Additional RFI Questions- 36C25724B0008 ELP Panel Annunciators' Relocation

1. There is a total of two panels shown in drawings ET901 detail 5 and 7 (OHIO#1 and OHIO#2) to be installed on the electrical cabinet but we are called to relocate just one.

Response: Design Analysis Part 2 – Design Requirements and Provisions, Chapter 3 Electrical, Section 3.1 Interior Low Voltage Systems, Paragraph 3.1.1 Existing Conditions, Sub-paragraph Medical Gas System Master Panel: The base scope of work includes relocating a single panel. Provide Bid-Alternate to Upgrade to current generation Master Alarm Panel due to limited replacement part availability. (Replacement Panel: Ohio Medical Master Alarm HMI 30 Point with Dry Contacts, Ethernet (263748-CE))

2. Is the current Med Gas Master Alarm Panel sharing a common on the low voltage signals? If the answer is yes, we would need to have it replaced in order to upgrade the panel to meet code standards NFPA99 to send individual connections for each signal.

Response: It is believed that all sensors are routed and terminated at each Master Panel as independent signal circuits with +/- terminations.

3. Which is the type of category for EL PASO VA HEALTHCARE SYSTEM, category 1, 2, 3 or 4?

Response: NFPA 99 Chapter 4 Fundamentals, Paragraph 4.1 Risk Categories: The type category for this facility is Category 1.

4. Besides the Med Gas Master Alarm Panel that would be relocated, is there any other Med Gas Master Alarm Panel on the facility.

Response: Yes. RE: Design Analysis Part 2 – Design Requirements and Provisions, Chapter 2 Mechanial, Paragraph 2.1 Plumbing, Sub-paragraph 2.1.1 Existing Conditions: The second panel is located in the Engineering Building – Maintenance Shop. Field verify location.

The two panels comply with VA Design Manual Requirements as follows:

RE: Plumbing PG-18-10 Design Manual (PG 18-10 – PLUMBING DESIGN MANUAL January 1, 2023); Chapter 8, Section 8.2.4 Alarms:

(a) To ensure continuous responsible observation, two master system alarms, in separate warning locations, are required for each medical gas and vacuum system.

(b) The primary warning location shall be supervised by engineering personnel and shall be located at one of the following (in order of priority): boiler plant control office, engineering control center, or in the office or principal working area of the individual responsible for the maintenance of the medical gas system. The primary alarm point shall be an alarm point in the direct digital control system and a physical, labeled, visual alarm indicator inside the primary warning location.

(c) The secondary warning location shall be situated to ensure continuous surveillance during the working hours of the facility. Suitable secondary warning locations may include: intensive care nursing unit, fire station, telephone switchboard, security office, or other continuously-staffed location.
