15. Spec/Dwg. Reference (s): Solicitation section "Instructions, Conditions, and other statements to bidders/offers" The original Solicitation allowed emailed bid submissions to the Contracting Officer and Contract specialist under paragraph Bid Due Date and Bid Submission. Amendment 1 changed the bid submission to 'only hard copy' bid submissions. Since the number of COVID 19 cases and infections has significantly risen within the last 60 days, for sake of personal safety, will the VA provide the alternate method of email bid submission? This email bid submission method was stated as an original solicitation requirement. Amendment 1 changed the bid submission to hard copy, which is usually in-person.
Unfortunately, we will not accept email submissions. However, you can mail your submission to the address on block 8 on 1442 form or deliver it by the bid opening due date.
16. Spec/Dwg. Reference (s): Solicitation section "Instructions, Conditions, and other statements to bidders/offers" Bid opening stated be held 'in-person' at the GLAC in Milwaukee, WI in Solicitation and in amendment 1. Will the VA be hosting / providing a live bid opening conference so bidders can listen to bid opening? Please provide a call in number.
At this time, there is no teleconference schedule for bid opening. However, if we are able to obtain a call-in number before bid opening due date then we will publish one.
17. Spec/Dwg. Reference (s): Solicitation section "Instructions, Conditions, and other statements to bidders/offers" If email bid is allowed, will the VA accept bid bond with bid and original hard copy mailed to the VA?
Unfortunately, we will not accept email submissions. However, you can mail your submission to the address on block 8 on 1442 form or deliver it by the bid opening due date.
18. Spec/Dwg. A VA RFI Form is not attached with the Solicitation. Are we to submit using typical VA RFI forms?
There is no official RFI form to be used during solicitation phase. A simple email is sufficient.
19. Is this project tax exempt? Will the CO/COR provide the necessary tax exempt certificates?
Yes, this project is tax exempt, and tax-exempt certificate information will be provided after award.
20. Spec/Dwg. Reference (s): Contracting Officers Special Instructions, Page 8 of solicitation The Contracting Officer will provide a NTP after the contract award is made. What is the approximent duration between issuing the award and issuing the NTP?
We expect to issue NTP two to four weeks after award, however, this timeline is flexible.
21. UV Question/Request for clarification: 1,095 GPM UV System at 94% UVT We are concerned that with such a large UV System, much of the flow to the hospital (all flows less than 55gpm) won’t be treated by the UV System. This system turns off with less flow than 55 gpm to prevent from overheating. We would advise the following: Instead of one large UV unit, we suggest scope be changed to one 120gpm that would have a minimum flow of 6gpm for normal flow. The other could treat up to 1,000gpm, but would only be turned for flows over 120 gpm. This would require a controls package that includes valving and flow meters.
UV to be revised. Refer to revised drawings.
22. Could you please verify the dimensions of the softener? The dimensions should be 8’5” height, 6’2” width, and 24’0” length. The schedule lists W156”x85”HxD42” Refer to revised drawings.
23. Masonry for this project: Bricks – Drawings say the bricks are Sioux City Mountain Shadow What is the finish? Velour or smooth? Velour
24. CMU – There are no structural requirements called out for the CMU. Will vertical rebar, grouting, or reinforcing wire be required in the block?
Grout at 48” o.c. with vertical #5 bar. Horizontal reinforcing @ 16” per structural general notes
25. Is there a minimum embedment depth for dowels into the concrete foundation?
3” if epoxy-drilled with epoxy to be approved by A/E, 18” if placed before pour.
26. Air barrier is called out in the drawings to be on the block, but there is no spec.
Should this be a fluid applied per spec section 07 27 26 such as WR Meadows Air-Shield LSR? Yes, spec attached.
27. Specification Section 11-07-11 The specifications call for cellular glass (foamglas) and/or polyisocyanurate pipe insulation. Can we substitute Owens Corning Fiberglass pipe insulation with all-service jacket as an equivalent material? The fiberglass is more readily available than the cellular glass (foamglas) and/or polyisocyanurate insulation in addition to being more efficient.
