RE: Replace Dumbwaiter Elevators T1-T6
Clarifications and site visit sign-in sheet are attached. Proposal due date is extended until 7/26 at 4pm Central.
Tabitha Contreras Contracting Officer
1. Does the VA have known timeline for when the AETHON/TUG robot upgrade will take place? If so, could you please let us know when construction is expected to start and finish on that project?
Answer: The new TUGs are scheduled to start arriving in September 2023, and should all be on site by the end of December 2023. Per AETHON, the current system will support the new TUGs.
2. Please advise if there is a beam for material hoisting and what the beam capacity is. One beam was noted during the site walk as available to use, but the capacity was not known.
Answer: The beam capacity is not known, and it is listed as a trolly beam for getting the elevator equipment to the machine rooms. It was used on the last modernization for the larger service and passenger elevators. It has also been used for replacement on the existing generators and motors on the existing T cars. See response to RFI #8 for additional information.
3. T-5 & T-6 Cab Interior. RFI: Please confirm retain rather than replace cab components?
DISCUSSION: We only got to see one of the 2, but in the one we looked at had torn stainless and rather beat up inside the cabs. Best to replace rather than retain.
Answer: The base bid is to replace the door system as noted in the SOW. During contract performance, the contractor shall notify the VA if the existing damaged stainless steel does not impact the installation and operation of the doors.
4. Pit Lighting. RFI: Please confirm pit lighting is to be brought up to ASME 17.1 Code.
DISCUSSION: Pit lighting is insufficient but not addressed directly. Needs to be updated.
Answer: Lighting will need to be upgraded in the pit to comply with the current AMSE code.
5. Conduit. RFI: Are we to replace the screw down couplings with compression couplings where the former was used on EMT in the machine rooms?
DISCUSSION: Existing EMT has screw down couplings. VA Standard is compression.
Answer: No, you are only responsible for new conduit and installation. If the conduit is being replaced, then it will need to comply with VA standards.
6. Machine Room Floor. RFI: Are we to epoxy coat the floor?
DISCUSSION: Not stated, but coating is compromised, and new coating should be applied.
Answer: Yes, include a solid color epoxy flooring system in the machine rooms. VA shall have final choice of color.
7. Cab Flooring. RFI: Please confirm if new flooring is required in T1-T4, T5 & T6?
DISCUSSION: Language in specs seems conflicting between sections on whether or not to replace the flooring in all 6 Dumbwaiters.
Answer: The existing flooring shall remain. If needed the facility will install an LVT or sheet vinyl over the existing. This is typical for all six units.
8. Please advise the roof loads for the area used to transport equipment from the access hatch to the adjacent machine room for T3 and T4.
Answer: The roof load in the area designed for transport of elevator equipment is 12,000 lbs. over a 4 square foot area.
9. Are any of the units on emergency power?
Answer: Yes, T-1, T-2, T-3, and T-4 are on Emergency Power.
10. What are the access requirements for units T5 and T6 located in SPS and the operating rooms?
Answer: Both units in the operating room are located in separate rooms. These rooms can be sealed off and accessed from a sub-sterile corridor. All material removed and installed will need to be covered and sealed when moving through the operating room area. Negative air will be required in these rooms during the work.
In the SPS area, plastic containment barriers will need to be installed around the work area. All material being removed and installed will need to be covered and sealed when moving through the SPS area. Negative air will be required in these areas during the work.
The VA will assist in locating connection points for the negative air units.
11. Do these transport elevators have a fire fighter panel?
Answer: No, they are connected to the main fire fighter panel in the fire control room and return to 1st floor in the event of a fire. They do not have a separate fire fighter panel.
