall not be construed as expressing or implying a contractual act of the Government without affirmations by Contracting Officer or his duly authorized representative.

D. All employees of general contractor and subcontractors shall comply with VA security management program and obtain permission of the VA police, be identified by project and employer, and restricted from unauthorized access.

1.2 STATEMENT OF BID ITEM(S)

A. ITEM III, Mechanical Work: Includes all labor, material, equipment and supervision to perform the required Mechanical construction work on this project including, pressure-powered compensate pumps, steam and condensate return piping, insulation, steam and condensate piping specialties (valve, steam traps, pressure regulators, and accessories).

1.3 SPECIFICATIONS AND DRAWINGS FOR CONTRACTOR

A. Drawings and contract documents may be obtained from the website where the solicitation is posted. Additional copies will be at

1.4 CONSTRUCTION SECURITY REQUIREMENTS

A. Security Plan:

1. The security plan defines both physical and administrative security procedures that will remain effective for the entire duration of the project.

2. The General Contractor is responsible for assuring that all sub-contractors working on the project and their employees also comply with these regulations.

B. Security Procedures:

1. General Contractor’s employees shall not enter the project site without appropriate badge. They may also be subject to inspection of their personal effects when entering or leaving the project site.

2. Before starting work the General Contractor shall give one week’s notice to the Contracting Officer so that security escort arrangements can be provided for the employees. This notice is separate from any notices required for utility shutdown described later in this section.

3. No photography of VA premises is allowed without written permission of the Contracting Officer.

4. VA reserves the right to close down or shut down the project site and order General Contractor’s employees off the premises in the event of a national emergency. The General Contractor

01 00 00 -3 may return to the site only with the written approval of the

Contracting Officer.

C. Key Control:

1. The General Contractor shall provide duplicate keys and lock combinations to the Contracting officers representative

Resident Engineer for the purpose of security inspections of every area of project including tool boxes and parked machines and take any emergency action.

2. The General Contractor shall turn over all permanent lock cylinders to the VA locksmith for permanent installation. See

Section 08 71 00, DOOR HARDWARE and coordinate.

D. Document Control:

1. Before starting any work, the General Contractor/Sub

Contractors shall submit an electronic security memorandum describing the approach to following goals and maintaining confidentiality of “sensitive information”.

2. The General Contractor is responsible for safekeeping of all drawings, project manual and other project information. This information shall be shared only with those with a specific need to accomplish the project.

3. Certain documents, sketches, videos or photographs and drawings may be marked “Law Enforcement Sensitive” or

“Sensitive Unclassified”. Secure such information in separate containers and limit the access to only those who will need it for the project. Return the information to the Contracting

Officer upon request.

4. These security documents shall not be removed or transmitted from the project site without the written approval of

Contracting Officer.

5. All paper waste or electronic media such as CD’s and diskettes shall be shredded and destroyed in a manner acceptable to the

VA.

6. Notify Contracting Officer and Site Security Officer immediately when there is a loss or compromise of “sensitive information”.

7. All electronic information shall be stored in specified location following VA standards and procedures using an

Engineering Document Management Software (EDMS).

a. Security, access and maintenance of all project drawings, both scanned and electronic shall be performed and tracked through the EDMS system.

b. “Sensitive information” including drawings and other documents may be attached to e-mail provided all VA encryption procedures are followed.

E. Motor Vehicle Restrictions

1. Vehicle authorization request shall be required for any vehicle entering the site and such request shall be submitted

24 hours before the date and time of access. Access shall be restricted to picking up and dropping off materials and supplies.

2. A limited number of (2 to 5) permits shall be issued for

General Contractor and its employees for parking in designated areas only.

1.5 OPERATIONS AND STORAGE AREAS

A. The Contractor shall confine all operations (including storage of materials) on Government premises to areas authorized or approved by the Contracting Officer. The Contractor shall hold and save the Government, its officers and agents, free and harmless from liability of any nature occasioned by the Contractor's performance.

B. Temporary buildings (e.g., storage sheds, shops, offices) and utilities may be erected by the Contractor only with the approval of the Contracting Officer and shall be built with labor and materials furnished by the Contractor without expense to the

Government. The temporary buildings and utilities shall remain the property of the Contractor and shall be removed by the

Contractor at its expense upon completion of the work. With the written consent of the Contracting Officer, the buildings and utilities may be abandoned and need not be removed.

C. The Contractor shall, under regulations prescribed by the

Contracting Officer, use only established roadways, or use temporary roadways constructed by the Contractor when and as authorized by the Contracting Officer. When materials are transported in prosecuting the work, vehicles shall not be loaded beyond the loading capacity recommended by the manufacturer of the vehicle or prescribed by any Federal, State, or local law or regulation. When it is necessary to cross curbs or sidewalks, the

Contractor shall protect them from damage. The Contractor shall repair or pay for the repair of any damaged curbs, sidewalks, or roads.