Refer to revised Specifications. FRP are not acceptable. Tanks are to be steel.
28. Specification Section 22 31 11 – C.1 and C.2 7 (page 7) Please confirm that fiberglass; FRP tanks are acceptable in lieu of the steel tanks under as listed in section C. 1. Also, the schedule on Drawing P001 does not indicate if the Nancrede NHC-1500-4 system is steel or fiberglass. Please confirm that steel is acceptable.
Refer to revised Specifications. FRP are not acceptable. Tanks are to be steel.
29. Spec Section 01 00 00 1.17 Resident Engineers Field Office, mentions the requirements does this spec section pertain to this solicitation? Please advise.
Not required for this project.
30. Spec: General Conditions Topic: Management Question: Please confirm personnel requirements for this project. Can (1) superintendent fulfill SSHO requirements? Or does (1) superintendent and (1) SSHO need to be on site full-time? Is a QCM required?
For this project the superintendent can fulfill the SSHO requirements. Provided that the superintendent is qualified to fulfill the role, a separate QCM is not required for this project. Provide documentation to the COR for the superintendent’s qualifications.
31. Sheet: SB101 Spec: N/A Topic: Design Question: Plan page SB101 – foundation plan Note 3 states that ‘footing sizes may be required to change based on loads received from pre-engineered metal building manufacturer.’ In the event these will need to be adjusted due to the manf. Recommendations, will this be issued as an after-award change?
Yes, this will be issued as after-award if resize is necessary
32. Spec: Pre-Engineered Building Topic: Basis of Design Question: Is it acceptable to provide a substitute for the ‘basis of design – butlerib II’ pre-engineered building system if it meets the performance requirements in the specifications. Or, is there a sole source justification to be provided?
It is acceptable to provide a substitute that meets or exceeds the basis of design specifications. VA to make final approval of substitute.
33. Topic : Soils Question: IS prime contractor to assume clean soils for exterior work?
Yes, assume clean soils for bid with topsoil requirements noted. Note that a geotechnical consultant hired by GC is required per 014219 spec.
34. Topic : Material Lead Times Question: Due to current market conditions, prime contractors are seeing extensive lead times for materials, especially with pre-engineered building systems. With the 180d PoP constraint, this timeline is not feasible with the engineering, procurement, and installation. Will the VA provide an interim NTP to release materials and issue a full NTP once materials are made available?
The VA shall amend the solicitation to change the Period of Performance (POP) from 180 calendar days after NTP to 240 calendar days after NTP to allow additional time for the pre-engineered building system. Any additional time shall be addressed through standard contracting processes as a modification to the contract.

This building is an unoccupied space for equipment. Typically, on unoccupied buildings the roof insulation is R-19 and the walls are R-13. Please clarify correct R value for the roof and walls.
Continue with R values called out in the specification.
36. Due to the unprecedented and unpredictable material price increases occurring in the nation, will the CO/VA/Owner allow a fixed price contract with economic price adjustments per FAR 16.203 to be used as the basis for contract award? This will allow the most competitive price to be offered at this time.
No, this solicitation is for a Firm Fix price contract.
37. Period of Performance (POP) for this solicitation is 180 calendar days after NTP. Pre-engineered metal building companies, along with industry understanding, are saying the PEMB delivery dates after approval are now 20 to 30 weeks. Also, the production of shop drawings from the manufacturer, after award, is taking 6 to 8 weeks. Will the VA provide some type of administrative NTP to allow for submittals and building order prior to NTP commencement of construction? Otherwise, the period from PEMB award to delivery could take up most of the 180 pop, not allowing for follow on activities. Please consider extending the pop days or other means to account for PEMB long lead times.
Refer to response to question 34.
38. Spec/Dwg. Reference (s): P101 Does the bulk brine storage tank set on a concrete pad? Isometric detail 1/P103 shows grey lines that look like a pad. Details or written notes not provided for pad. Please provide pad dimensions, size, and thickness if required.
