SECTION 01 00 00

GENERAL REQUIREMENTS

GENERAL

1.1 SAFETY REQUIREMENTS

A. Refer to section 01 35 26, SAFETY REQUIREMENTS for safety and infection control requirements.

1.2 GENERAL INTENTION

A. Contractor shall completely prepare site for building operations, including demolition and removal of existing items shown on the drawings, and furnish labor and materials and perform work for the Building 2

Roof Replacement project as required by drawings and specifications.

B. Offices of Ballard-CLC, as Architect-Engineers, will render certain technical services during construction.

Such services shall be considered as advisory to the Government and shall not be construed as expressing or implying a contractual act of the Government without affirmations by Contracting Officer or his duly authorized representative.

C. All employees of general contractor and subcontractors shall comply with VA security management program and obtain permission of the VA police, be identified by project and employer, and restricted from unauthorized access.

1.3 STATEMENT OF BID ITEM(S)

A. ITEM I, BASE BID : The primary scope of the project is to reroof this building. The existing roof will be removed in its entirety. There are a total of six areas of the roof to be replaced: the original tile roof, two larger modified bitumen roofs on either side, a connecting corridor roof to Building 1, a small roof on the AHU room located on the north end on top of the bitumen roof, and the penthouse roof above the main clay tile roof. All aforementioned roofs are to be replaced per the design laid out by the Architect Engineer. Historic preservation requirements must be taken into account and thus new clay tile will be matched to the tile used on Building 3 re-roof project. This project was our prototype for the site. Submittals will be provided by the COR.

Waterproof membrane with new copper flashing will be installed. The dormers will be reroofed and re-sided. The gutters will be replaced, and downspouts will be added connecting to the existing rainwater collection system. All gutters, downspouts, roof drains, and overflow scuppers will be reworked as necessary to provide a functioning drainage system. The molding on the outside of the walls will be replaced as needed. Salvaged half-round windows with new louvers will be installed at the dormers. All exterior woodwork at the exterior roof soffit and on the dormers will be replaced and repainted. All of the copper trim that is salvageable will be removed cleaned, repaired, and placed back on the building. New copper trim will be provided where necessary to match existing copper trim profiles. All exterior wood trim will be cleaned, repaired, and repainted. Some of the wood trim will need to be replaced due to condition or because it is already missing.

Demolition of the roof and fascia will be coordinated with the presence of hazardous materials. Lead abatement on the outside of the building will be necessary prior to replacement. Lead abatement will include all molding/trim on outside of building that will be replaced per the AE drawings.

Demolition on the roof will take the existing roofing and flashing and underlayment off entirely. This is to include all flashings, dormer siding, gutter flashing and trim. All damage to the roof deck or supporting structure to be repaired.

New mini-split units will be added to attic to dehumidify and temper the temperature in the attic.

Broken or missing windows in the Penthouse will be repaired or replaced, as necessary, including the window now used

01 00 00 -2 for the window A/C unit and the mesh screen window on the North side under the existing hood. Reference AE drawings, specs, and design narrative for additional information. New urethane foam will be installed to the underside of the corrugated metal sheets that are currently installed on the bottom of the rafters. This will encapsulate the attic space as part of the conditioned space of the building.

Building 2 is a multi-story reinforced concrete framed building constructed circa 1929. The building is constructed of reinforced concrete pan joists, slabs, beams and columns. Per the structural analysis, additional structural support will be added in the attic. 2x8 kickers will need to be installed at the mid-span of the roof rafters to help distribute the load of the roof, and to account for locations where the rafters have been notched in the past. The current roof structure is no longer up to Code for the current rafter span and spacing.

B. PROJECT DURATION: The project is to be completed (all phases) within 300 calendar days from notice to proceed from the VA CO or COR. Requests for additional time will be considered after appropriate procedures and paperwork are followed, and evidence is shown to warrant the additional time. Weather delays will require proof of inclement weather and dates.

1.4 SPECIFICATIONS AND DRAWINGS FOR CONTRACTOR

A. Drawings and contract documents may be obtained from the website where the solicitation is posted.

Additional copies will be at Contractor's expense.