D. Execute work in such a manner as to interfere as little as possible with work being done by others. Keep roads clear of

01 00 00 -6 construction materials, debris, standing construction equipment and vehicles at all times.

E. Execute work as to interfere as little as possible with normal functioning of Medical Center as a whole, including operations of utility services, fire protection systems and any existing equipment, and with work being done by others. Use of equipment and tools that transmit vibrations and noises through the building structure, are not permitted in buildings that are occupied, during construction, jointly by patients or medical personnel, and Contractor's personnel, except as permitted by

Resident Engineer.

1. Do not store materials and equipment in other than assigned areas.

2. Schedule delivery of materials and equipment to immediate construction working areas within buildings in use by

Department of Veterans Affairs in quantities sufficient for not more than two work days. Provide unobstructed access to

Medical Center areas required to remain in operation.

3. Where access by Medical Center personnel to vacated portions of buildings is not required, storage of Contractor's materials and equipment will be permitted subject to fire and safety requirements.

F. Phasing:

The Medical Center must maintain its operation 24 hours a day 7 days a week. Therefore, any interruption in service must be scheduled and coordinated with the COR to ensure that no lapses in operation occur. It is the CONTRACTOR'S responsibility to develop a work plan and schedule detailing, at a minimum, the procedures to be employed, the equipment and materials to be

01 00 00 -7 used, the interim life safety measure to be used during the work, and a schedule defining the duration of the work with milestone subtasks. The work to be outlined shall include, but not be limited to:

To insure such executions, Contractor shall furnish the Resident

Engineer with a schedule of approximate phasing dates on which the Contractor intends to accomplish work in each specific area of site, building or portion thereof. In addition, Contractor shall notify the Resident Engineer two weeks in advance of the proposed date of starting work in each specific area of site, building or portion thereof. Arrange such phasing dates to insure accomplishment of this work in successive phases mutually agreeable to Medical Center Director, Resident Engineer and

Contractor, as follows:

G. Construction Fence: Before construction operations begin, Contractor shall provide a chain link construction fence, 2.1m

(seven feet) minimum height, around the construction area indicated on the drawings. Provide gates as required for access with necessary hardware, including hasps and padlocks. Fasten fence fabric to terminal posts with tension bands and to line posts and top and bottom rails with tie wires spaced at maximum

375mm (15 inches). Bottom of fences shall extend to 25mm (one inch) above grade. Remove the fence when directed by Resident

Engineer.

H. Utilities Services: Maintain existing utility services for

Medical Center at all times. Provide temporary facilities, labor, materials, equipment, connections, and utilities to assure uninterrupted services. Where necessary to cut existing water, steam, gases, sewer or air pipes, or conduits, wires, cables, etc. of utility services or of fire protection systems and

01 00 00 -8 communications systems (including telephone), they shall be cut and capped at suitable places where shown; or, in absence of such indication, where directed by Resident Engineer.

1. No utility service such as water, gas, steam, sewers or electricity, or fire protection systems and communications systems may be interrupted without prior approval of Resident

Engineer and Chief of Facilities Management.

2. Contractor shall submit a request to interrupt any such services to Resident Engineer, in writing, 7 days n advance of proposed interruption. Request shall state reason, date, exact time of, and approximate duration of such interruption.

3. Contractor will be advised (in writing) of approval of request, or of which other date and/or time such interruption will cause least inconvenience to operations of Medical

Center. Interruption time approved by Medical Center may occur at other than Contractor's normal working hours.

4. Major interruptions of any system must be requested, in writing, at least 15 calendar days prior to the desired time and shall be performed as directed by the Resident Engineer.

5. In case of a contract construction emergency, service will be interrupted on approval of Resident Engineer. Such approval will be confirmed in writing as soon as practical.

I. To minimize interference of construction activities with flow of

Medical Center traffic, comply with the following:

1. Keep roads, walks and entrances to grounds, to parking and to occupied areas of buildings clear of construction materials, debris and standing construction equipment and vehicles. //

Wherever excavation for new utility lines cross existing

01 00 00 -9 roads, at least one lane must be open to traffic at all times with approval. //

2. Method and scheduling of required cutting, altering and removal of existing roads, walks and entrances must be approved by the Resident Engineer.

1.6 DISPOSAL AND RETENTION

A. Materials and equipment accruing from work removed and from demolition of buildings or structures, or parts thereof, shall be disposed of as follows:

1. Reserved items which are to remain property of the Government are identified by attached tags as items to be stored. Items that remain property of the Government shall be removed or dislodged from present locations in such a manner as to prevent damage which would be detrimental to re-installation and reuse. Store such items where directed by Resident

Engineer.

2. Items not reserved shall become property of the Contractor and be removed by Contractor from Medical Center.

3. Items of portable equipment and furnishings located in rooms and spaces in which work is to be done under this contract shall remain the property of the Government. When rooms and spaces are vacated by the Department of Veterans Affairs during the alteration period, such items which are NOT required by drawings and specifications to be either relocated or reused will be removed by the Government in advance of work to avoid interfering with Contractor's operation.

1.7 AS-BUILT DRAWINGS

A. The contractor shall maintain two full size sets of as-built drawings which will be kept current during construction of the

01 00 00 -10 project, to include all contract changes, modifications and clarifications.

B. All variations shall be shown in the same general detail as used in the contract drawings. To insure compliance, as-built drawings shall be made available for the Resident Engineer's review, as often as requested.

C. Contractor shall deliver two approved completed sets of as-built drawings in the electronic version (scanned PDF) to the Resident

Engineer and Chief of Facilities Management within 15 calendar days after each completed phase and after the acceptance of the project by the Resident Engineer.

D. Paragraphs A, B, & C shall also apply to all shop drawings.

1.8 RESIDENT ENGINEER'S FIELD OFFICE

A. The Contractor shall, within fifteen (15) days after receipt of

Notice to Proceed, provide where shown on the drawings a temporary field office, furniture, and two inch deep gravel surfaced area for use of the Resident Engineer. Office and furniture shall be new.

B. The field office shall provide not less than 67 square meters

(720 gross square feet) of floor area in one unit. Installation of the office shall meet all local codes.

C. Provide office with two, 900 mm (three foot) wide exterior doors, including hardware and OSHA approved platform and stairs leading to grade.

D. Enclose the entire perimeter of the office from the floor to the ground and finish to match exterior. Provide R7 insulation and seal tight to ground with a painted 19 mm (3/4 inch) exterior grade plywood skirt.

E. Exterior finishes shall be manufacturer's standards.

F. Provide floor, wall, and roof with not less than R5 insulation.

G. Interior finishes shall consist of resilient flooring, plywood paneling or painted wallboard on walls, and acoustical tile ceilings. Interior doors may be either painted or stained.

H. Interior shall be subdivided with full height partitions to provide two offices, and one toilet. Provide each space with 900 mm (three foot) wide door with master keyed locks. Section off an area with a low partition and counter for the secretary's desk.

I. Provide 750 mm (2-1/2 feet) wide by 900 mm (3 feet) high operable windows; two in each room (none required in sample room), except provide only one 600 mm (2 foot) high window in toilet room(s).

Window openings shall be fitted with security bars to prevent any forced entry. The door of field office shall have a hasp and padlock and also deadbolts keyed from both sides.

J. Provide sufficient fluorescent lighting in each room to deliver

750 lux (70 foot-candles) of light at desk top height without the aid of daylight. Provide one light switch in each room.

K. Provide one duplex receptacle in each wall of each room. If a wall is 3.0 m (10 feet) long or more, provide two receptacles for each 3.0 m (10 feet), or portion thereof, of wall. Provide two duplex receptacles in low partition at secretary's desk.

L. The Contractor shall provide the following:

1. Electricity, hot and cold water, and necessary utility services (except telephone).

2. All necessary piping, power circuits network cabling, cat 5e or better cabling for phones and computers, electrical fixtures, lighting, and other items necessary to provide a

01 00 00 -12 habitable structure for the purpose intended. The number of network and electrical receptacles will be as per attached drawing of the field office.

3. Thermostatically controlled, centralized heating and air conditioning system designed to maintain the temperature between 21 and 27 degrees C (70 and 80 degrees F) with 50 percent relative humidity maintained during the air conditioning season.

4. One water closet, lavatory, mirror, toilet paper dispenser, paper towel dispenser, soap dispenser, towel bar, and two-prong coat hooks for each toilet room.

M. Contractor shall, for the duration of the Resident Engineer's occupancy, provide the following:

1. Satisfactory conditions in and around the field office and parking area.

2. Maintenance of gravel surfaced area, including the area for parking, in an acceptable condition for vehicle and foot traffic at all times.

3. Maintenance of utility services.

4. Daily janitorial services and supplies (toilet paper, soap, etc.).

5. Potable water, fuel and electric power for normal office uses, including lights, heating and air conditioning.

N. The Contractor shall provide the following new items:
